【摘要】:在新一輪國(guó)務(wù)院機(jī)構(gòu)調(diào)整中,農(nóng)產(chǎn)品質(zhì)量監(jiān)管環(huán)節(jié)中的政府職能被重新整合,這在一定程度上有助于克服以往在監(jiān)管方面的“九龍治水”、“部門分割”等問(wèn)題,但這并不等于說(shuō),農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)問(wèn)題就此解決。通過(guò)分析農(nóng)產(chǎn)品質(zhì)量監(jiān)管機(jī)構(gòu)發(fā)展的三個(gè)歷史階段,可以發(fā)現(xiàn),提高監(jiān)管效率、降低監(jiān)管成本這一根本目標(biāo)始終貫穿于監(jiān)管部門間關(guān)系調(diào)整的進(jìn)程。在某種程度上可以說(shuō),完善的府際協(xié)調(diào)機(jī)制對(duì)于從根本上解決農(nóng)產(chǎn)品質(zhì)量監(jiān)管問(wèn)題是至關(guān)重要的。因此,研究農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)問(wèn)題,具有重大的理論價(jià)值與現(xiàn)實(shí)意義。本研究所探討的農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)問(wèn)題,包括橫向府際協(xié)調(diào)與縱向府際協(xié)調(diào)兩個(gè)維度,其中橫向府際協(xié)調(diào)又內(nèi)含部?jī)?nèi)協(xié)調(diào)與部際協(xié)調(diào)兩個(gè)方面。根據(jù)調(diào)整后的國(guó)務(wù)院機(jī)構(gòu)改革方案,在新整合的農(nóng)產(chǎn)品質(zhì)量監(jiān)管鏈條中,部?jī)?nèi)協(xié)調(diào),即農(nóng)業(yè)部?jī)?nèi)部諸如安全質(zhì)量中心、動(dòng)物檢疫所、種植業(yè)管理司等多個(gè)職能部門之問(wèn)的協(xié)調(diào)問(wèn)題;部際協(xié)調(diào),包括農(nóng)業(yè)部、國(guó)家食品藥品監(jiān)督管理總局和國(guó)家衛(wèi)生和計(jì)劃生育委員會(huì)三大部門之間在職能上如何有效銜接的問(wèn)題;縱向協(xié)調(diào),即從縱向關(guān)系來(lái)看,還涉及到省、市、縣三級(jí)農(nóng)產(chǎn)品安全監(jiān)管機(jī)構(gòu)改革后的縱向協(xié)調(diào)問(wèn)題。當(dāng)前,在農(nóng)產(chǎn)品質(zhì)量監(jiān)管中,“利益博弈”和“條塊分割”是阻礙府際協(xié)調(diào)機(jī)制建構(gòu)的根本原因。除此之外,職能分工、信息共享、協(xié)調(diào)手段和獎(jiǎng)懲機(jī)制等因素也在不同程度上影響了農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)效果。本研究在總結(jié)國(guó)外經(jīng)驗(yàn)的基礎(chǔ)上,以大部門統(tǒng)一管理模式和主次部門協(xié)作模式兩種西方典型府際協(xié)調(diào)機(jī)制為參照,提出了創(chuàng)新農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)機(jī)制的總體思路與具體對(duì)策,即在建構(gòu)與完善農(nóng)產(chǎn)品質(zhì)量監(jiān)管中的府際協(xié)調(diào)機(jī)制時(shí),要充分考慮到適用性、發(fā)展性和人際性三個(gè)方面的因素,從部際協(xié)調(diào)網(wǎng)絡(luò)化、部?jī)?nèi)協(xié)調(diào)流程化、縱向協(xié)調(diào)一體化三個(gè)層面出發(fā),構(gòu)建三維立體的府際協(xié)調(diào)機(jī)制。
[Abstract]:In the new round of structural readjustment of the State Council, the government functions in the quality supervision of agricultural products have been reintegrated, which to a certain extent helps to overcome the problems of "Jiulong water control" and "division of departments" in the field of supervision in the past.But this does not mean that the quality of agricultural products in the issue of coordination between the government to solve the problem.By analyzing the three historical stages of the development of agricultural product quality supervision agencies, it can be found that the fundamental goal of improving the supervision efficiency and reducing the supervision cost runs through the process of the adjustment of the relationship between the regulators.To a certain extent, the perfect inter-governmental coordination mechanism is essential to solve the problem of agricultural product quality supervision.Therefore, it is of great theoretical and practical significance to study the inter-governmental coordination in the supervision of agricultural product quality.This paper discusses the inter-governmental coordination in the supervision of agricultural product quality, which includes two dimensions: horizontal and vertical inter-governmental coordination, including intra-ministerial coordination and inter-ministerial coordination.According to the restructured structural reform plan of the State Council, in the newly integrated agricultural product quality supervision chain, the Ministry of Agriculture coordinates within the Ministry of Agriculture, such as the Safety and quality Center, the Animal Quarantine Institute,How to effectively link up the functions of the three major departments, such as the Ministry of Agriculture, the State Administration of Food and Drug Administration and the State Health and Family Planning Commission, among the interministerial coordination, and the coordination between the departments concerned, including the Ministry of Agriculture, the State Administration of Food and Drug Administration and the State Health and Family Planning Commission;Vertical coordination, that is, from the perspective of vertical relationship, also involves the problem of vertical coordination after the reform of agricultural product safety supervision agencies at provincial, municipal and county levels.At present, in the quality supervision of agricultural products, "benefit game" and "segmentation" are the fundamental reasons that hinder the construction of inter-governmental coordination mechanism.In addition, such factors as division of labor, information sharing, coordination means and reward and punishment mechanism also affect the inter-governmental coordination effect in agricultural product quality supervision to varying degrees.On the basis of summing up the experience of foreign countries, this study takes two kinds of western typical inter-governmental coordination mechanisms as reference: the unified management model of large departments and the cooperation model of primary and secondary departments.This paper puts forward the general idea and concrete countermeasures of innovating the inter-governmental coordination mechanism in the agricultural product quality supervision, that is, when constructing and perfecting the inter-governmental coordination mechanism in the agricultural product quality supervision, the applicability should be fully taken into account.From the three aspects of inter-ministerial coordination, inter-ministerial coordination flow, vertical coordination and integration, a three-dimensional inter-governmental coordination mechanism is constructed.
