【摘要】：關(guān)于旅游扶貧政策的實(shí)施準(zhǔn)則及適用情境,即旅游扶貧社會(huì)效應(yīng)的研究較為缺乏。以廣東清遠(yuǎn)連陽(yáng)地區(qū)為例,重新審視旅游扶貧與新農(nóng)村建設(shè)之間的辯證關(guān)系,發(fā)現(xiàn)因受益主體不同,旅游扶貧有著與新農(nóng)村建設(shè)迥異的政策指向。從美學(xué)意義、路徑選擇和社會(huì)功能層面,探討旅游扶貧“內(nèi)容與形式之爭(zhēng)”“從規(guī)模到結(jié)構(gòu)之變”及“從外在到內(nèi)生的詮釋”的現(xiàn)實(shí)困境及成因,可見(jiàn)旅游扶貧是新農(nóng)村建設(shè)的高級(jí)階段,屬于高階活力系統(tǒng),旅游扶貧與新農(nóng)村建設(shè)在政策續(xù)接上呈遞補(bǔ)關(guān)系。旅游扶貧的綠色發(fā)展之路在于通過(guò)讓最少受惠者最大受益、實(shí)現(xiàn)自我調(diào)適的社會(huì)功能和形成“在地化”旅游的城鄉(xiāng)協(xié)同治理結(jié)構(gòu),最終建立人與自然的良性關(guān)系、實(shí)現(xiàn)社會(huì)共同進(jìn)步的總體目標(biāo)。
[Abstract]:There is a lack of research on the implementation criteria and applicable situation of tourism poverty alleviation policy, that is, the social effect of tourism poverty alleviation. Taking Qingyuan Lianyang area of Guangdong Province as an example, the dialectical relationship between tourism poverty alleviation and new rural construction is re-examined. It is found that tourism poverty alleviation has different policy direction from new rural construction because of the different beneficiaries. From the aspects of aesthetic significance, path choice and social function, this paper probes into the realistic predicament and causes of the "content-form dispute", "change from scale to structure" and "interpretation from external to endogenous" in tourism poverty alleviation. It can be seen that tourism poverty alleviation is an advanced stage of new rural construction, which belongs to a high-order dynamic system. Tourism poverty alleviation and new rural construction have a complementary relationship in policy continuity. The road of green development of tourism poverty alleviation lies in the realization of self-adapting social function and the formation of the urban-rural cooperative governance structure of "localizing" tourism, and the establishment of a benign relationship between man and nature by making the least beneficiaries benefit the most. To achieve the overall goal of common social progress.
