【摘要】：貧困已成為人類(lèi)社會(huì)的一個(gè)永恒主題,其根本原因是貧困者缺乏維持生存的能力。為給貧困者提供就業(yè)機(jī)會(huì)、增強(qiáng)其自我發(fā)展能力,我國(guó)扶貧工作已將產(chǎn)業(yè)扶貧放在重要位置。作為國(guó)家級(jí)重點(diǎn)貧困縣,阜平位于典型貧困帶“燕山—太行山”片區(qū)西部,因受自然因素和社會(huì)因素的制約,多年來(lái)一直備受貧困之苦,2011年農(nóng)民人均年純收入僅900多元,非常具有代表性。阜平大棗資源優(yōu)勢(shì)突出,具有發(fā)展產(chǎn)業(yè)扶貧的資源稟賦。阜平發(fā)展大棗產(chǎn)業(yè)進(jìn)行扶貧,利于其自身脫貧致富,也為“燕山—太行山”片區(qū)和整個(gè)國(guó)家的產(chǎn)業(yè)扶貧樹(shù)立典范,從而促進(jìn)共同富裕、全民小康目標(biāo)的實(shí)現(xiàn)。本文以資源稟賦理論、比較優(yōu)勢(shì)理論和規(guī)模經(jīng)濟(jì)理論為指導(dǎo),以阜平調(diào)研數(shù)據(jù)和查閱河北省、保定市、阜平縣相關(guān)統(tǒng)計(jì)年鑒所獲數(shù)據(jù)為依據(jù),運(yùn)用熵權(quán)法、道斯矩陣分析法和定性分析法等研究方法,主要研究了三個(gè)問(wèn)題:第一,對(duì)阜平內(nèi)部核桃、大棗、養(yǎng)羊、養(yǎng)雞和甲魚(yú)養(yǎng)殖五大特色扶貧產(chǎn)業(yè)的益貧減貧效益進(jìn)行了評(píng)價(jià),并綜合分析了各扶貧產(chǎn)業(yè)的發(fā)展條件;第二,從外部威脅和機(jī)會(huì)、內(nèi)部劣勢(shì)與優(yōu)勢(shì)角度研究分析了阜平縣發(fā)展大棗產(chǎn)業(yè)進(jìn)行扶貧的有利和不利條件;第三,在分析阜平縣大棗產(chǎn)業(yè)扶貧現(xiàn)狀的基礎(chǔ)上,分析了大棗產(chǎn)業(yè)在扶貧中存在的問(wèn)題及產(chǎn)生問(wèn)題的原因,并針對(duì)成因提出了相關(guān)對(duì)策建議。本研究的結(jié)論:第一,阜平發(fā)展大棗產(chǎn)業(yè)進(jìn)行扶貧具有一定的比較優(yōu)勢(shì),大棗產(chǎn)業(yè)是其首選的扶貧產(chǎn)業(yè),更適宜推廣以實(shí)現(xiàn)扶貧效益擴(kuò)大化。第二,阜平發(fā)展大棗產(chǎn)業(yè)進(jìn)行扶貧的有利條件包括國(guó)際市場(chǎng)前景廣闊;政府重視,帶來(lái)扶貧力度加大、資金投入量和投入渠道明顯增多;加之其環(huán)京津的有利區(qū)位和自身資源稟賦優(yōu)勢(shì)都利于其扶貧。不利條件包括農(nóng)產(chǎn)品市場(chǎng)準(zhǔn)入制度的推行抬高了阜平大棗進(jìn)入市場(chǎng)的門(mén)檻;與其他地區(qū)大棗產(chǎn)業(yè)相比,阜平大棗缺乏市場(chǎng)競(jìng)爭(zhēng)優(yōu)勢(shì);其自身產(chǎn)業(yè)化經(jīng)營(yíng)水平和加工轉(zhuǎn)化率低,勞動(dòng)力素質(zhì)普遍不高等問(wèn)題均制約著其產(chǎn)業(yè)扶貧步伐的前進(jìn)等。第三,阜平大棗產(chǎn)業(yè)在扶貧中存在創(chuàng)意增收能力弱、產(chǎn)業(yè)發(fā)展與扶貧對(duì)接脫節(jié)、扶貧資金施用效率不高等問(wèn)題,針對(duì)這些問(wèn)題的成因提出促進(jìn)阜平大棗產(chǎn)業(yè)扶貧的對(duì)策建議,主要包括:建立合作組織,拓展?fàn)I銷(xiāo)網(wǎng)絡(luò)和開(kāi)拓深加工產(chǎn)品,增加產(chǎn)品附加值;促進(jìn)大棗產(chǎn)業(yè)發(fā)展與扶貧開(kāi)發(fā)有效對(duì)接;完善扶貧工作機(jī)制,提高資金施用效率等。創(chuàng)新點(diǎn):研究視角方面,首次將河北省阜平縣與大棗特色產(chǎn)業(yè)和扶貧三者相結(jié)合,從特定的縣域角度入手分析具體的特色產(chǎn)業(yè)扶貧問(wèn)題;研究方法方面,率先將熵權(quán)法這一客觀(guān)賦權(quán)的方法運(yùn)用到產(chǎn)業(yè)扶貧效益評(píng)價(jià)中,論證阜平發(fā)展大棗產(chǎn)業(yè)進(jìn)行扶貧的優(yōu)勢(shì)。
[Abstract]:Poverty has become an eternal theme of human society, the root cause of which is that the poor lack the ability to survive.In order to provide employment opportunities for the poor and enhance their ability to develop themselves, China's poverty alleviation work has put industry poverty alleviation in an important position.As a national key poor county, Fuping is located in the western part of the "Yanshan-Taihang Mountain" region in a typical poverty zone. Because of the constraints of natural and social factors, it has been suffering from poverty for many years. In 2011, the per capita net income of farmers was only more than 900 yuan per year.Very representative.Fuping Ziziphus jujube resource advantages, with the development of industrial poverty-reducing resource endowment.The development of the jujube industry in Fuping is beneficial to its poverty relief and prosperity, and it also sets an example for the industrial poverty alleviation in the "Yanshan-Taihang Mountain" region and the whole country, thus promoting common prosperity and the realization of the goal of a well-off society for all.Guided by the theory of resource endowment, the theory of comparative advantage and the theory of economies of scale, based on the investigation data of Fuping and the data obtained from the relevant statistical yearbooks of Hebei, Baoding