【摘要】：為加快廣西農(nóng)業(yè)現(xiàn)代化進(jìn)程,充分發(fā)揮農(nóng)業(yè)科技園區(qū)對農(nóng)業(yè)的科技創(chuàng)新、技術(shù)領(lǐng)先、示范帶動(dòng)和服務(wù)三農(nóng)的作用,廣西于2014年加大農(nóng)業(yè)科技園區(qū)建設(shè)力度,準(zhǔn)許建設(shè)了一批自治區(qū)級農(nóng)業(yè)科技園區(qū),這也為廣西西鄉(xiāng)塘農(nóng)業(yè)科技園的建設(shè)和發(fā)展提供了政策保障和重要依據(jù)。西鄉(xiāng)塘區(qū)政府以及西鄉(xiāng)塘農(nóng)業(yè)科技園區(qū)要充分把握有利政策,提高區(qū)域經(jīng)濟(jì)發(fā)展中的功能作用。本文對廣西西鄉(xiāng)塘農(nóng)業(yè)科技園區(qū)的建設(shè)情況、發(fā)展現(xiàn)狀等進(jìn)行調(diào)查與分析,得出了其存在的主要問題有:園區(qū)信息化服務(wù)平臺建設(shè)不足,信息化人才缺失;運(yùn)行管理水平有待提高;園區(qū)高層次人才所占比例較小;園區(qū)對外交流少;建設(shè)資金緊張;缺乏主導(dǎo)農(nóng)產(chǎn)品品牌;同類型園區(qū)多、競爭激烈。依據(jù)園區(qū)存在的問題,相應(yīng)提出了發(fā)展對策:目前,園區(qū)采取“示范區(qū)+企業(yè)+合作社+科研院所+農(nóng)戶”利益共同體的創(chuàng)新發(fā)展模式,發(fā)展休閑農(nóng)業(yè)、高效農(nóng)業(yè)、特色優(yōu)勢產(chǎn)業(yè)等。為加快園區(qū)建設(shè)發(fā)展,應(yīng)綜合管理運(yùn)行模式,強(qiáng)化項(xiàng)目監(jiān)督考評,引導(dǎo)和支持園區(qū)形成主導(dǎo)農(nóng)產(chǎn)品品牌,提高市場競爭力。同時(shí)必須加強(qiáng)配套政策支持,從政策、資金、人才、科技等方面為園區(qū)發(fā)展提供動(dòng)力;立足園區(qū)已有的休閑農(nóng)業(yè)優(yōu)勢,突出農(nóng)業(yè)旅游特色,加大宣傳,加強(qiáng)內(nèi)外交流,加快園區(qū)信息化服務(wù)平臺建設(shè),培養(yǎng)園區(qū)信息化人才。
[Abstract]:In order to speed up the process of agricultural modernization in Guangxi, to give full play to the scientific and technological innovation of agricultural science and technology, the leading role of technology, and the role of demonstration in driving and serving agriculture, Guangxi intensified the construction of agricultural science and technology parks in 2014. A number of autonomous regional agricultural science and technology parks have been allowed to be built, which provides policy guarantee and important basis for the construction and development of Xitang agricultural science and technology park in Guangxi. The government of Xixiangtang District and Xitang Agricultural Science and Technology Park should fully grasp the favorable policies and improve the function of regional economic development. This paper investigates and analyzes the construction situation and current situation of Xizang Agricultural Science and Technology Park in Xixiang, Guangxi, and concludes that the main problems are: insufficient construction of information service platform and lack of information talents; The level of operation and management needs to be improved; the proportion of high-level personnel in the park is small; the foreign exchange of the park is less; the construction funds are tight; the lack of leading agricultural product brand; the same type of park is more competitive. According to the problems existing in the park, the corresponding development countermeasures are put forward: at present, the park adopts the innovative development mode of the interest community of "demonstration area enterprise cooperative scientific research institute farmer" to develop leisure agriculture and efficient agriculture. Characteristic advantage industry and so on. In order to speed up the construction and development of the park, it is necessary to comprehensively manage the operation mode, strengthen the project supervision and evaluation, guide and support the park to form the leading agricultural product brand and improve the market competitiveness. At the same time, we must strengthen supporting policy support, provide impetus for the development of the park from the aspects of policy, funds, talents, science and technology, base on the existing advantages of leisure agriculture in the park, highlight the characteristics of agricultural tourism, increase publicity, and strengthen internal and external exchanges. Speed up the construction of the campus information service platform, cultivate the park information talents.
