【摘要】：農(nóng)機(jī)購置補(bǔ)貼政策是國家強(qiáng)農(nóng)惠農(nóng)富農(nóng)的重要政策,自2004年實(shí)施以來,至今已經(jīng)有10多年了,充分拉動了農(nóng)機(jī)市場需求,促進(jìn)了農(nóng)業(yè)機(jī)械化發(fā)展。農(nóng)機(jī)購置補(bǔ)貼政策實(shí)施對農(nóng)機(jī)化發(fā)展的影響已經(jīng)受到了社會廣泛關(guān)注,目前,江蘇省已經(jīng)率先進(jìn)入農(nóng)機(jī)化發(fā)展高級階段,因此,研究農(nóng)機(jī)購置補(bǔ)貼對江蘇農(nóng)機(jī)化發(fā)展的影響效率具有一定的典型性。本文基于Malquist-DEA的研究方法,構(gòu)建了投入與產(chǎn)出指標(biāo)體系,并通過模型計(jì)算,分析農(nóng)機(jī)購置補(bǔ)貼政策對農(nóng)機(jī)化發(fā)展的影響效率。本文共分為以下5個部分:1.在分析選題背景、意義并對國內(nèi)外農(nóng)機(jī)購置補(bǔ)貼政策、農(nóng)業(yè)機(jī)械化發(fā)展研究現(xiàn)狀的基礎(chǔ)上,提出本文研究思路、內(nèi)容和方法。2.分析江蘇省農(nóng)機(jī)購置補(bǔ)貼政策實(shí)施現(xiàn)狀。介紹江蘇省農(nóng)機(jī)購置補(bǔ)貼政策實(shí)施變遷,對江蘇省農(nóng)機(jī)購置補(bǔ)貼的投入規(guī)模與結(jié)構(gòu)、補(bǔ)貼對象、補(bǔ)貼機(jī)具種類等進(jìn)行系統(tǒng)分析與探討,分析江蘇省農(nóng)機(jī)購置補(bǔ)貼政策的實(shí)施效果與存在問題。3.構(gòu)建基于DEA農(nóng)機(jī)購置補(bǔ)貼對農(nóng)機(jī)化發(fā)展影響效率的評價模型。介紹DEA方法與工作流程,確定評價目標(biāo),構(gòu)建3個投入和14個產(chǎn)出的指標(biāo)體系,建立Ma 1 qui s t-DEA評價模型。4.以江蘇省為例,對農(nóng)機(jī)購置補(bǔ)貼對農(nóng)機(jī)化發(fā)展影響效率開展實(shí)證研究。收集和整理相關(guān)數(shù)據(jù),運(yùn)用DEA模型求解分析。結(jié)果如下:2014年,江蘇省全省顯示為非DEA有效,除了鎮(zhèn)江市外其它地級市都為DEA有效;2010-2014年期間,江蘇省農(nóng)機(jī)購置補(bǔ)貼政策生產(chǎn)率的增長主要來源于規(guī)模效率而不是技術(shù)效率;純技術(shù)效率平均下降0.003%,以致在此期間技術(shù)效率的平均增長率僅為0.016%,從側(cè)面說明了江蘇省農(nóng)機(jī)購置補(bǔ)貼政策在管理水平、機(jī)制建設(shè)等方面有待進(jìn)一步提升;江蘇13所地級市中存在效率優(yōu)勢明顯的地區(qū),地區(qū)間影響效率差異化的現(xiàn)象。5.完善江蘇省農(nóng)機(jī)購置補(bǔ)貼政策的對策建議。從優(yōu)化農(nóng)機(jī)購置補(bǔ)貼運(yùn)行機(jī)制、農(nóng)機(jī)化科技創(chuàng)新和農(nóng)機(jī)購置補(bǔ)貼資源等方面提出對策建議。
[Abstract]:The purchase subsidy policy of agricultural machinery is an important policy to strengthen agriculture and benefit rich peasants. Since its implementation in 2004, it has been more than 10 years, which has fully stimulated the market demand of agricultural machinery and promoted the development of agricultural mechanization. The impact of agricultural machinery purchase subsidy policy on the development of agricultural mechanization has been widely concerned by the society. At present, Jiangsu Province has taken the lead in entering the advanced stage of agricultural mechanization development, so, It is typical to study the effect of purchase subsidy of agricultural machinery on the development of agricultural mechanization in Jiangsu province. Based on the research method of Malquist-DEA, this paper constructs the index system of input and output, and analyzes the efficiency of agricultural machinery purchase subsidy policy on the development of agricultural mechanization through model calculation. This article is divided into the following five parts: 1. On the basis of analyzing the background and significance of the topic and the present situation of research on the purchase subsidy policy of agricultural machinery and the development of agricultural mechanization at home and abroad, this paper puts forward the research ideas, contents and methods of this paper. This paper analyzes the actualization status of purchase subsidy policy of agricultural machinery in Jiangsu Province. This paper introduces the changes of purchase subsidy policy of agricultural machinery in Jiangsu Province, and makes a systematic analysis and discussion on the scale and structure of input, the object of subsidy, and the types of subsidized machinery and tools in Jiangsu Province. This paper analyzes the effect and existing problems of purchasing subsidy policy of agricultural machinery in Jiangsu Province. The evaluation model of the effect of purchase subsidy of agricultural machinery on the development of agricultural machinery based on DEA is established. This paper introduces the DEA method and workflow, determines the evaluation target, constructs the index system of 3 inputs and 14 outputs, and establishes the Ma1 qui s t-DEA evaluation model. 4. Taking Jiangsu Province as an example, an empirical study is carried out on the effect of purchase subsidies on the development of agricultural machinery. Collect and arrange the relevant data and use DEA model to solve the analysis. The results are as follows: in 2014, Jiangsu Province showed non-DEA effectiveness, and all other prefecture-level cities except Zhenjiang were DEA effective in 2010-2014. The productivity growth of agricultural machinery purchase subsidy policy in Jiangsu Province mainly came from scale efficiency rather than technical efficiency. The average decline of pure technical efficiency is 0.003, so that the average growth rate of technical efficiency is only 0.016 in this period, which shows that the purchase subsidy policy of agricultural machinery in Jiangsu Province needs to be further improved in terms of management level and mechanism construction. In 13 prefecture-level cities in Jiangsu province, there are obvious areas with obvious efficiency advantages, and the phenomenon of influencing efficiency differentiation among different regions. Countermeasures and suggestions for perfecting purchase subsidy Policy of Agricultural Machinery in Jiangsu Province. The countermeasures and suggestions are put forward from the aspects of optimizing the operating mechanism of purchase subsidy of agricultural machinery, innovation of science and technology of agricultural machinery and purchasing subsidy resources of agricultural machinery.
