【摘要】：黨的十八屆三中全會(huì)以及2015年2月份召開(kāi)的第十二屆全國(guó)人大常委會(huì)第十三次會(huì)議,均對(duì)農(nóng)村集體建設(shè)用地的市場(chǎng)化流轉(zhuǎn)進(jìn)行了更為深入的探索和改革。尤其是對(duì)于農(nóng)村存量集體經(jīng)營(yíng)性建設(shè)用地,近期計(jì)劃在北京市大興區(qū)等33個(gè)縣市,進(jìn)行與國(guó)有建設(shè)用地使用權(quán)同等入市的試點(diǎn)工作而同樣作為農(nóng)村集體建設(shè)用地的農(nóng)村宅基地卻未在流轉(zhuǎn)范圍之內(nèi)。然而,作為與農(nóng)村宅基地關(guān)系最為密切的普通農(nóng)戶,卻已經(jīng)展現(xiàn)出了流轉(zhuǎn)宅基地的基本意愿。同時(shí),外界也有聲音支持全面放開(kāi)農(nóng)村宅基地自由流轉(zhuǎn)市場(chǎng)。因此,有必要以從農(nóng)戶視角出發(fā),了解區(qū)域農(nóng)戶宅基地流轉(zhuǎn)的真實(shí)意愿,并探尋影響農(nóng)戶流轉(zhuǎn)意愿的主要因素。最后,結(jié)合現(xiàn)有改革成功實(shí)踐和研究區(qū)域的實(shí)際情況,提出農(nóng)村宅基地流轉(zhuǎn)改革的相應(yīng)意見(jiàn)和建議。本文在對(duì)現(xiàn)有研究成果分析基礎(chǔ)上,通過(guò)實(shí)證分析,剖析調(diào)研區(qū)域農(nóng)村宅基地利用及變動(dòng)情況,并從調(diào)查問(wèn)卷中了解普通農(nóng)戶對(duì)于流轉(zhuǎn)宅基地流轉(zhuǎn)的真實(shí)意愿。最后,從農(nóng)戶角度出發(fā),建立農(nóng)戶流轉(zhuǎn)意愿度影響因素Logistic模型,對(duì)影響農(nóng)戶流轉(zhuǎn)意愿的因素進(jìn)行篩選和分析。論文分為六章,共四部分研究?jī)?nèi)容：第一,國(guó)內(nèi)外研究現(xiàn)狀及基本理論。主要介紹研究現(xiàn)狀、背景、意義及基礎(chǔ)理論。第二,山東省農(nóng)村居民點(diǎn)用地現(xiàn)狀分析。文章以山東省為研究對(duì)象,通過(guò)對(duì)現(xiàn)有山東省及各地市2010-2013年間土地利用數(shù)據(jù)進(jìn)行分析,研究發(fā)現(xiàn)：山東省(人均)農(nóng)村居民點(diǎn)用地呈現(xiàn)逐年遞增趨勢(shì),人均增長(zhǎng)更為明顯。同時(shí),研究發(fā)現(xiàn)農(nóng)村居民點(diǎn)用地還與地形和經(jīng)濟(jì)發(fā)展水平存在一定相關(guān)關(guān)系。另外,山東省農(nóng)村居民點(diǎn)用地還存在諸如農(nóng)村居民點(diǎn)分布分散,土地利用效率底下等問(wèn)題。最后,結(jié)合國(guó)家法定最高人均農(nóng)村居民點(diǎn)面積,進(jìn)一步說(shuō)明山東省農(nóng)村居民點(diǎn)用地空置明顯,流轉(zhuǎn)潛力巨大。第三,基于農(nóng)戶視角的農(nóng)村宅基地流轉(zhuǎn)意愿調(diào)查分析。文章根據(jù)山東省不同地市區(qū)位和地形等特征,分別向青島、臨沂、濱州等六個(gè)地市發(fā)放問(wèn)卷240份,收回有效問(wèn)卷180份。通過(guò)統(tǒng)計(jì)問(wèn)卷了解被調(diào)查區(qū)域農(nóng)戶的基本特征、對(duì)宅基地流轉(zhuǎn)的認(rèn)知情況以及流轉(zhuǎn)宅基地意愿和模式選擇情況。其次,通過(guò)描述性統(tǒng)計(jì)分析的方法,分析不同個(gè)體特征、家庭特征、宅基地特征及區(qū)位特征條件下的農(nóng)戶流轉(zhuǎn)宅基地意愿差異情況。最后,在以上研究基礎(chǔ)上,站在農(nóng)戶視角利用Logistic回歸模型從以上四個(gè)方面,對(duì)影響農(nóng)村宅基地流轉(zhuǎn)的因素進(jìn)行篩選和分析。綜合描述性統(tǒng)計(jì)分析結(jié)論和模型回歸結(jié)果,研究發(fā)現(xiàn)對(duì)農(nóng)戶宅基地流轉(zhuǎn)意愿影響最為顯著的是家庭外出人口數(shù)、家庭年收入、宅基地利用情況、宅基地面積和戶主區(qū)位條件等因素。第四,山東省農(nóng)村宅基地流轉(zhuǎn)的制度創(chuàng)新。在總結(jié)現(xiàn)有農(nóng)村宅基地流轉(zhuǎn)制度創(chuàng)新改革的成功實(shí)踐基礎(chǔ)之上,結(jié)合山東省實(shí)際情況,提出一些推動(dòng)農(nóng)村宅基地制度改革和維護(hù)農(nóng)戶合法權(quán)益的意見(jiàn)和建議。并對(duì)相關(guān)領(lǐng)域研究進(jìn)行擴(kuò)展和展望。
[Abstract]:The thirteenth meeting of the twelfth NPC Standing Committee, held in the third Plenary Session of the 18th CPC Central Committee and February 2015, has carried out a more in-depth exploration and Reform on the market transfer of rural collective construction land, especially for the rural stock collective management construction land, and in the near future, it is planned in 33 counties, such as Daxing District, Beijing, and so on. The rural homestead which is the same as the rural collective construction land is not in the circulation area. However, as the most closely related to the rural homestead, the common farmers have shown the basic willingness to transfer the homestead. At the same time, the outside world also has sound support. Therefore, it is necessary to understand the real willingness of the rural households' homestead circulation from the perspective of farmers, and to explore the main factors that affect the willingness of the farmers' transfer. Finally, the corresponding opinions on the reform of the rural homestead transfer are put forward with the successful practice of the current reform and the study of the actual situation in the region. On