【摘要】：“三農(nóng)”問題一直是中國的國之根本,而“土地”問題又是解決“三農(nóng)”問題的關(guān)鍵所在。目前我國的土地問題主要包括土地承包問題、宅基地問題、土地權(quán)屬問題等。自2010年開始實(shí)行的農(nóng)村土地確權(quán)登記發(fā)證工作,是黨中央國務(wù)院為明晰農(nóng)村土地產(chǎn)權(quán)、保障農(nóng)民合法權(quán)利、推進(jìn)農(nóng)業(yè)快速發(fā)展而提出的一項(xiàng)重大工作,極大的推進(jìn)了“三農(nóng)”問題的進(jìn)一步解決。本文主要基于2013年至2014年期間冠縣農(nóng)村土地確權(quán)工作的實(shí)踐,從農(nóng)村土地確權(quán)的相關(guān)概念出發(fā),探討分析了農(nóng)村土地確權(quán)工作的一般流程和實(shí)施方案,并對該項(xiàng)工作的基本原則和工作實(shí)施的主要依據(jù)進(jìn)行了詳細(xì)的介紹。在此基礎(chǔ)上,對冠縣試點(diǎn)單位的實(shí)際工作中所采取的流程、實(shí)施方案、質(zhì)�？刂企w系的不足之處進(jìn)行優(yōu)化設(shè)計(jì),并提出改進(jìn)方案。確定改進(jìn)方案后,進(jìn)一步探討了冠縣試點(diǎn)單位在工作實(shí)施中遇見的問題,以實(shí)踐檢驗(yàn)理論,并從主要參與者政府部門、專業(yè)公司和農(nóng)民群眾三個(gè)方面提出相應(yīng)的建議和對策,以期推進(jìn)本試點(diǎn)單位工作的進(jìn)行,并對其他地區(qū)該項(xiàng)工作的進(jìn)行提供具有參考價(jià)值的范例。為了保證優(yōu)化方案的順利進(jìn)行,還對整個(gè)操作流程進(jìn)行質(zhì)量保證和控制措施,保證整個(gè)流程合理科學(xué)的進(jìn)行,確保整個(gè)土地確權(quán)工作落實(shí)到實(shí)處。本文的研究結(jié)果表明,在農(nóng)村土地確權(quán)工作中,要堅(jiān)持從實(shí)際出發(fā),冠縣農(nóng)村土地確權(quán)工作小組針對試點(diǎn)單位所制定出的適用于本地情況的流程和實(shí)施方案,建立質(zhì)保體系,有利于在工作中節(jié)省時(shí)間和提高效率,值得其他地區(qū)借鑒和參考。對于冠縣試點(diǎn)單位在該項(xiàng)工作中出現(xiàn)的問題,在政策層面,建議政府部門積極推廣,廣泛動員,最大限度的支持技術(shù)公司的工作。在技術(shù)層面,建議專業(yè)公司克服自身困難,提高工作人員的專業(yè)素養(yǎng),深入到農(nóng)村,確保投入充足的人力物力。在實(shí)踐層面,對試點(diǎn)單位的問題進(jìn)行歸類,提出了具體的解決方案,對冠縣其他地區(qū)類似的問題有參考價(jià)值。
[Abstract]:The issue of agriculture, rural areas and farmers has always been the foundation of China, and the problem of land is the key to solve the problem of agriculture, rural areas and farmers.At present, the land problems in China mainly include land contracting, homestead, land ownership and so on.The registration and issuance of rural land confirmed rights, which began in 2010, is a major task put forward by the CPC Central Committee and the State Council to clarify the property rights of rural land, to protect the legitimate rights of farmers, and to promote the rapid development of agriculture.It has greatly promoted the further solution of the problem of agriculture, rural areas and farmers.Based on the practice of rural land confirmation in Guanxian County from 2013 to 2014, this paper discusses and analyzes the general process and implementation scheme of rural land confirmation based on the related concepts of rural land confirmation.The basic principles of the work and the main basis of the implementation of the work are introduced in detail.On this basis, the flow chart, the implementation scheme and the deficiency of the quality assurance control system adopted in the practical work of the pilot unit in Guanxian County are optimized and the improvement scheme is put forward.After the improvement scheme is determined, the problems encountered in the implementation of the pilot units in Guanxian County are further discussed, the theory is tested by practice, and the corresponding suggestions and countermeasures are put forward from three aspects: government departments, professional companies and farmers' masses, which are the main participants.In order to promote the work of the pilot unit, and to provide reference examples for other regions.In order to ensure the smooth progress of the optimization scheme, the quality assurance and control measures of the whole operation flow are carried out to ensure that the whole process is carried out reasonably and scientifically, and that the whole work of confirming the right to land is carried out in practice.The research results of this paper show that, in the process of confirming the right of rural land, we should proceed from the reality, and set up a quality assurance system according to the process and implementation scheme of the pilot unit, which is suitable for the local situation.In order to save time and improve efficiency in the work, it is worthy of reference and reference in other regions.For the problems of Guanxian pilot units in this work, in the policy level, it is suggested that government departments should actively promote, mobilize widely and support the work of technology companies to the maximum extent.At the technical level, it is suggested that professional companies overcome their own difficulties, improve the professional quality of their staff, go deep into the countryside, and ensure that sufficient manpower and material resources are invested.On the practical level, the problems of the pilot units are classified, and specific solutions are put forward, which have reference value for similar problems in other areas of Guanxian County.
