【摘要】:京津廊道區(qū)域作為京津冀一體化戰(zhàn)略的重要產(chǎn)業(yè)承接區(qū),工業(yè)用地的合理布局和有效供給已成為加快轉(zhuǎn)變經(jīng)濟(jì)增長方式,促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)優(yōu)化升級(jí)的先決條件。以空間安全評(píng)價(jià)為基礎(chǔ)的工業(yè)用地布局優(yōu)化,關(guān)系到區(qū)域土地生態(tài)環(huán)境保護(hù)和工業(yè)用地空間安全格局構(gòu)建,有利于準(zhǔn)確評(píng)估工業(yè)用地空間安全現(xiàn)狀,優(yōu)化土地資源配置,實(shí)現(xiàn)工業(yè)發(fā)展與用地空間安全"雙贏"。本文在充分借鑒國內(nèi)外學(xué)者對(duì)于工業(yè)用地空間布局優(yōu)化相關(guān)研究的基礎(chǔ)上,提出了"紅線控制初篩—單因素評(píng)價(jià)—空間綜合評(píng)價(jià)"的安全診斷思路,開展工業(yè)用地空間安全評(píng)價(jià),劃定空間安全等級(jí)范圍;并依據(jù)工業(yè)用地空間安全評(píng)價(jià)結(jié)果構(gòu)建微粒群優(yōu)化算法工具模型,對(duì)工業(yè)點(diǎn)空間布局進(jìn)行優(yōu)化。本文主要研究內(nèi)容有:(1)從研究工業(yè)用地空間布局的理論基礎(chǔ)出發(fā),綜述了工業(yè)用地布局影響因子、用地調(diào)整模式、土地利用安全評(píng)價(jià)和工業(yè)用地布局空間優(yōu)化與土地資源配置等研究。并嘗試界定工業(yè)用地空間安全評(píng)價(jià)的內(nèi)涵,為本文的研究提供豐富的理論基礎(chǔ)。(2)綜合考慮工業(yè)用地布局的社會(huì)安全、經(jīng)濟(jì)安全和生態(tài)安全,構(gòu)建了工業(yè)用地空間安全評(píng)價(jià)指標(biāo)體系,運(yùn)用層次模糊物元模型和綜合評(píng)價(jià)模型,進(jìn)行工業(yè)用地空間安全評(píng)價(jià),劃分安全等級(jí)。(3)選取天津市北辰區(qū)為研究區(qū),從搬遷距離目標(biāo)、空間安全度目標(biāo)方面定義其多目標(biāo)適應(yīng)性函數(shù),結(jié)合GIS技術(shù)平臺(tái),構(gòu)建工業(yè)點(diǎn)空間優(yōu)化工具模型,對(duì)工業(yè)用地空間布局進(jìn)行優(yōu)化評(píng)價(jià),并分析其優(yōu)化前后的布局變化。結(jié)果表明:北辰區(qū)現(xiàn)狀工業(yè)用地空間安全級(jí)別為一般安全等級(jí)。其中,14.66%的用地處于高度安全區(qū),低度安全區(qū)與不安全區(qū)比重達(dá)到27.38%,部分工業(yè)點(diǎn)甚至還處在紅線范圍內(nèi)。在確保區(qū)域生態(tài)安全基礎(chǔ)上,結(jié)合工業(yè)用地安全范圍和產(chǎn)業(yè)特色進(jìn)行空間布局優(yōu)化,對(duì)實(shí)現(xiàn)工業(yè)用地與區(qū)域社會(huì)、經(jīng)濟(jì)和環(huán)境協(xié)調(diào)發(fā)展具有重大意義。
[Abstract]:As an important industrial undertaking area of the integration strategy of Beijing, Tianjin and Hebei, the rational distribution and effective supply of industrial land has become a prerequisite for speeding up the transformation of economic growth mode and promoting the optimization and upgrading of industrial structure. The optimization of industrial land layout based on spatial safety evaluation is related to the protection of regional land ecological environment and the construction of spatial security pattern of industrial land, which is conducive to accurately evaluating the present situation of industrial land spatial security and optimizing the allocation of land resources. Realize industrial development and land space security "win-win". Based on the domestic and foreign scholars' research on the spatial layout optimization of industrial land, this paper puts forward the safety diagnosis idea of "Red Line Control initial sieve, single factor evaluation and spatial comprehensive evaluation". The spatial safety evaluation of industrial land is carried out to delimit the range of space safety and the particle swarm optimization tool model is constructed according to the results of industrial land security evaluation to optimize the spatial layout of industrial sites. Based on the theoretical basis of the study on the spatial distribution of industrial land, this paper summarizes the factors affecting the layout of industrial land and the mode of land use adjustment. Land use safety evaluation, industrial land layout space optimization and land resource allocation and so on. And try to define the connotation of industrial land spatial safety evaluation, and provide a rich theoretical basis for this study. (2) considering the social security, economic security and ecological security of industrial land layout. The index system of industrial land spatial safety evaluation is constructed. By using the hierarchical fuzzy matter-element model and comprehensive evaluation model, the industrial land spatial safety evaluation is carried out, and the safety grade is divided into three grades. The Beichen district of Tianjin is selected as the research area, and the relocation distance target is chosen. The multi-objective adaptability function is defined in the aspect of spatial safety degree, and the tool model of industrial point spatial optimization is constructed based on GIS technology platform. The spatial layout of industrial land is optimized and evaluated, and the layout changes before and after optimization are analyzed. The results show that the space safety level of industrial land in Beichen district is general safety grade. Among them, 14.66% of the land is in the high security zone, the proportion of the low-degree safe area and the non-safe area is 27.38, and some industrial sites are still within the range of the red line. On the basis of ensuring regional ecological security, it is of great significance to realize the coordinated development of industrial land and regional society, economy and environment by combining the scope of industrial land security and industrial characteristics to optimize the spatial distribution.
