經(jīng)濟(jì)發(fā)展差異下縣域土地引資競(jìng)爭(zhēng)研究

【摘要】:土地引資競(jìng)爭(zhēng)在縣級(jí)層面表現(xiàn)得最為突出,而處于不同經(jīng)濟(jì)發(fā)展階段地區(qū)的地方政府土地引資策略存在差異,并通過工業(yè)地價(jià)的形成過程得以顯現(xiàn)。本文基于空間計(jì)量模型,利用我國2013年縣級(jí)工業(yè)地價(jià)的截面數(shù)據(jù),對(duì)我國縣級(jí)工業(yè)地價(jià)與引資競(jìng)爭(zhēng)、經(jīng)濟(jì)發(fā)展關(guān)系的問題進(jìn)行了定量研究。研究表明:第一,我國縣級(jí)政府在其轄區(qū)內(nèi)的工業(yè)地價(jià)存在著顯著的正向空間競(jìng)爭(zhēng)關(guān)系;第二,由于地區(qū)引資競(jìng)爭(zhēng),工業(yè)用地出讓價(jià)格隨著經(jīng)濟(jì)發(fā)展水平的變化呈現(xiàn)為"U"型特征;第三,處于不同發(fā)展階段的地區(qū),縣域地方政府土地引資競(jìng)爭(zhēng)行為存在差異,東部地區(qū)土地市場(chǎng)化程度最高,而西部地區(qū)的土地引資競(jìng)爭(zhēng)現(xiàn)象最為顯著。因此,當(dāng)前的土地市場(chǎng)化改革應(yīng)當(dāng)與地區(qū)經(jīng)濟(jì)發(fā)展的差異性相契合。在重視土地引資競(jìng)爭(zhēng)的階段性與合理性的同時(shí),通過土地出讓最低價(jià)標(biāo)準(zhǔn)的更新及出讓程序的完善,規(guī)范地方政府土地引資行為,遏制惡性競(jìng)爭(zhēng)的發(fā)生。
[Abstract]:The competition of land investment attraction is most prominent at the county level, and the strategy of land investment attraction of local government in different economic development stage is different, and it can be seen through the forming process of industrial land price. Based on the spatial econometric model and the cross-section data of industrial land price at the county level in 2013, this paper makes a quantitative study on the relationship between the industrial land price at the county level and the competition and economic development of the industrial land price at the county level in China. The results show that: first, the county government has a significant positive spatial competition relationship in the industrial land price within its jurisdiction; second, because of the competition of regional investment, With the change of economic development level, the price of industrial land transfer presents a "U" pattern. Thirdly, in different development stages, there are differences in the competition behavior of land attraction by county local governments, and the land marketization degree is the highest in the eastern region. And the western area land attraction competition phenomenon is most remarkable. Therefore, the current land market reform should be in line with the differences in regional economic development. While attaching importance to the stages and reasonableness of the competition for land investment, through the renewal of the lowest price standard of land transfer and the perfection of the transfer procedure, the local governments' behavior of attracting land investment should be standardized, and the occurrence of vicious competition should be restrained.
