【摘要】：我國(guó)因歷史原因長(zhǎng)期處于城鄉(xiāng)二元經(jīng)濟(jì)體制之下,在促進(jìn)我國(guó)經(jīng)濟(jì)整體發(fā)展的同時(shí),導(dǎo)致城鄉(xiāng)發(fā)展的長(zhǎng)期不平衡,現(xiàn)如今,落后的農(nóng)村經(jīng)濟(jì)極大地制約了我國(guó)的經(jīng)濟(jì)更進(jìn)一步的發(fā)展,因此推進(jìn)城鄉(xiāng)協(xié)調(diào)發(fā)展,建設(shè)現(xiàn)代農(nóng)業(yè)刻不容緩。在這個(gè)背景下國(guó)家多次出臺(tái)旨在促進(jìn)現(xiàn)代農(nóng)業(yè)發(fā)展的政策和措施,特別是在2012年黨的十八大又明確指出：“堅(jiān)持走中國(guó)特色新型工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化道路,推動(dòng)信息化和工業(yè)化深度融合、工業(yè)化和城鎮(zhèn)化良性互動(dòng)、城鎮(zhèn)化和農(nóng)業(yè)現(xiàn)代化相互協(xié)調(diào),促進(jìn)工業(yè)化、信息化、城鎮(zhèn)化、農(nóng)業(yè)現(xiàn)代化同步發(fā)展。”本文基于現(xiàn)代農(nóng)業(yè)發(fā)展的基本要求,建立現(xiàn)代農(nóng)業(yè)運(yùn)行的評(píng)價(jià)指標(biāo)體系,主要評(píng)價(jià)指標(biāo)有五點(diǎn)：農(nóng)業(yè)生產(chǎn)水平、農(nóng)村經(jīng)濟(jì)發(fā)展水平、農(nóng)民收入消費(fèi)水平、基礎(chǔ)設(shè)施技術(shù)投入、農(nóng)業(yè)環(huán)境。通過(guò)評(píng)價(jià)盤(pán)錦市現(xiàn)代農(nóng)業(yè)發(fā)展水平,以評(píng)價(jià)盤(pán)錦市現(xiàn)代農(nóng)業(yè)建設(shè)的情況,進(jìn)而揭示當(dāng)前盤(pán)錦市現(xiàn)代農(nóng)業(yè)發(fā)展中解決的問(wèn)題。最后提出幾點(diǎn)政策建議。
[Abstract]:For historical reasons, our country has been under the dual economic system of urban and rural areas for a long time. While promoting the overall development of our economy, it has led to a long-term imbalance in the development of urban and rural areas. Now, The backward rural economy has greatly restricted the further development of our country's economy, so it is urgent to promote the coordinated development of urban and rural areas and the construction of modern agriculture. Against this background, the state has repeatedly issued policies and measures aimed at promoting the development of modern agriculture, especially in the 18th National Congress of the Party in 2012, which clearly pointed out: "adhere to the new road of industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics," To promote the deep integration of information technology and industrialization, the benign interaction between industrialization and urbanization, the coordination between urbanization and agricultural modernization, and the simultaneous development of industrialization, information technology, urbanization, and agricultural modernization. " Based on the basic requirements of modern agricultural development, this paper establishes the evaluation index system of modern agricultural operation. There are five main evaluation indexes: the level of agricultural production, the level of rural economic development, the level of farmers' income and consumption, and the technical input of infrastructure. Agricultural environment By evaluating the development level of modern agriculture in Panjin City, this paper evaluates the situation of modern agricultural construction in Panjin City, and then reveals the problems solved in the development of modern agriculture in Panjin City. Finally, some policy suggestions are put forward.
