【摘要】：農(nóng)產(chǎn)品產(chǎn)地初加工補(bǔ)助政策解決了制約農(nóng)業(yè)轉(zhuǎn)型升級(jí)和農(nóng)民增收發(fā)展的關(guān)鍵問(wèn)題,項(xiàng)目實(shí)施四年來(lái),有效幫助農(nóng)戶通過(guò)降低產(chǎn)后損失、提升加工產(chǎn)品質(zhì)量、選擇最佳銷售時(shí)機(jī)等提高市場(chǎng)參與能力,推動(dòng)了產(chǎn)業(yè)規(guī)�；⒓刍耙欢a(chǎn)業(yè)融合發(fā)展,緩解了農(nóng)民增產(chǎn)不增收的難題。但這項(xiàng)農(nóng)業(yè)生產(chǎn)者需求迫切、產(chǎn)業(yè)帶動(dòng)效應(yīng)顯著的政策,卻面臨政策覆蓋面和支持力度不足、相關(guān)配套政策缺乏協(xié)同支撐、后續(xù)產(chǎn)業(yè)配套服務(wù)跟不上等問(wèn)題,極大制約了政策效力的發(fā)揮。應(yīng)將農(nóng)產(chǎn)品產(chǎn)地初加工政策作為未來(lái)農(nóng)業(yè)支持政策轉(zhuǎn)型的重要方向,擴(kuò)大實(shí)施范圍和力度、強(qiáng)化相關(guān)政策的協(xié)同支持機(jī)制、完善配套市場(chǎng)服務(wù)體系。
[Abstract]:The policy of subsidizing the initial processing of agricultural products has solved the key problems that restrict the transformation and upgrading of agriculture and the increase of farmers' income. In the four years since the implementation of the project, it has effectively helped farmers to improve the quality of processed products by reducing their post-natal losses.Choosing the best marketing opportunity to improve the ability of market participation has promoted the development of industrial scale, agglomeration and integration of the first, second and third industries, and alleviated the problem of increasing production and income without increasing farmers' income.However, this policy, which is in urgent need of agricultural producers and has significant industry-driven effects, faces problems such as inadequate policy coverage and support, lack of coordinated support for relevant supporting policies, and lack of complementary services for subsequent industries.It greatly restricts the exertion of policy effectiveness.The primary processing policy of agricultural production area should be regarded as an important direction for the transformation of agricultural support policy in the future, the scope and intensity of implementation should be expanded, the cooperative support mechanism of related policies should be strengthened, and the supporting market service system should be improved.
