【摘要】：現(xiàn)代化農(nóng)業(yè)的發(fā)展離不開農(nóng)村土地流轉(zhuǎn),土地流轉(zhuǎn)的規(guī)模效應(yīng)是解決“三農(nóng)”問題,實(shí)現(xiàn)農(nóng)業(yè)規(guī)�；�(jīng)營,促進(jìn)農(nóng)村經(jīng)濟(jì)發(fā)展和城鎮(zhèn)化建設(shè),提高農(nóng)民收入和糧食產(chǎn)出的主要措施,是實(shí)現(xiàn)全面建成小康社會(huì)的最優(yōu)選擇。當(dāng)下我國農(nóng)村面臨著大部分勞動(dòng)力向城市轉(zhuǎn)移,加之現(xiàn)代化農(nóng)業(yè)對(duì)土地的需求日益增加,因此促進(jìn)農(nóng)村土地有序流轉(zhuǎn)勢(shì)在必行。而最優(yōu)的土地流轉(zhuǎn)模式對(duì)于促進(jìn)農(nóng)村土地有序流轉(zhuǎn)有著直接影響作用,決定著農(nóng)村土地在流轉(zhuǎn)之后是否得到最有效的利用,是否能夠提高生產(chǎn)效益。因此對(duì)土地流轉(zhuǎn)模式的績(jī)效研究是為了選擇出最好的土地流轉(zhuǎn)模式。本文選取綿竹市為主要的研究對(duì)象,以綿竹市當(dāng)前的土地流轉(zhuǎn)現(xiàn)狀為切入點(diǎn),通過實(shí)地調(diào)研,分析當(dāng)?shù)赝恋亓鬓D(zhuǎn)的問題、特點(diǎn),并從中發(fā)現(xiàn)問題,并對(duì)綿竹市農(nóng)村土地流轉(zhuǎn)進(jìn)行分類,歸納出農(nóng)戶自發(fā)式土地流轉(zhuǎn)模式、政府參與的集體引導(dǎo)土地流轉(zhuǎn)模式,和市場(chǎng)環(huán)境帶動(dòng)式土地流轉(zhuǎn)模式這三種土地流轉(zhuǎn)模式。以層次分析法(AHP)對(duì)當(dāng)?shù)氐耐恋亓鬓D(zhuǎn)模式績(jī)效進(jìn)行評(píng)價(jià)。通過對(duì)三種土地流轉(zhuǎn)模式的績(jī)效進(jìn)行綜合評(píng)價(jià)分析得出當(dāng)下綿竹市土地流轉(zhuǎn)模式中,市場(chǎng)環(huán)境帶動(dòng)式土地流轉(zhuǎn)模式為最優(yōu)的選擇;政府參與的集體引導(dǎo)土地流轉(zhuǎn)模式次之,再加之政治色彩濃郁,存在著強(qiáng)制性流轉(zhuǎn)的風(fēng)險(xiǎn);農(nóng)戶自發(fā)式土地流轉(zhuǎn)模式相比較前兩種而言,其綜合績(jī)效最低。并總結(jié)出土地流轉(zhuǎn)模式的制定,一是要基于本國國情,二是要以現(xiàn)代化農(nóng)業(yè)生產(chǎn)為目標(biāo),三是要以適應(yīng)生產(chǎn)力發(fā)展為基礎(chǔ)合理開展土地流轉(zhuǎn)。對(duì)三種模式進(jìn)行績(jī)效評(píng)價(jià)分析出市場(chǎng)環(huán)境帶動(dòng)式土地流轉(zhuǎn)模式為最優(yōu)選擇,在今后的土地流轉(zhuǎn)工作中,應(yīng)大力展開推廣。其他兩種方式也并不是完全不可取,應(yīng)根據(jù)不同情況采取相對(duì)應(yīng)的土地流轉(zhuǎn)模式,以達(dá)到科學(xué)、規(guī)范、合理的土地流轉(zhuǎn)。
[Abstract]:The development of modern agriculture is inseparable from the circulation of rural land. The scale effect of land circulation is to solve the problem of "agriculture, rural areas and farmers", to realize the large-scale management of agriculture, and to promote the development of rural economy and the construction of urbanization. The main measures to improve farmers' income and grain output are the best choice to build a well-off society in an all-round way. At present, China's rural areas are facing the transfer of most of the labor force to cities, coupled with the increasing demand for land in modern agriculture, so it is imperative to promote the orderly circulation of rural land. The optimal land transfer mode has a direct impact on promoting the orderly circulation of rural land, which determines whether the rural land can be used most effectively after the circulation and whether it can improve the efficiency of production. Therefore, the study on the performance of land transfer model is to select the best land transfer model. This article selects Mianzhu as the main research object, taking the current land circulation situation of Mianzhu as the breakthrough point, through the field investigation, analyzes the local land circulation question, the characteristic, and discovers the question from it. And the classification of rural land circulation in Mianzhu City, summed up the farmers spontaneous land transfer model, government participation in the collective guide land transfer model, and market environment driven land transfer model of the three types of land transfer model. The performance of the local land circulation model is evaluated by AHP (Analytic hierarchy process). Through the comprehensive evaluation and analysis of the performance of the three land transfer models, it is concluded that in the current Mianzhu land circulation model, the market environment driven land transfer model is the best choice, and the collective guided land transfer model in which the government participates is the second. In addition, there is a strong political color, there is a risk of mandatory circulation; compared with the former two types of spontaneous land transfer mode, its comprehensive performance is the lowest. And summed up the formulation of the land circulation model, first, based on the national conditions, the second is to modernize agricultural production as the goal, third, to adapt to the development of productive forces as the basis for the rational development of land circulation. The performance evaluation of the three models shows that the market environment driven land circulation model is the best choice and should be popularized vigorously in the future land circulation work. The other two ways are not totally undesirable, the corresponding land circulation mode should be adopted according to different circumstances, in order to achieve scientific, standardized and reasonable land circulation.
