【摘要】：煙葉生產作為整個煙草行業(yè)的基礎性條件,其平穩(wěn)發(fā)展在煙草行業(yè)發(fā)展中具有十分重要的戰(zhàn)略地位。近年來,湖北煙葉生產在眾多因素的影響下表現(xiàn)出的規(guī)模不穩(wěn)、特色不明、活力不足、信譽不高等等問題,已經成為了既困擾煙葉生產本身的健康發(fā)展,又在一定程度上影響著整個湖北煙草工業(yè)、商業(yè)發(fā)展的瓶頸因素。本文結合湖北煙葉生產發(fā)展的實際,探討了當前湖北煙葉發(fā)展面臨的主要問題、難題及其原因所在,同時針對問題和難題,本文從加大湖北煙葉生產基礎設施建設和煙葉生產的機械化力度、推進煙葉生產精益管理、提高煙葉生產的規(guī)范化水平、加強煙葉生產組織形式創(chuàng)新、以科技創(chuàng)新促進湖北煙葉生產質量水平等多個視角,提出了發(fā)展湖北煙葉產業(yè)的若干對策和建議,并論述了如何營造煙葉發(fā)展環(huán)境、培育職業(yè)煙農、推進煙葉產業(yè)化進程的若干思路和方法,這些探討和論述,對加快湖北現(xiàn)代煙草農業(yè)發(fā)展有一定的理論意義和實際參考價值。
[Abstract]:Tobacco production, as the basic condition of the whole tobacco industry, has a very important strategic position in the development of the tobacco industry. In recent years, the production of tobacco in Hubei has been an unstable scale, unidentified characteristics, insufficient vitality, low reputation and so on, which has become a problem that has plagued tobacco production in recent years. The healthy development of the body affects the whole Hubei tobacco industry and the bottleneck of the commercial development to a certain extent. This paper, based on the actual development of the tobacco production in Hubei, discusses the main problems, problems and reasons of the development of the tobacco leaves in Hubei, at the same time, in view of the problems and problems, this paper will increase the base of the production of the tobacco leaves in Hubei. The mechanization of construction and tobacco production, propelling lean management of tobacco production, improving the standardization level of tobacco production, strengthening the innovation of tobacco production organization form, and promoting the quality level of Hubei tobacco production by scientific and technological innovation, put forward some countermeasures and suggestions for developing tobacco leaf production in Hubei, and discussed how to create the tobacco leaf production. The developing environment of tobacco leaves, the cultivation of professional tobacco farmers, and some ideas and methods to promote the process of tobacco industrialization have some theoretical significance and practical reference value for speeding up the development of modern tobacco agriculture in Hubei.
