東營市農(nóng)村居民點整治問題研究

【摘要】:農(nóng)村居民點整治是土地整治的重要組成部分,也是統(tǒng)籌城鄉(xiāng)發(fā)展和新農(nóng)村建設(shè)的必然選擇,對于轉(zhuǎn)變農(nóng)村土地利用方式、實現(xiàn)土地集約節(jié)約利用、全面提升農(nóng)民生活水平具有重要意義。東營市農(nóng)村居民點整治工作復(fù)雜、涉及面廣,在實施過程中存在許多問題,對工程推進(jìn)、城鄉(xiāng)統(tǒng)籌、權(quán)益保護(hù)和社會穩(wěn)定等存在一定的消極影響。本文借鑒國內(nèi)外先進(jìn)理論和實踐經(jīng)驗,綜合運用土地整治相關(guān)理論和方法,深入分析了目前東營市農(nóng)村居民點整治存在的問題,并對問題產(chǎn)生的深層原因進(jìn)行剖析。最后,在對農(nóng)村居民點整治潛力和可行性分析的基礎(chǔ)上,提出保障農(nóng)村居民點整治持續(xù)、穩(wěn)定、高效開展的實施措施和整治模式。 研究分析表明,東營市農(nóng)村居民點人均和戶均建設(shè)用地面積都過大,分別高達(dá)291.34m2/人和943.40m2/戶,,超過我國《鎮(zhèn)規(guī)劃標(biāo)準(zhǔn)》規(guī)定的建設(shè)用地控制指標(biāo);同時農(nóng)村居民點內(nèi)部“空心村”現(xiàn)象、用地功能混亂、建筑布局不合理、容積率低等問題突出。通過對東營市農(nóng)村居民點整治潛力進(jìn)行分析發(fā)現(xiàn),東營市農(nóng)村居民點總體整治潛力較大,按戶均農(nóng)村建設(shè)用地標(biāo)準(zhǔn)估算出的整治潛力為13984.10公頃。雖然在四種方案中整治潛力最小,但從可行性角度來看,最符合東營市農(nóng)村的實際。各區(qū)縣農(nóng)村居民整治潛力以墾利縣最大,其次是利津縣、河口區(qū)、廣饒縣,東營區(qū)最小。目前東營市農(nóng)村居民點整治項目在規(guī)劃編制、項目實施、掛鉤指標(biāo)使用、權(quán)益保障和公眾參與等方面存在諸多問題。通過分析發(fā)現(xiàn),政策綜合性低,執(zhí)行性差、部門協(xié)調(diào)困難、資金來源單一、掛鉤指標(biāo)調(diào)劑與使用機制缺位、農(nóng)民權(quán)益保護(hù)機制失靈等是造成目前問題的根源。最后,本文從規(guī)劃編制、項目實施、整治模式、資金籌措、市場化機制、農(nóng)民權(quán)益保護(hù)與激勵策略等方面有針對性地提出符合東營市自身特征的農(nóng)村居民點整治策略和模式。研究結(jié)果對順利推進(jìn)東營市農(nóng)村居民點整治工作,加快區(qū)域城鄉(xiāng)統(tǒng)籌具有一定的指導(dǎo)意義和參考價值。
[Abstract]:Rural residential land renovation is an important part of land regulation, and is also an inevitable choice for the overall planning of urban and rural development and new rural construction. In order to change the mode of rural land use and realize intensive and economical use of land, It is of great significance to improve the living standards of farmers in an all-round way. The renovation of rural residential areas in Dongying City is complex and involves a wide range of aspects. There are many problems in the process of implementation, which has a certain negative impact on the promotion of the project, the overall planning of urban and rural areas, the protection of rights and interests and social stability. This paper draws lessons from the advanced theory and practical experience at home and abroad, synthetically applies the relevant theories and methods of land regulation, deeply analyzes the problems existing in the rural residential land regulation in Dongying City at present, and analyzes the deep causes of the problems. Finally, on the basis of the analysis of the potential and feasibility of rural residential land renovation, the paper puts forward the implementation measures and regulation mode to ensure the sustainable, stable and efficient development of rural residential land renovation. The per capita and average construction land area of rural residential areas in Dongying City is too large, as high as 291.34m2/ and 943.40m2/ households respectively, which exceeds the control index of construction land as stipulated in the "Town Planning Standard" of our country, and at the same time, the phenomenon of "hollow villages" in rural residential areas. The land use function is chaotic, the building layout is unreasonable, the area rate is low, and so on. Based on the analysis of the potential of rural residential land renovation in Dongying city, it is found that the overall potential of rural residential land regulation in Dongying city is great, and the potential of regulation is estimated to be 13984.10 hectares according to the standard of Hudu rural construction land. Although the potential of remediation is the least among the four schemes, it is the most suitable for the reality of Dongying rural area from the point of view of feasibility. The potential of rural residents in each district is the largest in Kenli County, followed by Lijin County, Hekou District, Guangrao County and Dongying District. At present, there are many problems in planning, project implementation, use of hooks, protection of rights and interests and public participation. Through analysis, it is found that the causes of the present problems are low comprehensive policy, poor execution, difficult coordination of departments, single source of funds, lack of the mechanism of adjusting and using the linked index, failure of the protection mechanism of farmers' rights and interests, etc. Finally, this paper puts forward the rural residential land renovation strategy and model in accordance with Dongying's own characteristics from the aspects of planning, project implementation, regulation mode, financing, market-oriented mechanism, protection of farmers' rights and interests, and incentive strategy and so on. The results of the study have certain guiding significance and reference value for the smooth promotion of rural residential land renovation in Dongying and the acceleration of regional urban and rural planning.
