【摘要】："農(nóng)村危房改造"是為了彌補目前農(nóng)村住房救助制度缺失而出臺的一項民生政策。為解決農(nóng)村安居房問題,G省政府花費了大量的人力、物力和財力來扶助農(nóng)村低收入群體進行危房改造,但實踐中政策執(zhí)行的效果卻差強人意,在一定程度上偏離政策設計的初衷。借助米特爾—霍恩政策執(zhí)行模型這一工具,對G省2011—2014年農(nóng)村危房改造政策執(zhí)行過程的分析表明:政策標準的脫離實際,政策資源的不足,執(zhí)行機構的上下策應與聯(lián)動不暢,執(zhí)行機構自身能力的局限,政府宏觀戰(zhàn)略與農(nóng)戶微觀需求間的沖突,以及執(zhí)行者的策略性執(zhí)行行為等因素,加上各因素之間的相互作用使農(nóng)村危房改造政策的執(zhí)行陷入困境。
[Abstract]:The reform of dangerous houses in rural areas is a livelihood policy to make up for the lack of the current rural housing relief system. In order to solve the problem of rural housing, the provincial government has spent a lot of manpower, material and financial resources to help the low-income groups in rural areas to carry out the reconstruction of dangerous houses, but the effect of the policy implementation in practice is not satisfactory. Deviate from the original intention of policy design to some extent. With the help of Mitel-Horne policy implementation model, the analysis of the policy implementation process in G province 2011-2014 shows that the policy standards are divorced from reality, the policy resources are insufficient, and the upper and lower levels of the implementing agencies are not well coordinated. The limitation of the executive organization's own ability, the conflict between the macro strategy of the government and the farmers' micro demand, the strategic execution behavior of the executor, and the interaction between the various factors make the implementation of the reform policy of the dangerous house in the countryside into a dilemma.