the basis of the analysis of the existing research results, this paper analyzes the utilization and changes of rural homestead in the research area through empirical analysis, and understands the real willingness of the ordinary farmers to transfer the homestead transfer from the questionnaire. Finally, from the angle of farmers, the Logistic model is built to establish the factors affecting the willingness of farmers to transfer. The factors that affect the farmers' turnover intention are screened and analyzed. The thesis is divided into six chapters, which are divided into four parts: first, the research status and basic theories at home and abroad. The research status, background, significance and basic theory are mainly introduced. Second, the status of rural residential land in Shandong province is analyzed. The article takes Shandong as the research object, through the existing research The analysis of land use data in Shandong and local cities in 2010-2013 years has found that the rural residential land use in Shandong province is increasing year by year, and the per capita growth is more obvious. At the same time, the study found that there is a certain correlation between rural residential land use and the level of topography and economic development. In addition, rural residential areas in Shandong Province There are also problems such as the distribution and decentralization of rural settlements and the efficiency of land use efficiency. Finally, combined with the national legal highest per capita rural residential area, it is further explained that the rural residential land in Shandong province is vacant and the circulation potential is huge. Third, the investigation and analysis of the rural homestead circulation will based on the farmer's perspective. In Shandong, 240 questionnaires were issued to six cities, such as Qingdao, Linyi, and Binzhou, and 180 copies of effective questionnaires were issued to Qingdao, Linyi and Binzhou. The basic characteristics of the farmers in the investigated area, the cognition of the homestead circulation and the choice of the intention and mode of the transfer house base were investigated by the statistical questionnaire. The method of statistical analysis, analysis of different individual characteristics, family characteristics, homestead characteristics and location characteristics of the rural homestead will difference situation. Finally, on the basis of the above research, from the farmer's perspective, the Logistic regression model is used to select and divide the factors affecting the rural homestead circulation from the above four aspects. Analysis. Comprehensive descriptive statistical analysis conclusions and model regression results, the study found that the most significant impact on the farmers' homestead turnover intention is family outgoing population, family income, homestead utilization, homestead area and household location conditions. Fourth, the institutional innovation of the rural homestead circulation in Shandong province. On the basis of the successful practice of the innovation and reform of the rural homestead circulation system, this paper puts forward some suggestions and suggestions to promote the reform of rural homestead system and safeguard the legitimate rights and interests of the farmers in the light of the actual situation in Shandong Province, and expand and look forward to the related fields.
