【摘要】：隨著城鎮(zhèn)化進(jìn)程的加快和農(nóng)村剩余勞動(dòng)力的轉(zhuǎn)移,直接從事農(nóng)業(yè)生產(chǎn)的農(nóng)民減少,農(nóng)村出現(xiàn)了耕地?zé)o人耕種的現(xiàn)象,傳統(tǒng)的農(nóng)業(yè)生產(chǎn)組織方式已經(jīng)不適應(yīng)農(nóng)業(yè)現(xiàn)代化的發(fā)展要求。家庭農(nóng)場(chǎng)應(yīng)運(yùn)而生,但對(duì)我國(guó)來(lái)說(shuō)還屬于新生事物。本文基于我國(guó)推進(jìn)農(nóng)業(yè)現(xiàn)代化的背景,從政策措施層面就如何促進(jìn)家庭農(nóng)場(chǎng)健康發(fā)展這一問(wèn)題進(jìn)行研究探討。文章在閱讀大量文獻(xiàn)資料的基礎(chǔ)上,總結(jié)了國(guó)內(nèi)外相關(guān)研究成果,概括了國(guó)內(nèi)外家庭農(nóng)場(chǎng)的發(fā)展經(jīng)驗(yàn),運(yùn)用文獻(xiàn)研究法、問(wèn)卷調(diào)查法、訪談法、對(duì)比研究法和數(shù)據(jù)分析法等研究方法,選取北京市有代表性的家庭農(nóng)場(chǎng)深入實(shí)地進(jìn)行調(diào)查研究,獲取當(dāng)前北京市家庭農(nóng)場(chǎng)發(fā)展現(xiàn)狀的第一手資料,結(jié)合相關(guān)數(shù)據(jù)進(jìn)行深入分析,發(fā)現(xiàn)北京市家庭農(nóng)場(chǎng)發(fā)展過(guò)程中存在的問(wèn)題,結(jié)合我國(guó)的實(shí)際情況,同時(shí)借鑒國(guó)內(nèi)外家庭農(nóng)場(chǎng)發(fā)展的先進(jìn)經(jīng)驗(yàn),在此基礎(chǔ)上從發(fā)展原則、指導(dǎo)思想、認(rèn)定標(biāo)準(zhǔn)、注冊(cè)登記制度、土地流轉(zhuǎn)機(jī)制、金融支持、政策扶持、社會(huì)化服務(wù)體系和后備人才培養(yǎng)等方面提出了促進(jìn)北京市家庭農(nóng)場(chǎng)健康發(fā)展的政策建議,以期能對(duì)北京市家庭農(nóng)場(chǎng)的可持續(xù)發(fā)展提供借鑒參考。
[Abstract]:With the acceleration of urbanization and the transfer of surplus rural labor, the number of farmers directly engaged in agricultural production has decreased, and the phenomenon of uncultivated land in rural areas has emerged.The traditional way of agricultural production organization has not been adapted to the development requirements of agricultural modernization.Family farm arises at the historic moment, but still belong to new thing to our country.Based on the background of promoting agricultural modernization in China, this paper makes a study on how to promote the healthy development of family farms from the aspect of policies and measures.On the basis of reading a large amount of literature, this paper summarizes the relevant research results at home and abroad, summarizes the development experience of family farms at home and abroad, and applies literature research, questionnaire survey, interviews, etc.Comparing research methods and data analysis methods, select representative family farms in Beijing to conduct in-depth field investigation and study, obtain first-hand information on the current situation of family farm development in Beijing, and conduct in-depth analysis combined with relevant data.Find out the problems in the development of family farm in Beijing, combined with the actual situation of our country, at the same time draw lessons from the advanced experience of family farm development at home and abroad, on this basis, from the development principles, guiding ideology, standards, registration system,In the aspects of land transfer mechanism, financial support, policy support, socialized service system and training of reserve talents, this paper puts forward some policy suggestions to promote the healthy development of family farms in Beijing.In order to provide reference for the sustainable development of family farms in Beijing.
