【摘要】：安溪被譽(yù)為“中國(guó)茶都”,在我國(guó)支持農(nóng)業(yè)產(chǎn)業(yè)發(fā)展和促進(jìn)海西經(jīng)濟(jì)建設(shè)的宏觀政策支持下,外加安溪縣地方政府對(duì)于本地民生產(chǎn)業(yè)的重視度高,安溪縣的茶葉產(chǎn)業(yè)這幾年得到了較好的發(fā)展,在全國(guó)乃至國(guó)際茶葉市場(chǎng)的影響力都得到了提高。但是隨著經(jīng)濟(jì)形勢(shì)的不斷變化,當(dāng)前安溪縣茶葉企業(yè)的發(fā)展也遇到了許多困難,特別是融資方面成為當(dāng)前亟待解決的問題。這與安溪縣茶企本身的因素有關(guān),例如茶葉企業(yè)自身生產(chǎn)規(guī)模較小,企業(yè)的專業(yè)生產(chǎn)技術(shù)不高,茶企從業(yè)人員的素質(zhì)較低,經(jīng)營(yíng)管理不規(guī)范等。同時(shí),安溪縣茶葉企業(yè)也兼具了農(nóng)業(yè)產(chǎn)業(yè)的弱點(diǎn),在獲取金融信貸方面沒有足夠可以依賴的抵押物,很難通過金融借貸的方式獲得資金改善企業(yè)的生產(chǎn)技術(shù)和設(shè)備。因此,如何突破當(dāng)前的發(fā)展瓶頸,建設(shè)新的發(fā)展格局,是安溪縣茶葉企業(yè)在新形勢(shì)下亟待解決的問題。鑒于此,本文以安溪縣茶產(chǎn)業(yè)為研究對(duì)象,在總結(jié)國(guó)內(nèi)外相關(guān)理論與實(shí)證研究等文獻(xiàn)的基礎(chǔ)上,通過開展問卷調(diào)查、訪談企業(yè)人員的方式,分析安溪縣茶產(chǎn)業(yè)的融資現(xiàn)狀。研究發(fā)現(xiàn),安溪縣茶產(chǎn)業(yè)融資雖然得到了一定力度的支持,但是仍然存在大的問題,如企業(yè)融資環(huán)境不樂觀、獲得融資的渠道少、金融機(jī)構(gòu)接受的信用抵押品種類單一、政府對(duì)于茶企的專項(xiàng)財(cái)政資金支持的力度不夠、融資資金用途有限等。在探析了導(dǎo)致這些問題的原因之后,通過借鑒日本、印度、云南和廣州地區(qū)在茶產(chǎn)業(yè)融資方面的先進(jìn)經(jīng)驗(yàn)和做法,分別在兩方面提出了構(gòu)建安溪縣茶產(chǎn)業(yè)發(fā)展的融資體系及對(duì)策建議。一是在根據(jù)安溪茶產(chǎn)業(yè)成熟度制定合理的金融支持措施方面提出:加大安溪茶產(chǎn)業(yè)發(fā)展專項(xiàng)資金投入、整合茶產(chǎn)業(yè)資源實(shí)力、做好茶產(chǎn)業(yè)鏈條各環(huán)節(jié)的信貸扶持、完善茶產(chǎn)業(yè)保險(xiǎn)服務(wù)以加強(qiáng)融資保障、強(qiáng)化企業(yè)自身融資能力建設(shè)的建議。二是在服務(wù)安溪茶產(chǎn)業(yè)發(fā)展的融資對(duì)策建議方面提出:實(shí)現(xiàn)金融服務(wù)多元化、借力泉州金改區(qū)區(qū)域優(yōu)勢(shì)作用、借助互聯(lián)網(wǎng)金融新型模式轉(zhuǎn)型升級(jí)、依托互助融資緩解資金壓力、破解茶園產(chǎn)權(quán)抵押融資問題的建議。通過以上建議,力求能夠?yàn)橥晟瓢蚕璁a(chǎn)業(yè)發(fā)展提供有益的參考。
[Abstract]:Anxi is known as the "tea capital of China". With the support of the macro policy of supporting the development of agricultural industry and promoting the economic construction of Hercynian, the local government of Anxi county attaches great importance to the local people's livelihood industry.The tea industry in Anxi County has been developed well in recent years, and the influence of tea market in the whole country and even in the world has been improved.However, with the constant change of economic situation, the development of tea enterprises in Anxi County has met with many difficulties, especially in the aspect of financing.This is related to the factors of the tea enterprises in Anxi County, such as the small scale of production, the low professional production technology, the low quality of the employees of the tea enterprises, the irregular management and so on.At the same time, the tea enterprises in Anxi County also have the weakness of the agricultural industry. They do not have enough collateral to obtain financial credit, and it is difficult to obtain funds to improve the production technology and equipment of the enterprises through the way of financial loans.Therefore, how to break through the current development bottleneck and build a new development pattern is an urgent problem for the tea enterprises in Anxi County under the new situation.In view of this, this paper takes Anxi County tea industry as the research object, on the basis of summarizing the domestic and foreign related theory and empirical research and so on, through carries out the questionnaire survey, interviews the enterprise personnel way, analyzes the Anxi county tea industry financing present situation.The study found that, although Anxi tea industry financing has received a certain degree of support, but there are still big problems, such as enterprise financing environment is not optimistic, access to financing channels are small, financial institutions accept a single type of credit collateral.The government's special financial support for tea enterprises is not strong enough, the use of financing funds is limited, and so on.After analyzing the causes of these problems, by learning from the advanced experiences and practices of Japan, India, Yunnan and Guangzhou in the area of tea industry financing,The paper puts forward the financing system and countermeasures for the development of tea industry in Anxi County.First, in formulating reasonable financial support measures in accordance with the maturity of the Anxi tea industry, it is proposed to increase the investment in special funds for the development of the Anxi tea industry, to integrate the resources of the tea industry, and to do a good job in providing credit support for all links in the tea industry chain.The suggestion of perfecting the insurance service of tea industry to strengthen the financing guarantee and strengthen the enterprise's own financing ability construction.Secondly, in the aspect of financing countermeasures and suggestions to serve the development of Anxi tea industry, we put forward the following suggestions: to realize the diversification of financial services, to take advantage of the regional advantages of Quanzhou Gold Reform District, to use the new mode of Internet finance to transform and upgrade, and to rely on mutual financing to relieve the pressure of capital.The proposal to solve the problem of mortgage financing of tea garden property rights.Through the above suggestions, to improve the development of Anxi tea industry to provide a useful reference.
