【摘要】：本文針對(duì)糧食最低收購(gòu)價(jià)格問(wèn)題,從糧食種植面積、糧食市場(chǎng)價(jià)格、農(nóng)民收入水平等方面進(jìn)行分析,建立數(shù)學(xué)模型,分析現(xiàn)行政策的效果。采用文獻(xiàn)查閱法、運(yùn)用Delphi方法和積因子求權(quán)重層次分析法,從農(nóng)業(yè)生產(chǎn)涉及到的人力、物力、生產(chǎn)積極性、社會(huì)環(huán)境以及農(nóng)業(yè)保障等方面,對(duì)安徽、江蘇、山東、黑龍江農(nóng)業(yè)最低收購(gòu)政策的效果進(jìn)行評(píng)價(jià)。結(jié)果發(fā)現(xiàn)糧食最低收購(gòu)價(jià)政策執(zhí)行前,評(píng)價(jià)模型給出的數(shù)據(jù)顯示糧食生產(chǎn)有走下坡路的趨勢(shì),但是在中晚稻最低收購(gòu)價(jià)的開(kāi)始執(zhí)行以來(lái),執(zhí)行區(qū)內(nèi)糧食生產(chǎn)趨勢(shì)開(kāi)始逆轉(zhuǎn),并且持續(xù)向好,2008年以后都處于中上水平運(yùn)行。而作為中晚稻最低收購(gòu)價(jià)非執(zhí)行區(qū)的山東,雖然有所好轉(zhuǎn),但卻反復(fù)不定。結(jié)合前面問(wèn)題的分析,提出一系列切實(shí)可行的調(diào)控糧食種植優(yōu)化決策和建議。
[Abstract]:In this paper, the minimum purchase price of grain is analyzed from the aspects of grain planting area, grain market price and farmers' income level, and the mathematical model is established to analyze the effect of the current policy. By using the method of literature reference, Delphi method and the analytic hierarchy process of weight of product factor, the paper discusses the aspects of manpower, material resources, enthusiasm of production, social environment and agricultural security in Anhui, Jiangsu, Shandong, and other aspects of agricultural production, such as: human, material resources, production enthusiasm, social environment and agricultural security, etc. Heilongjiang agricultural minimum acquisition policy effectiveness evaluation. The results showed that before the implementation of the minimum purchase price policy of grain, the data given by the evaluation model showed a downward trend in grain production, but since the implementation of the minimum purchase price of mid-late rice, the trend of grain production in the implementing area began to reverse. And continue to be good, after 2008 are in the upper-middle level of operation. As the lowest purchase price of late rice in Shandong, although improved, but repeatedly uncertain. Based on the analysis of the above problems, a series of feasible and feasible decision-making and suggestions for regulating and controlling grain planting are put forward.
