【摘要】：農(nóng)天下之大本也,民所恃為生也。隨著農(nóng)業(yè)生產(chǎn)力水平的提高和城鎮(zhèn)化的推進,家庭聯(lián)產(chǎn)承包責(zé)任制規(guī)模小、分散化、兼業(yè)經(jīng)營的弊端凸顯,已不能適應(yīng)現(xiàn)代農(nóng)業(yè)的需求,我國農(nóng)業(yè)經(jīng)營主體必須向規(guī)�；⒓s化、商品化創(chuàng)新,家庭農(nóng)場應(yīng)運而生。適宜的家庭農(nóng)場模式是各省農(nóng)業(yè)現(xiàn)代化和經(jīng)濟崛起的關(guān)鍵,更應(yīng)該引起貴州山區(qū)的重視。貴州省是典型的山區(qū)省份,難以像平原地區(qū)借鑒“歐美模式”,走大規(guī)模機械化之路,必須要因地制宜,另辟蹊徑,探索在貴州山區(qū)如何發(fā)展家庭農(nóng)場。本文運用土地產(chǎn)權(quán)、交易費用、規(guī)模經(jīng)營、農(nóng)場產(chǎn)業(yè)化理論,采用經(jīng)驗總結(jié)和案例分析的方法,對家庭農(nóng)場的含義、特征、優(yōu)勢和發(fā)展條件進行分析,并向國內(nèi)外可供山區(qū)借鑒的家庭農(nóng)場尋求經(jīng)驗,得出貴州山區(qū)有必要發(fā)展家庭農(nóng)場并具備了一定的外部環(huán)境和內(nèi)部條件,但在土地資源、土地流轉(zhuǎn)、農(nóng)民收入、人口素質(zhì)上有著重重制約。在利用條件和克服制約的基礎(chǔ)上,提出要從農(nóng)民積極籌資投勞、政府不斷加大投入、專業(yè)合作社、龍頭企業(yè)廣泛參與的多元化投入著眼,走適度規(guī)模、生態(tài)化、特色化、高品質(zhì)道路的基本思路,并從政府、制度服務(wù)、融資、農(nóng)場主四個層面提出政策建議,以期為貴州山區(qū)發(fā)展家庭農(nóng)場的實踐提供一定的參考。
[Abstract]:The peasant world is a great source of income, and the people depend on it for a living.With the improvement of agricultural productivity and the promotion of urbanization, the scale of household contract responsibility system is small, decentralized, and the malpractice of concurrent operation is prominent, which can no longer meet the needs of modern agriculture, and the main body of agricultural management in our country must become large-scale.Intensive, commercialized innovation, family farm came into being.The suitable family farm model is the key to the agricultural modernization and economic rise of the provinces, and should be paid more attention to in Guizhou mountainous area.Guizhou Province is a typical mountain province, it is difficult to learn from the "European and American model" in plain areas and take the road of large-scale mechanization. It is necessary to take measures according to local conditions and to explore how to develop family farms in Guizhou mountainous areas.Based on the theory of land property right, transaction cost, scale management and farm industrialization, this paper analyzes the meaning, characteristics, advantages and development conditions of family farm by means of experience summary and case study.It is concluded that it is necessary to develop family farms and have certain external environment and internal conditions in Guizhou mountainous areas, but in land resources, land circulation, farmers' income.There are many constraints on the quality of the population.On the basis of utilizing the conditions and overcoming the constraints, it is proposed that the farmers should actively raise funds to invest in labor, the government should continuously increase the investment, and the diversified input of specialized cooperatives and leading enterprises should be focused on, with a view to appropriate scale, ecologicalization, and specialization.The basic ideas of high quality road are put forward from four levels of government, system service, financing and farmer, in order to provide some reference for the practice of developing family farm in Guizhou mountainous area.
