黑龍江省農業(yè)科技資源配置效率研究

【摘要】:黑龍江省是全國最大的商品糧生產基地,糧食產量和商品糧提供量連年增加,農業(yè)生產的潛力和相對優(yōu)勢逐漸減弱,調整農業(yè)產業(yè)結構和轉變農業(yè)發(fā)展方式,由數量增長向數量、質量和效益并重轉變成為黑龍江省農業(yè)發(fā)展的必然選擇,而推動產業(yè)結構轉型和生產方式轉變的關鍵因素是農業(yè)科技。“十二五”期間黑龍江省農業(yè)科技進步貢獻率達到62.5%,在全國處于較高水平,有效地促進了糧食增產,保障了國家的糧食安全。理論和時間均已證明農業(yè)科技資源是農業(yè)科技活動的基礎,是創(chuàng)造農業(yè)科技成果,推動農業(yè)和農村經濟發(fā)展的要素集合,是實現農業(yè)現代化的基本要素。農業(yè)科技資源包括人力、財力、物力、信息和各類服務資源,通過直接或間接作用于農業(yè)生產的各類要素,影響農產品的產量和質量,黑龍江省農業(yè)科技資源尚缺乏有效的整合,在農業(yè)生產的各個環(huán)節(jié)、各區(qū)域分布中還處于“分散”狀態(tài),未實現高效率的產出。國內外研究農業(yè)科技資源配置效率的理論雖然比較成熟,但是缺少運用相關理論對黑龍江省農業(yè)科技資源配置效率的實證研究,為此,本文通過實證驗證了科技資源評價理論的科學性,為相關部門的決策提供一定的理論參考和政策借鑒。本文以農業(yè)科技資源與農業(yè)發(fā)展相互關聯性和因果關系為分析基礎,將農業(yè)科技資源配置效率分為兩個層次:第一個層次是農業(yè)科技資源的內部配置效率,即農業(yè)科技資源內部投入產出效率;第二個層次是農業(yè)科技資源的外部配置效率,即農業(yè)科技資源的最終配置效果,分析科技資源對農業(yè)產出的貢獻。在上述基本思路指導下,明確研究背景,研讀文獻,梳理國內外農業(yè)科技資源配置效率的基礎理論;界定農業(yè)科技資源配置效率,明晰研究范圍和研究視角;分析黑龍江省農業(yè)科技資源配置現狀,找出農業(yè)科技資源在配置過程中存在的問題。運用DEA方法評價黑龍江省農業(yè)科技資源的內部配置效率,比較我國主要糧食主產區(qū)的農業(yè)科技資源配置效率,明確黑龍江省農業(yè)科技資源配置效率在全國所處的位次;基于灰色關聯度方法,分析黑龍江省農業(yè)科技資源的最終配置效果,并對農業(yè)科技資源投入指標和產出指標做了比較分析。針對定性和定量的研究結果,從配置主體、配置機制、配置模式以及配置路徑等方面分析影響黑龍江省農業(yè)科技資源配置效率的關鍵要素,從培育農業(yè)科技資源配置效率的宏觀環(huán)境和優(yōu)化微觀基礎兩個方面提出具體的對策和建議。
[Abstract]:Heilongjiang province is the largest commodity grain production base in the country. The grain output and the supply of commodity grain have increased year after year. The potential and relative advantages of agricultural production gradually weaken. It is necessary to adjust the structure of agricultural industry and change the way of agricultural development. It is the inevitable choice for the agricultural development of Heilongjiang to change the quantity from the quantity to the quantity, the quality and the benefit. The key factor to promote the transformation of industrial structure and the transformation of production mode is agricultural science and technology. The contribution rate of agricultural science and technology progress in Heilongjiang province reached 62.5% during the "12th Five-Year", and it was at a high level in the whole country. It effectively promoted the increase of grain production and guaranteed the national food security. The basis of technical activities is the basic element of creating agricultural scientific and technological achievements and promoting the development of agriculture and rural economy. It is the basic element to realize agricultural modernization. The agricultural science and technology resources include manpower, financial resources, material resources, information and various kinds of service resources, which affect the production and quality of agricultural products through direct or indirect effects on various elements of agricultural production. As a result, the agricultural science and technology resources in Heilongjiang are still lacking effective integration. In each link of agricultural production, the distribution of various regions is still in the "scattered" state, and the efficient output is not realized. Although the theory of agricultural science and technology resources allocation efficiency is relatively mature at home and abroad, it is lack of related theories to the agricultural science and technology capital in Heilongjiang province. In this paper, the scientific nature of the theory of scientific and technological resources evaluation is verified by the empirical analysis. This paper provides a certain theoretical reference and policy reference for the decision-making of relevant departments. This paper divides the efficiency of agricultural scientific and technological resources into two by the analysis of the correlation and causality of agricultural science and technology resources and agricultural development. The first level is the internal allocation efficiency of agricultural scientific and technological resources, that is, the efficiency of input-output in agricultural scientific and technological resources; the second level is the efficiency of the external allocation of agricultural scientific and technological resources, that is, the final allocation effect of agricultural scientific and technological resources, and analyses the contribution of scientific and technological resources to agricultural production. Under the guidance of the above basic ideas, it is clear that Study the background, study the literature, comb the basic theory of the efficiency of agricultural science and technology resources allocation at home and abroad, define the efficiency of the allocation of agricultural science and technology resources, clear the scope of research and research perspective, analyze the status of the allocation of agricultural science and technology resources in Heilongjiang Province, find out the problems in the allocation of agricultural science and technology resources in the process of allocation, and use the DEA method to evaluate Heilongjiang. The efficiency of the internal allocation of agricultural science and technology resources is compared. The allocation efficiency of agricultural science and technology resources in major grain producing areas in China is compared. The allocation efficiency of agricultural scientific and technological resources in Heilongjiang is determined in the country. Based on the grey relational degree method, the final allocation effect of agricultural scientific and technological resources in Heilongjiang province is analyzed, and the agricultural scientific and technological resources are invested. According to the qualitative and quantitative research results, the key factors affecting the allocation efficiency of agricultural science and technology resources in Heilongjiang province are analyzed from the aspects of configuration subject, configuration mechanism, configuration mode and configuration path, from the macro environment and the microcosmic basis of optimizing the allocation efficiency of agricultural science and technology resources in Heilongjiang. Specific countermeasures and suggestions are put forward.
