【摘要】：我國土地儲備融資面臨融資規(guī)模大、還款壓力大、回款周期長等種種壓力。文章以北京市為例,在分析北京市土地儲備融資來源、項目成本的基礎上,對土地儲備開發(fā)項目的時間成本、運營成本、規(guī)模成本等進行剖析,總結出現(xiàn)有的土地儲備融資風險為政策風險、利率風險、融資規(guī)模風險、項目管理風險等,并構建新形勢下"土地儲備機構回歸政府職能、拓寬融資渠道、量化管理儲備項目、加強內(nèi)部控制"的土地儲備融資風險管控機制。
[Abstract]:Land reserve financing in China is faced with many kinds of pressures, such as large scale of financing, great pressure of repayment and long payback period. This paper takes Beijing as an example, based on the analysis of the financing source and project cost of land reserve in Beijing. The paper analyzes the time cost, operation cost and scale cost of land reserve development project, and summarizes some land reserve financing risks as policy risk, interest rate risk, financing scale risk, project management risk, etc. Under the new situation, the management mechanism of land reserve financing risk should be constructed, which is "land reserve organization returning to government function, widening financing channel, quantifying management of reserve project, strengthening internal control".
