【摘要】：改革開放以來,我國工業(yè)化和城鎮(zhèn)化的進程逐步加快,越來越多的農(nóng)村富余勞動力開始向城市轉(zhuǎn)移,為城市建設(shè)做出巨大貢獻。但是,由于進城農(nóng)民的支付能力一般較弱,對于城市較高的房價普遍難以承受。與此同時,由于戶籍制度等的限制,他們往往不能和城鎮(zhèn)居民享有同樣的就業(yè)、醫(yī)療、教育、住房等社會資源,長期被排斥在住房保障體系之外,最終導(dǎo)致進城農(nóng)民住房困難的問題相當(dāng)突出。進城農(nóng)民的城鎮(zhèn)住房問題涉及到他們的基本生活條件,其能否得到解決關(guān)系到我國的民生建設(shè)與和諧社會的建設(shè)。因此,進城農(nóng)民的住房問題逐漸成為社會關(guān)注的焦點。本論文針對這一問題開展深入的調(diào)查研究工作,從進城農(nóng)民的住房現(xiàn)狀和影響因素入手,了解目前存在的問題,并對這些問題進行分析說明,以為相應(yīng)的政策制定提供參考和依據(jù)。首先,作者對農(nóng)民進城行為的影響因素進行研究分類,認為農(nóng)民進城行為是一種理性行為,追求利益最大化是其行為產(chǎn)生的根本出發(fā)點。先前的針對農(nóng)民進城行為的研究表明,農(nóng)民進城行為的產(chǎn)生是主觀意向和客觀條件共同作用的結(jié)果。其中,主觀意向是農(nóng)民進城行為的動力,促進農(nóng)民向城市轉(zhuǎn)移,包括追求高收入、追求高質(zhì)量生活、追求子女優(yōu)質(zhì)教育等因素。同時,農(nóng)民進城行為又受到客觀條件的制約,如性別、年齡、文化程度、家庭因素、戶籍制度等。然后,作者據(jù)此設(shè)計進城農(nóng)民居住條件和意向的調(diào)查問卷,選取樣本進行調(diào)查,并利用SPSS軟件,對所得的數(shù)據(jù)進行統(tǒng)計分析,以了解進城農(nóng)民的住房現(xiàn)狀及其存在的問題和他們的未來打算,同時找出這些問題的影響因素。最后,作者一方面通過對現(xiàn)有涉及到進城農(nóng)民的住房保障政策的了解分析,結(jié)合調(diào)查研究的結(jié)果,提出這些政策的不足之處,并提出政策建議;另一方面,通過做交叉表分析,得出前文提到的因素對進城農(nóng)民住房的影響方式及結(jié)果,據(jù)此提出具體措施。
[Abstract]:Since the reform and opening up, the process of industrialization and urbanization has been accelerated step by step, and more rural surplus labor force has begun to transfer to the city, making great contribution to urban construction. However, due to the poor ability of farmers to pay, it is generally difficult to afford higher housing prices in cities. At the same time, because of the restrictions of the household registration system, they are often unable to enjoy the same employment, medical care, education, housing and other social resources as urban residents. They have been excluded from the housing security system for a long time. Finally, the problems that lead to the housing difficulties of peasants in cities are quite prominent. The urban housing problem of peasants in cities relates to their basic living conditions, and its solution is related to the construction of the people's livelihood and the construction of a harmonious society in our country. Therefore, the housing problem of peasants in cities has gradually become the focus of social attention. This paper aims at this problem carries on the thorough investigation and research work, from the city farmer's housing present situation and the influence factor, understands the present existence question, and carries on the analysis to these questions to explain, For the corresponding policy formulation to provide reference and basis. First of all, the author classifies the influencing factors of farmers' behavior of entering the city, and thinks that the behavior of peasants entering into cities is a kind of rational behavior, and the pursuit of maximization of interests is the basic starting point for the emergence of their behavior. Previous studies on the behavior of peasants into the city show that the emergence of the behavior is the result of the combination of subjective intention and objective conditions. Among them, the subjective intention is the motive force of the farmer's behavior of entering the city, and promotes the farmer to transfer to the city, including pursue the high income, pursue the high quality life, pursue the quality education of the children and so on. At the same time, the farmer's behavior of entering the city is restricted by the objective conditions, such as sex, age, education level, family factors, household registration system and so on. Then, the author designs the questionnaire on the living conditions and intention of the peasants in cities, selects the samples to investigate, and makes statistical analysis of the data by using SPSS software. In order to understand the present situation and problems of the peasants living in cities and their plans for the future, we can find out the influencing factors of these problems at the same time. Finally, on the one hand, through the analysis of the existing housing security policies involving farmers in cities, combined with the results of investigation and research, the author puts forward the deficiencies of these policies and puts forward policy recommendations; on the other hand, through cross-table analysis, The effects of the factors mentioned above on the housing of peasants in cities are obtained, and the concrete measures are put forward.
