【摘要】：以稻谷、小麥最低價收購價及玉米臨時收儲價為基石的糧食流通體系和收儲制度亟待調(diào)整與改革,但改革面臨新的矛盾和挑戰(zhàn)。市場導向的糧食價格機制改革和政策性糧食去庫存與國有糧食企業(yè)的利益存在沖突,改革舉措必將觸動現(xiàn)存利益格局。深化國有糧食企業(yè)改革應(yīng)將中央儲備糧的收購、銷售職能從中儲糧剝離出來,使中儲糧回歸為單純的企業(yè)。國家有關(guān)部門已放松對順價銷售的固守,但仍應(yīng)注意競拍底價政策要與市場對接,同時要創(chuàng)新農(nóng)企貸款模式,增加企業(yè)的購糧能力。
[Abstract]:The grain circulation system and storage system based on the minimum purchase price of rice and wheat and the temporary storage price of corn are in urgent need of adjustment and reform, but the reform is faced with new contradictions and challenges. The reform of market-oriented grain price mechanism and the policy grain destocking conflict with the interests of the state-owned grain enterprises, and the reform measures will certainly touch the existing interest pattern. To deepen the reform of state-owned grain enterprises, the purchase of grain reserves by the central government should be carried out, and the sales function should be separated from the grain reserves in China, so that the grain reserves in China should be returned to pure enterprises. The relevant departments of the state have relaxed their adherence to the low price sales, but we should still pay attention to the linkage between the bottom price policy of bidding and the market, at the same time, we should innovate the loan mode of agricultural enterprises and increase the ability of enterprises to purchase grain.
