【摘要】：面對農(nóng)業(yè)現(xiàn)代化的新要求、國內(nèi)農(nóng)業(yè)科技成果轉(zhuǎn)化率低下和國際農(nóng)業(yè)競爭空前激烈的巨大挑戰(zhàn),提高科技成果轉(zhuǎn)化率和應(yīng)用效率,促進(jìn)農(nóng)業(yè)增效、農(nóng)民增收、農(nóng)村穩(wěn)定,深入推進(jìn)科技興農(nóng),必須緊緊依靠科技創(chuàng)新和技術(shù)推廣。具有生態(tài)、經(jīng)濟(jì)、社會三重效益的農(nóng)業(yè)技術(shù)創(chuàng)新,是推動農(nóng)業(yè)可持續(xù)發(fā)展最強(qiáng)有力的引擎,是提高我國農(nóng)業(yè)抗風(fēng)險能力、國際競爭力和可持續(xù)發(fā)展能力從而確保農(nóng)業(yè)可持續(xù)發(fā)展和農(nóng)業(yè)現(xiàn)代化順利實現(xiàn)的關(guān)鍵。實踐證明,農(nóng)業(yè)科技推廣是農(nóng)業(yè)科技成果由潛在生產(chǎn)力轉(zhuǎn)化為現(xiàn)實生產(chǎn)力的紐帶,是農(nóng)業(yè)科技研發(fā)與實際應(yīng)用之間的橋梁,是科學(xué)技術(shù)服務(wù)于農(nóng)業(yè)生產(chǎn)的重要環(huán)節(jié),是科技創(chuàng)新推動經(jīng)濟(jì)發(fā)展的強(qiáng)有力杠桿。目前,我國農(nóng)業(yè)成果推廣技術(shù)支撐能力還較弱,農(nóng)業(yè)科技對農(nóng)業(yè)發(fā)展的貢獻(xiàn)率僅為56%,農(nóng)業(yè)科技成果轉(zhuǎn)化率只有30%-40%,我國農(nóng)業(yè)科技體制和農(nóng)業(yè)科技推廣機(jī)制還存在很大發(fā)展空間。如何讓農(nóng)業(yè)科技的創(chuàng)新和推廣服務(wù)帶動我國農(nóng)村經(jīng)濟(jì)發(fā)展,更好地推動新常態(tài)下農(nóng)業(yè)科技成果推廣工作,仍是目前亟待解決的問題。浙江省紹興市是中國農(nóng)村經(jīng)濟(jì)最活躍的地區(qū)之一,本文以紹興市農(nóng)業(yè)科技成果推廣實踐為例,選取浙江紹興具有代表性的農(nóng)業(yè)科技推廣單位——嵊州市金庭鎮(zhèn)桃形李科普示范基地、諸暨市楓橋鎮(zhèn)中國香榧森林公園、上虞區(qū)蓋北鎮(zhèn)葡萄園產(chǎn)業(yè)基地進(jìn)行案例分析,由點到面深入剖析紹興市農(nóng)業(yè)科技成果推廣運行的基本狀況、主要問題和發(fā)展策略,找出障礙因素,并提出優(yōu)化紹興市農(nóng)技推廣模式的策略建議,以期為優(yōu)化浙江省乃至全國農(nóng)業(yè)科技成果推廣提供參考價值,為解決“三農(nóng)”問題、建設(shè)社會主義和諧社會、建設(shè)社會主義新農(nóng)村產(chǎn)生現(xiàn)實推動作用。
[Abstract]:In the face of the new requirements of agricultural modernization, the transformation rate of agricultural scientific and technological achievements in China is low and the international agricultural competition is unprecedented and fierce, so as to improve the conversion rate and application efficiency of scientific and technological achievements, promote agricultural efficiency, increase farmers' income, and stabilize rural areas. To promote agriculture through science and technology, we must closely rely on scientific and technological innovation and technology promotion. Agricultural technological innovation with ecological, economic and social benefits is the most powerful engine to promote the sustainable development of agriculture. International competitiveness and sustainable development ability to ensure sustainable agricultural development and agricultural modernization is the key to the smooth realization. It has been proved that the extension of agricultural science and technology is the link between agricultural scientific and technological achievements from potential productive forces to real productive forces, the bridge between agricultural scientific and technological research and development and practical application, and the important link of science and technology serving agricultural production. Scientific and technological innovation is a powerful lever to promote economic development. At present, the technical support ability of agricultural achievements extension in China is still weak, the contribution rate of agricultural science and technology to agricultural development is only 56%, the conversion rate of agricultural scientific and technological achievements is only 30-40, and there is still great room for development of agricultural science and technology system and agricultural science and technology extension mechanism in China. How to make the innovation and extension service of agricultural science and technology to promote the development of rural economy and promote the popularization of agricultural scientific and technological achievements under the new normal is still a problem to be solved. Shaoxing City, Zhejiang Province, is one of the most active areas of rural economy in China. The typical agricultural science and technology extension unit in Shaoxing, Zhejiang Province, the demonstration base of peach shape and Li popular science and technology in Jinting Town, Shengzhou City, the Chinese Torreya grandis Forest Park in Fengqiao Town, Zhuji City, and the vineyard industry base in Gaibei Town in Shangyu District were selected for case study. The basic situation, main problems and development strategies of the extension and operation of agricultural scientific and technological achievements in Shaoxing are analyzed from point to surface, and the obstacles are found out, and some suggestions are put forward to optimize the extension mode of agricultural technology in Shaoxing. The aim is to provide reference value for optimizing the popularization of agricultural scientific and technological achievements in Zhejiang province and even the whole country, to solve the problem of "agriculture, rural areas and farmers", to build a harmonious socialist society and to build a new socialist countryside.
