【摘要】：舟山是我國(guó)遠(yuǎn)洋漁業(yè)事業(yè)的先鋒者,自1985年3月10日,舟山海洋漁業(yè)公司派出的4艘遠(yuǎn)洋漁船參與我國(guó)第一支遠(yuǎn)洋漁業(yè)船隊(duì),從而開(kāi)創(chuàng)了舟山、乃至我國(guó)遠(yuǎn)洋漁業(yè)發(fā)展的新紀(jì)元。漁業(yè)是舟山的傳統(tǒng)產(chǎn)業(yè)、優(yōu)勢(shì)產(chǎn)業(yè)、特色產(chǎn)業(yè)和民生產(chǎn)業(yè),是舟山漁業(yè)重要組成部分,是舟山漁業(yè)經(jīng)濟(jì)新的增長(zhǎng)點(diǎn)。經(jīng)過(guò)三十年的發(fā)展,舟山已成為全國(guó)最大的遠(yuǎn)洋漁業(yè)生產(chǎn)配套基地、遠(yuǎn)洋自捕魷魚(yú)輸入口岸和國(guó)內(nèi)主要的遠(yuǎn)洋水產(chǎn)品的加工地區(qū),遠(yuǎn)洋漁業(yè)產(chǎn)業(yè)規(guī)模不斷壯大、行業(yè)發(fā)展勢(shì)頭良好,在行業(yè)內(nèi)外的影響力越來(lái)越大,舟山已發(fā)展成為我國(guó)遠(yuǎn)洋漁業(yè)領(lǐng)域強(qiáng)市。本文在對(duì)舟山遠(yuǎn)洋漁業(yè)的經(jīng)濟(jì)情況、管理體系研究的基礎(chǔ)上,結(jié)合世界上其他遠(yuǎn)洋漁業(yè)技術(shù)水平先進(jìn)的國(guó)家和地區(qū)發(fā)展遠(yuǎn)洋漁業(yè)的經(jīng)驗(yàn),分析出舟山遠(yuǎn)洋漁業(yè)發(fā)展過(guò)程中出現(xiàn)的問(wèn)題、面臨的困境,探討有利于推動(dòng)舟山遠(yuǎn)洋漁業(yè)健康持續(xù)發(fā)展的對(duì)策建議。本文運(yùn)用科學(xué)的數(shù)據(jù)處理方法,利用相關(guān)分析、差異分析、對(duì)比分析、動(dòng)態(tài)分析等多種分析方法,多角度、深層次的剖析論文需闡述的問(wèn)題。論文主要包括下列方面內(nèi)容:引言部分主要介紹了舟山遠(yuǎn)洋漁業(yè)的研究背景、資料來(lái)源、研究方法、研究結(jié)論;第二部分主要論述了遠(yuǎn)洋漁業(yè)的概念、重要意義、經(jīng)營(yíng)管理情況及管理政策;第三部分介紹了國(guó)外遠(yuǎn)洋漁業(yè)研究情況、國(guó)內(nèi)遠(yuǎn)洋漁業(yè)研究進(jìn)展、遠(yuǎn)洋漁業(yè)經(jīng)濟(jì)與管理相關(guān)問(wèn)題研究的必要性;第四部分分析了舟山遠(yuǎn)洋漁業(yè)的發(fā)展歷程、發(fā)展優(yōu)勢(shì)、經(jīng)濟(jì)效益、經(jīng)營(yíng)管理體制、發(fā)展環(huán)境、以及發(fā)展中遇到的問(wèn)題;最后一部分研究了推動(dòng)舟山遠(yuǎn)洋漁業(yè)健康持續(xù)發(fā)展的對(duì)策建議。本文的創(chuàng)新之處主要包括:1.在結(jié)合我國(guó)遠(yuǎn)洋漁業(yè)經(jīng)營(yíng)管理研究的基礎(chǔ)之上,對(duì)舟山遠(yuǎn)洋漁業(yè)的發(fā)展歷程、發(fā)展優(yōu)勢(shì)、經(jīng)濟(jì)效益、經(jīng)營(yíng)管理體制、發(fā)展環(huán)境進(jìn)行了全面剖析,同時(shí)指出了舟山遠(yuǎn)洋漁業(yè)發(fā)展中存在的問(wèn)題,包括遠(yuǎn)洋漁業(yè)經(jīng)濟(jì)效益不高,遠(yuǎn)洋漁船裝備的現(xiàn)代化水平較低,遠(yuǎn)洋從業(yè)人員綜合素質(zhì)不高,遠(yuǎn)洋漁業(yè)后勤服務(wù)保障不完善,遠(yuǎn)洋漁業(yè)經(jīng)營(yíng)管理模式落后,遠(yuǎn)洋漁業(yè)企業(yè)經(jīng)營(yíng)分散、缺乏行業(yè)標(biāo)桿企業(yè),遠(yuǎn)洋漁業(yè)產(chǎn)業(yè)鏈不健全等等。2.構(gòu)建了舟山遠(yuǎn)洋漁業(yè)發(fā)展支持政策體系,并進(jìn)行了政策設(shè)計(jì),提出了促進(jìn)舟山遠(yuǎn)洋漁業(yè)發(fā)展的各項(xiàng)建議,如健全市場(chǎng)體系建設(shè)、提升遠(yuǎn)洋漁業(yè)經(jīng)濟(jì)效益,提高遠(yuǎn)洋漁船裝備的現(xiàn)代化水平,提升遠(yuǎn)洋漁業(yè)從業(yè)人員綜合素質(zhì),完善遠(yuǎn)洋漁業(yè)后勤服務(wù)保障,推進(jìn)遠(yuǎn)洋漁業(yè)經(jīng)營(yíng)管理模式,培育遠(yuǎn)洋漁業(yè)標(biāo)桿企業(yè),全面構(gòu)建遠(yuǎn)洋漁業(yè)產(chǎn)業(yè)鏈結(jié)構(gòu)等。
[Abstract]:Zhoushan is the pioneer of China's ocean-going fishery. Since March 10, 1985, four ocean-going fishing vessels sent by Zhoushan Marine Fisheries Company have participated in the first ocean-going fishing fleet in China, thus creating Zhoushan.Even China's ocean fishing development in a new era.Fishery is the traditional industry, advantage industry, characteristic industry and people's livelihood industry of Zhoushan. It is an important part of Zhoushan fishery and a new growth point of Zhoushan fishery economy.After 30 years of development, Zhoushan has become the largest supporting base for offshore fishery production in the country. The import port of ocean-going self-catching squid and the processing areas of the main domestic ocean-going aquatic products have grown in scale.Zhoushan has developed into a strong city in the field of ocean-going fishery in China because of its good development momentum and growing influence inside and outside the