and Fuping counties, this paper applies entropy weight method.Daos matrix analysis method and qualitative analysis method mainly studied three problems: first, the benefits of poverty and poverty reduction of five special poverty alleviation industries in Fuping, such as walnut, jujube, sheep, chicken and turtle breeding, were evaluated.And comprehensive analysis of the development conditions of the pro-poor industries; second, from the external threats and opportunities, internal weaknesses and advantages of the perspective of the development of jujube industry in Fuping County for poverty alleviation advantages and disadvantages; third,Based on the analysis of the present situation of helping the poor of jujube industry in Fuping County, the paper analyzes the existing problems and the causes of the problems in the industry of jujube, and puts forward some relevant countermeasures and suggestions.The conclusions of this study are as follows: first, the development of jujube industry in Fuping has certain comparative advantages, and the jujube industry is the first choice of poverty alleviation industry, which is more suitable to be popularized in order to realize the expansion of poverty alleviation benefits.Second, the favorable conditions for Fuping to develop the jujube industry for poverty alleviation include broad prospects in the international market, the government pays more attention to poverty alleviation, and the amount of capital input and investment channels increase obviously.In addition, its favorable location around Beijing and Tianjin and its own advantages of natural resources are conducive to its poverty alleviation.Disadvantages include the introduction of market access system for agricultural products, which has raised the threshold for Fuping jujube to enter the market; compared with other jujube industries, Fuping has no competitive advantage in the market; its own industrialization management level and processing conversion rate are low.The low quality of labor force restricts the progress of poverty alleviation.Thirdly, there are some problems in Fuping date industry, such as weak ability of increasing creative income, disjoint between industrial development and poverty alleviation, low efficiency of fund application, and so on. In view of the causes of these problems, the countermeasures and suggestions for promoting the poverty alleviation of Fuping jujube industry are put forward.It mainly includes: establishing cooperative organization, expanding marketing network and further processing products, increasing the added value of products, promoting the development of jujube industry and developing poverty alleviation effectively, perfecting the working mechanism of poverty alleviation, improving the efficiency of fund application and so on.Innovation: from the perspective of research, it is the first time to combine Fuping County of Hebei Province with the characteristic industry of jujube and poverty alleviation, and analyze the problem of poverty alleviation of specific characteristic industry from the perspective of specific county area; the research method,This paper first applies entropy weight method, which is an objective method of empowerment, to evaluate the benefit of industrial poverty alleviation, and demonstrates the advantages of developing jujube industry in Fuping to carry out poverty alleviation.
