【摘要】：多功能性作為一種新的農(nóng)業(yè)發(fā)展理念,已經(jīng)引起了國際上的廣泛關(guān)注。農(nóng)業(yè)多功能最初是貿(mào)易保護(hù)主義范疇的問題,但隨著近幾十年來經(jīng)濟(jì)的發(fā)展,農(nóng)業(yè)發(fā)展問題日益受到各國政府和學(xué)術(shù)界的廣泛關(guān)注和重視,農(nóng)業(yè)多功能理論也被人們認(rèn)為是對傳統(tǒng)農(nóng)業(yè)理論的進(jìn)一步深化和推進(jìn),從而被賦予了更重大的經(jīng)濟(jì)和社會(huì)意義。中國作為傳統(tǒng)的農(nóng)業(yè)大國,在傳統(tǒng)農(nóng)業(yè)向現(xiàn)代農(nóng)業(yè)轉(zhuǎn)型的過程中面臨著許多機(jī)遇和挑戰(zhàn),加強(qiáng)農(nóng)業(yè)多功能理論的研究,有利于拓寬農(nóng)業(yè)認(rèn)識(shí)視野,促使農(nóng)業(yè)活力和競爭力的提升,最終使農(nóng)業(yè)逐漸擺脫傳統(tǒng)弱勢產(chǎn)業(yè)的尷尬境遇。論文以新形勢下進(jìn)一步推進(jìn)農(nóng)業(yè)結(jié)構(gòu)戰(zhàn)略性調(diào)整為背景,在全面梳理國內(nèi)外農(nóng)業(yè)多功能性理論研究和實(shí)踐經(jīng)驗(yàn)的基礎(chǔ)上,以民勤縣為研究區(qū)域,從協(xié)調(diào)發(fā)展的角度研究農(nóng)業(yè)多功能性問題,并根據(jù)2004-2013年民勤縣農(nóng)業(yè)及農(nóng)村發(fā)展數(shù)據(jù),采用主成分分析法和協(xié)調(diào)度模型,從時(shí)間序列上分析了民勤縣農(nóng)業(yè)多功能性發(fā)展水平的動(dòng)態(tài)變化。研究結(jié)果表明：2004-2013年民勤縣農(nóng)業(yè)多功能性的發(fā)展水平是逐步提升的,而且提升的幅度十分顯著,通過主成分分析可以看出農(nóng)業(yè)多功能性的發(fā)展綜合評(píng)價(jià)值從2004年的-3.9616增長到2013年的1.2361,而通過協(xié)調(diào)度模型的分析也表明,民勤縣農(nóng)業(yè)多功能性的協(xié)調(diào)發(fā)展水平已經(jīng)由極度失調(diào)步入低度協(xié)調(diào)的狀態(tài)。從各功能子系統(tǒng)來看,經(jīng)濟(jì)功能的協(xié)調(diào)度變化趨勢與綜合功能的變化趨勢最相近,生態(tài)功能的協(xié)調(diào)發(fā)展水平增長較快,而社會(huì)功能的協(xié)調(diào)發(fā)展水平波動(dòng)較大,至2013年還處于低度失調(diào)水平。研究進(jìn)一步發(fā)現(xiàn),在民勤縣農(nóng)業(yè)的動(dòng)態(tài)發(fā)展過程中,有很多因素促進(jìn)了農(nóng)業(yè)多功能性的協(xié)調(diào)發(fā)展,但也有一些因素制約著其發(fā)展,這些因素可以歸納為產(chǎn)業(yè)結(jié)構(gòu)因素、農(nóng)業(yè)資源因素、生態(tài)環(huán)境因素、勞動(dòng)力資源因素。最后,提出了改善民勤縣農(nóng)業(yè)多功能性協(xié)調(diào)發(fā)展水平的建議,主要從改善農(nóng)業(yè)經(jīng)濟(jì)功能、生態(tài)功能、社會(huì)功能三方面著想：合理開發(fā)利用和保護(hù)自然資源；發(fā)展特色優(yōu)勢產(chǎn)業(yè),優(yōu)化農(nóng)業(yè)產(chǎn)業(yè)結(jié)構(gòu)；加強(qiáng)農(nóng)業(yè)生態(tài)環(huán)境治理,有效控制環(huán)境污染；提高農(nóng)村人口素質(zhì),轉(zhuǎn)移農(nóng)村富余勞動(dòng)力等建議。
[Abstract]:As a new concept of agricultural development, versatility has attracted international attention. Agricultural multifunction is the problem of trade protectionism at first, but with the development of economy in recent decades, agricultural development has been paid more and more attention by governments and academic circles. Agricultural multifunctional theory is also regarded as a further deepening and promoting of traditional agricultural theory, which has been given more important economic and social significance. As a traditional agricultural country, China is faced with many opportunities and challenges in the process of transition from traditional agriculture to modern agriculture. To promote the agricultural vitality and competitiveness, and finally make agriculture gradually get rid of the embarrassing situation of traditional weak industries. Based on the background of further promoting the strategic adjustment of agricultural structure under the new situation, the thesis takes Minqin County as the research area on the basis of combing the theoretical research and practical experience of agricultural multifunction at home and abroad. Based on the agricultural and rural development data of Minqin County from 2004 to 2013, principal component analysis (PCA) and coordination degree model are used to study the multi-functional problems of agriculture from the perspective of coordinated development. The dynamic changes of the multifunctional development level of agriculture in Minqin County were analyzed from the time series. The results of the study show that the level of multi-functional development of agriculture in Minqin County from 2004 to 2013 was gradually increased, and the extent of the increase was very significant. Through principal component analysis, it can be seen that the comprehensive evaluation value of agricultural multifunctional development increased from -3.9616 in 2004 to 1.2361 in 2013, and the analysis of coordination degree model also showed that the comprehensive evaluation value of agricultural multifunctional development increased from -3.9616 in 2004 to 1.2361 in 2013. The level of multifunctional coordination of agriculture in Minqin County has changed from extreme maladjustment to low level of coordination. From the point of view of each functional subsystem, the change trend of the degree of coordination of economic function is most similar to that of comprehensive function, the level of coordinated development of ecological function increases rapidly, while the level of coordinated development of social function fluctuates greatly. By 2013, it was at a low level of imbalance. It is further found that in the dynamic development of agriculture in Minqin County, there are many factors that promote the coordinated development of agriculture, but there are also some factors restricting its development, which can be summed up as industrial structure factors. Agricultural resource factor, ecological environment factor, labor force resource factor. Finally, some suggestions are put forward to improve the level of multi-functional and coordinated development of agriculture in Minqin County, mainly from three aspects of improving agricultural economic function, ecological function and social function: reasonable exploitation and protection of natural resources, development of characteristic superior industries. Suggestions on optimizing agricultural industrial structure, strengthening agricultural ecological environment management, effectively controlling environmental pollution, improving the quality of rural population, transferring rural surplus labor force, etc.