industry.Based on the study of the economic situation and management system of the pelagic fishery in Zhoushan, this paper combines the experience of other advanced countries and regions in developing the offshore fishery in the world.This paper analyzes the problems and difficulties in the development of Zhoushan ocean-going fishery, and probes into the countermeasures and suggestions conducive to promoting the healthy and sustainable development of Zhoushan ocean-going fishery.This paper uses scientific data processing methods, using correlation analysis, difference analysis, contrast analysis, dynamic analysis and other analysis methods, multi-angle, deep-seated analysis of the problems to be elaborated in the paper.The thesis mainly includes the following contents: the introduction part mainly introduces the research background, the data source, the research method, the research conclusion of the ocean-going fishery in Zhoushan; the second part mainly discusses the concept and significance of the ocean-going fishery.The third part introduces the research situation of overseas ocean-going fishery, the progress of domestic ocean-going fishery research, the necessity of research on economy and management of pelagic fishery.The fourth part analyzes the course of development, development advantages, economic benefits, management system, development environment, and the problems encountered in the development of Zhoushan ocean-going fishery.The last part studies the countermeasures and suggestions to promote the healthy and sustainable development of Zhoushan oceanic fishery.The innovation of this paper mainly includes: 1.On the basis of the research on the management and management of ocean-going fishery in China, the development course, development advantages, economic benefits, management system and development environment of the pelagic fishery in Zhoushan are comprehensively analyzed.At the same time, the problems existing in the development of ocean fishery in Zhoushan are pointed out, including the low economic benefit of ocean fishing, the low level of modernization of ocean-going fishing vessel equipment, the low comprehensive quality of ocean-going personnel, and the imperfect logistic service of ocean-going fishery.Ocean fishery management mode is backward, ocean fishery enterprise management is dispersed, lack of industry benchmark enterprise, ocean fishery industry chain is not perfect, etc.The supporting policy system for the development of ocean fishery in Zhoushan is constructed, and the policy design is carried out, and various suggestions for promoting the development of ocean fishery in Zhoushan are put forward, such as perfecting the market system and promoting the economic benefit of ocean fishery.To improve the modernization level of ocean-going fishing vessels' equipment, to improve the comprehensive quality of ocean-going fishery practitioners, to improve the logistic services and guarantees of ocean-going fisheries, to promote the management mode of ocean-going fishing operations, and to foster offshore fishing benchmarking enterprises.Construct the structure of ocean-going fishery industry chain in an all-round way.
