營山縣老林鎮(zhèn)土地整理綜合效益評價

【摘要】:全國土地利用規(guī)劃中提到至2020年,力爭農(nóng)用地整理面積達(dá)到4333萬hm2以上,若按每畝平均投入1500元來計算,至2020年土地整理投入資金將達(dá)到1萬億元。面對如此巨大的投資,如何去更好評價土地整理項目效益成為了一個重要問題。因此,建立完善的評價指標(biāo)體系,探討土地整理綜合效益定量評價的方法不僅可以豐富土地整理的理論,而且對規(guī)范與指導(dǎo)土地整理的實踐活動也具有重要現(xiàn)實意義。本文在前人研究的基礎(chǔ)之上,以營山縣老林鎮(zhèn)土地整理項目為依托,通過研究區(qū)實際情況構(gòu)建出以經(jīng)濟效益、社會效益和生態(tài)效益為準(zhǔn)則層的土地整理綜合效益評價指標(biāo)體系,運用層次分析法計算指標(biāo)權(quán)重,然后結(jié)合多層次模糊數(shù)學(xué)評價法與效益等級分值函數(shù)對研究區(qū)指標(biāo)進行量化評價,最后得出效益分值結(jié)果。評價結(jié)果研究結(jié)果說明,經(jīng)過土地整理后,按照效益分值等級對比研究區(qū)經(jīng)濟效益、社會效益、生態(tài)環(huán)境效益和綜合效益均由整理前得“不合格”提高了“優(yōu)良”,說明老林鎮(zhèn)土地整理項目達(dá)到了預(yù)期效果,對當(dāng)?shù)厝罕妿砹撕艽蟮暮锰帯Mㄟ^研究得出以下三點結(jié)論:(1)采用層次分析法確定評價指標(biāo)權(quán)重,其中經(jīng)濟效益權(quán)重為0.4、社會效益為0.3、生態(tài)效益為0.3;(2)通過對研究區(qū)項目實施后效益改變分析可知,研究區(qū)各經(jīng)濟、社會和生態(tài)效益指標(biāo)均得到大幅提升;(3)對研究區(qū)所得效益分值分析可知,研究區(qū)的社會效益提高最為顯著,凈增68.44分;經(jīng)濟效益增加44.85分,生態(tài)環(huán)境效益凈增加18.34分綜合效益分值增加43.96分,說明經(jīng)過土地整理研究區(qū)綜合效益方面得到有效提升。
[Abstract]:It is mentioned in the national land use planning that by 2020, the area of agricultural land consolidation will be more than 43.33 million hm2. If the average investment per mu is calculated by 1500 yuan, the investment in land consolidation will reach 1 trillion yuan by 2020. In the face of such huge investment, how to better evaluate the benefit of land consolidation project has become an important issue. Therefore, establishing a perfect evaluation index system and probing into the quantitative evaluation method of comprehensive benefit of land consolidation can not only enrich the theory of land consolidation, but also have important practical significance for standardizing and guiding the practical activities of land consolidation. On the basis of previous studies, based on the land consolidation project of Laolin Town in Yingshan County, this paper constructs a comprehensive benefit evaluation index system of land consolidation based on economic, social and ecological benefits through the actual situation of the study area. The index weight is calculated by analytic hierarchy process (AHP), and then the index of the study area is evaluated quantitatively by combining the multi-level fuzzy mathematics evaluation method and the benefit grade score function, and the result of benefit score is obtained at last. The results show that after land consolidation, the economic benefit, social benefit, ecological environmental benefit and comprehensive benefit of the study area are improved by "unqualified" according to the grade of benefit score. It shows that the land consolidation project in Laolin Town has achieved the expected results and brought great benefits to the local people. The following three conclusions are drawn: 1) Analytic hierarchy process (AHP) is used to determine the weight of evaluation index, in which the weight of economic benefit is 0.4, social benefit is 0.3, ecological benefit is 0.3). The index of economic, social and ecological benefits of the study area has been greatly improved. The analysis of the benefit score of the study area shows that the social benefit of the research area is the most significant, with a net increase of 68.44 points, and the economic benefit increases by 44.85 points. The net increase of ecological environmental benefit was 18.34 points and the comprehensive benefit score increased 43.96 points, which indicated that the comprehensive benefit of land consolidation and study area had been effectively promoted.
