【摘要】：中國城鄉(xiāng)割裂的二元制度結(jié)構(gòu),導致農(nóng)業(yè)就業(yè)公平與效率的雙重缺失。其城市化就業(yè)水平、農(nóng)業(yè)就業(yè)效率及其農(nóng)業(yè)集約化程度,均處于國際社會的較低水平。中國經(jīng)濟總量與人均國際位次之間懸殊差異的根本原因,首先不在于中國人口總量位居全球第一,而在于農(nóng)業(yè)就業(yè)占比長期居高及其就業(yè)效率極其低下。中國問題的核心是農(nóng)村問題,農(nóng)村問題的核心是農(nóng)業(yè)問題,農(nóng)業(yè)問題的核心是農(nóng)民問題,農(nóng)民問題的核心是就業(yè)問題,非常龐大的農(nóng)民階層在非常落后的農(nóng)村從事效率非常低下的農(nóng)業(yè)經(jīng)濟活動,只能導致更加貧困落后的"就業(yè)發(fā)展陷阱"。跳出"就業(yè)發(fā)展陷阱"并跨越"中等收入陷阱"的唯一創(chuàng)新路徑,就在于重建"還權(quán)于民"和"還利于民"的科學發(fā)展理念,通過公平正義的城鄉(xiāng)
[Abstract]:Two yuan China system structure between the rural and urban area, resulting in lack of both fairness and efficiency of agricultural employment. The city employment level, agricultural employment efficiency and agricultural intensification, are at a relatively low level of international society. The fundamental reason ranking between economic output and per capita China international disparity, first of all is not the total amount of population in China the first in the world, but in extremely high ratio of agricultural employment accounted for long-term employment and low efficiency. The core problem is Chinese rural issues, rural issues is the core problem of agriculture is the core of agriculture farmers, the core of the farmer problem is the problem of employment, a very large class of farmers engaged in highly inefficient agricultural economic activity in the very backward rural areas, can only lead to more poverty and backwardness of the "employment development trap". Out of the "employment development trap" and across the "middle income trap" The only way to innovate is to rebuild the scientific concept of "right to the people" and "to the people", through fair and just urban and rural areas
