浙江松陽縣茶產(chǎn)業(yè)發(fā)展對策研究

【摘要】:中國浙江松陽縣既是“處州糧倉”,更是茶產(chǎn)業(yè)之鄉(xiāng)。2014年,松陽縣現(xiàn)有茶園面積為11.50萬畝,全縣茶葉產(chǎn)量達(dá)到1.13萬噸,總產(chǎn)值達(dá)到7.01億元。全縣現(xiàn)有茶葉加工企業(yè)2600多家,是浙江省茶產(chǎn)業(yè)強縣、全國重點產(chǎn)茶縣、全國十大特色產(chǎn)茶縣。推動整個茶產(chǎn)業(yè)發(fā)展的茶葉交易市場——浙南茶葉市場,達(dá)到了46.15億元的交易額,成交量7.66萬噸。其中最受大家歡迎的“松陽銀猴”不但是浙江的十大名茶,而且也是中華文化名茶。本文在借鑒相關(guān)資料及實地調(diào)查的基礎(chǔ)上,對松陽縣茶產(chǎn)業(yè)的發(fā)展現(xiàn)狀進(jìn)行了較為深入細(xì)致的研究,剖析了產(chǎn)業(yè)發(fā)展取得的成就及發(fā)展過程中存在的問題,提出了茶產(chǎn)業(yè)開發(fā)建設(shè)目標(biāo)和總體思路,闡述了茶產(chǎn)業(yè)發(fā)展的建設(shè)性對策和建議。經(jīng)過調(diào)查研究發(fā)現(xiàn),松陽縣茶產(chǎn)業(yè)雖然取得了巨大成績,擁有了較為雄厚的產(chǎn)業(yè)基礎(chǔ)、廣闊的市場空間和發(fā)展?jié)摿?但也存在著增長方式比較粗放、茶園防災(zāi)能力弱、茶經(jīng)營主體薄弱、茶業(yè)精深加工滯后、茶產(chǎn)品高附加值較低、單位面積增值壓力增大、茶文化旅游資源挖掘力度不夠等問題。同時,也面臨著“綠色”壁壘、外地茶產(chǎn)品沖擊、茶資源綜合利用保障不強、發(fā)展后勁乏力、新型飲料對傳統(tǒng)茶葉市場的沖擊等威脅。這些問題歸結(jié)起來,就是松陽縣茶產(chǎn)業(yè)進(jìn)一步發(fā)展需要解決的問題。根據(jù)對茶產(chǎn)業(yè)發(fā)展形勢的把握和對松陽縣茶產(chǎn)業(yè)的系統(tǒng)分析,結(jié)合工作經(jīng)驗,作者認(rèn)為:進(jìn)一步發(fā)展松陽縣茶產(chǎn)業(yè),必須改變經(jīng)濟(jì)增長方式,走可持續(xù)發(fā)展之路。針對如何能夠讓松陽的整個茶產(chǎn)業(yè)鏈可持續(xù)發(fā)展這一課題,本文進(jìn)行了詳細(xì)的研究,并且圍繞茶產(chǎn)業(yè)的定位以及其發(fā)展目標(biāo)等中心問題,提出了“堅持依靠科技進(jìn)步,促進(jìn)茶產(chǎn)業(yè)長期可持續(xù)發(fā)展;堅持龍頭企業(yè)帶動,提升茶產(chǎn)業(yè)產(chǎn)業(yè)化經(jīng)營水平;堅持市場導(dǎo)向機制,推進(jìn)茶葉服務(wù)業(yè)集聚區(qū)建設(shè);堅持依托品牌打造,不斷提高其知名度和競爭力;堅持錘煉茶業(yè)文化,進(jìn)一步提升茶產(chǎn)業(yè)的軟實力;堅持旅游協(xié)同推進(jìn),同步挖掘茶產(chǎn)業(yè)發(fā)展新業(yè)態(tài);堅持開放理念興茶,全方位拓展茶產(chǎn)業(yè)發(fā)展空間”等7項茶產(chǎn)業(yè)發(fā)展策略,以期有助于松陽縣茶產(chǎn)業(yè)健康、可持續(xù)地發(fā)展。本文從科技、生態(tài)、經(jīng)營、政策等方面為松陽縣茶產(chǎn)業(yè)可持續(xù)發(fā)展提出了一些策略建議,但由于本文屬于發(fā)展策略的研究和探討,還有待于在實踐中進(jìn)一步檢驗與修正。
[Abstract]:Songyang County, Zhejiang Province, is not only a "state granary", but also a township of tea industry. In 2014, Songyang County has an area of 115000 mu of tea plantations and a total output of 11300 tons of tea, with a total output value of 701 million yuan. The county has more than 2600 tea processing enterprises, is a strong tea industry in Zhejiang Province, the national key tea production counties, the country's top ten characteristic tea production counties. The tea trading market in southern Zhejiang, which promotes the development of the whole tea industry, has reached a turnover of 4.615 billion yuan, with a turnover of 76600 tons. Among them, the most popular "Songyang Silver Monkey" is not only Zhejiang's top ten famous tea, but also Chinese cultural tea. On the basis of reference to relevant information and field investigation, this paper makes a thorough and detailed study on the present situation of tea industry in Songyang County, and analyzes the achievements and problems existing in the development process of the tea industry in Songyang County. The goal and general idea of tea industry development and construction are put forward, and the constructive countermeasures and suggestions for tea industry development are expounded. Through investigation and research, it is found that although the tea industry in Songyang County has made great achievements, has a relatively strong industrial base, broad market space and development potential, but there is also a relatively extensive growth mode, tea garden disaster prevention capacity is weak, The main body of tea management is weak, the deep processing of tea industry lags behind, the high added value of tea products is low, the pressure of increment of value per unit area is increased, and the exploitation of tourism resources of tea culture is not enough. At the same time, it also faces the threat of "green" barriers, the impact of tea products in other places, the weak comprehensive utilization of tea resources, the lack of development stamina, the impact of new beverages on the traditional tea market, and so on. These problems come down to the problems that need to be solved for further development of the tea industry in Songyang County. Based on the understanding of the development situation of tea industry and the systematic analysis of the tea industry in Songyang County, the author thinks that to further develop the tea industry in Songyang County, we must change the way of economic growth and take the road of sustainable development. Aiming at the problem of how to make the whole tea industry chain sustainable development in Songyang, this paper has carried on the detailed research, and has put forward the "insist on relying on the progress of science and technology," focusing on the central question of the tea industry orientation and its development goal, etc. Promote the long-term sustainable development of tea industry; adhere to the leading enterprises to promote the management level of tea industrialization; adhere to the market-oriented mechanism to promote the building of tea service agglomeration areas; adhere to the brand building, Constantly improve its popularity and competitiveness; adhere to the culture of tea industry, further enhance the soft power of the tea industry; adhere to the coordinated development of tourism, simultaneously mining the tea industry development new forms; adhere to the open concept of tea, In order to contribute to the healthy and sustainable development of the tea industry in Songyang County, seven tea industry development strategies such as developing the space of tea industry in all directions "are expected to contribute to the development of tea industry in Songyang County." This paper puts forward some strategic suggestions for the sustainable development of tea industry in Songyang County from the aspects of science and technology, ecology, management and policy. However, as this article belongs to the research and discussion of development strategy, it still needs to be further tested and corrected in practice.
