【摘要】：作為農(nóng)業(yè)大國,農(nóng)村在我國經(jīng)濟發(fā)展過程中一直承擔(dān)著重要角色。隨著經(jīng)濟的迅速發(fā)展,國家對農(nóng)村的定位不再只是糧食安全,農(nóng)業(yè)規(guī)�；a(chǎn)等方面。2005年國家提出社會主義新農(nóng)村建設(shè),在2015年的中央一號文件中國家指出要全面推進農(nóng)村人居環(huán)境整治等,加大農(nóng)村建設(shè)力度成為國家對農(nóng)村的新要求,也是農(nóng)民生產(chǎn)生活水平提高后產(chǎn)生的強烈訴求。但是我國耕地資源現(xiàn)狀為后備數(shù)量不足,利用率低。當(dāng)前農(nóng)村居民點現(xiàn)狀可用“臟、亂、差”概括,且用地面積超標(biāo)布局混亂。加之城市化進程的加快與人口的不斷增加,我國人地矛盾日益尖銳。農(nóng)村居民點整理成為解決人地矛盾的必要途徑。農(nóng)村居民點整理的進行不僅能改善農(nóng)民的居住環(huán)境,使農(nóng)村基礎(chǔ)公共服務(wù)設(shè)施得到集約利用,還對耕地數(shù)量的動態(tài)平衡起著重要作用。本文在借鑒前人已有的研究成果基礎(chǔ)上,選擇新疆維吾爾自治區(qū)昌吉市六工鎮(zhèn)農(nóng)民作為調(diào)查對象,以實地走訪發(fā)放調(diào)查問卷的形式,對農(nóng)民參與農(nóng)村居民點整理的意愿進行調(diào)查與分析。論文以層次需求理論、公眾參與理論、可持續(xù)發(fā)展理論及認(rèn)知理論為研究理論基礎(chǔ),并運用Logistic二元回歸分析模型研究新疆維吾爾自治區(qū)昌吉市六工鎮(zhèn)農(nóng)民參與農(nóng)村居民點整理的意愿及影響因素。研究結(jié)果為昌吉市六工鎮(zhèn)農(nóng)民參與農(nóng)村居民點整理的意愿較高,影響昌吉市六工鎮(zhèn)農(nóng)民參與農(nóng)村居民點整理意愿的因素為:被調(diào)查區(qū)域農(nóng)民存款情況、農(nóng)民對于農(nóng)村居民點整理工作的了解程度、農(nóng)民對現(xiàn)居住地滿意程度、農(nóng)民離開現(xiàn)居住地的意愿、農(nóng)民接受農(nóng)村居民點整理的模式。根據(jù)研究結(jié)論提出相關(guān)促進農(nóng)民參與農(nóng)村居民點整理的對策及建議:拓寬籌資渠道,發(fā)展本地經(jīng)濟促進創(chuàng)業(yè)就業(yè);全面加強農(nóng)村居民點整理的宣傳力度;加大基礎(chǔ)設(shè)施建設(shè),合理規(guī)劃農(nóng)村農(nóng)宅結(jié)構(gòu)功能布局;加大農(nóng)村社會保障力度,豐富農(nóng)民業(yè)余精神文化生活;更加注重公眾參與制度。
[Abstract]:As a large agricultural country, the countryside has been playing an important role in the economic development of our country. With the rapid development of economy, the orientation of the country to the countryside is no longer just about food security and large-scale agricultural production, etc. In 2005, the state proposed the construction of a new socialist countryside. In the first document of the Central Committee in 2015, the state pointed out that it is necessary to comprehensively promote the improvement of rural human settlement environment, and to increase the intensity of rural construction has become a new demand of the country to rural areas, and it is also a strong demand of farmers after the improvement of their living and production standards. But our country cultivated land resources present situation is the reserve quantity insufficiency, the utilization ratio is low. The current situation of rural settlements can be summarized as "dirty, chaotic, poor", and the land area over the standard layout confusion. In addition, with the acceleration of urbanization and the continuous increase of population, the contradiction between people and land in China is becoming more and more acute. Rural residential land consolidation has become a necessary way to solve the contradiction between people and land. The consolidation of rural residential areas can not only improve the living environment of farmers, make the rural basic public service facilities intensive use, but also play an important role in the dynamic balance of the amount of cultivated land. Based on the previous research results, this paper selects the farmers of Liugong Town, Changji City, Xinjiang Uygur Autonomous region as the object of investigation, and distributes questionnaires in the form of field visits. The will of farmers to participate in the consolidation of rural settlements is investigated and analyzed. The thesis is based on hierarchical demand theory, public participation theory, sustainable development theory and cognitive theory. The logistic regression analysis model was used to study the farmers' willingness to participate in rural residential land consolidation in Changji, Xinjiang Uygur Autonomous region. The results show that farmers' willingness to participate in rural residential land consolidation is higher in Changji, and the factors influencing farmers' willingness to participate in rural settlement consolidation in Changji are as follows: farmers' deposits in investigated areas. Farmers' understanding of rural settlement consolidation, farmers' satisfaction with their present residence, their willingness to leave their present residence, and their acceptance of the mode of rural settlement consolidation. According to the conclusion of the study, the paper puts forward some countermeasures and suggestions to promote farmers' participation in rural residential land consolidation: widening financing channels, developing local economy to promote entrepreneurial employment, comprehensively strengthening the propaganda of rural settlements consolidation, and increasing infrastructure construction. We should rationally plan the structure and function layout of rural agri-house; increase the strength of rural social security and enrich peasants' amateur spiritual and cultural life; and pay more attention to the system of public participation.
