【摘要】：農(nóng)村貧困問題可以分為原生貧困問題和再生貧困問題。當(dāng)前"反貧困"的著力點(diǎn)在于原生貧困問題的解決;但再生貧困問題,即返貧問題成為扶貧開發(fā)是否具有長效性的重要指標(biāo)。在返貧的各種現(xiàn)象中,五種返貧模式需要引起重視:斷血式返貧、狩獵式返貧、失敏性返貧、轉(zhuǎn)移性返貧和傳遞性返貧。提高減貧開發(fā)實(shí)效性和農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展可持續(xù)性,需要通過財(cái)富內(nèi)生、心理介入、制度供應(yīng)、價(jià)值挖掘、新民塑造等方式阻斷農(nóng)村脫貧人口返貧的通道,促進(jìn)社會(huì)主義新農(nóng)村的永續(xù)發(fā)展。
[Abstract]:Rural poverty can be divided into primary poverty and regenerative poverty. At present, the focus of "anti-poverty" lies in the solution of the problem of primary poverty, but the problem of regenerative poverty, that is, the problem of returning to poverty, has become an important indicator of whether or not poverty alleviation and development have a long-term effect. Among the various phenomena of returning to poverty, attention should be paid to five patterns of returning to poverty: broken blood poverty, hunting poverty, desensitized poverty, transfer poverty and transmission poverty. To improve the effectiveness of poverty reduction and development and the sustainability of rural economic and social development, we need to block the way for rural poverty relief population to return to poverty by means of endogenous wealth, psychological intervention, institutional supply, value mining and the shaping of new citizens. Promote the sustainable development of the new socialist countryside.
