【摘要】：產(chǎn)業(yè)構(gòu)成視角下經(jīng)濟(jì)增長(zhǎng)如何實(shí)現(xiàn)減貧已經(jīng)成為當(dāng)前研究的焦點(diǎn)問(wèn)題。產(chǎn)業(yè)減貧與扶貧需作行業(yè)細(xì)分。根據(jù)國(guó)務(wù)院扶貧辦連片特殊困難地區(qū)的最新劃分,以集中連片特殊困難地區(qū)之一的滇西邊境片區(qū)作為研究對(duì)象,基于1995-2014年產(chǎn)業(yè)數(shù)據(jù)研究三大產(chǎn)業(yè)減貧效應(yīng)。結(jié)果表明:滇西邊境片區(qū)第二、三產(chǎn)業(yè)減貧效應(yīng)顯著為正,且第三產(chǎn)業(yè)高于第二產(chǎn)業(yè)。進(jìn)一步將產(chǎn)業(yè)減貧效應(yīng)分解為結(jié)構(gòu)效應(yīng)和增長(zhǎng)效應(yīng)后發(fā)現(xiàn),三大產(chǎn)業(yè)增長(zhǎng)效應(yīng)均高于結(jié)構(gòu)效應(yīng),其中第二、三產(chǎn)業(yè)增長(zhǎng)效應(yīng)差距逐漸縮小,結(jié)構(gòu)效應(yīng)交替波動(dòng)。由結(jié)論引伸的啟示反映在經(jīng)濟(jì)發(fā)展方式、政府財(cái)政職能、就業(yè)及勞動(dòng)力轉(zhuǎn)移等方面。
[Abstract]:From the perspective of industrial composition, how to achieve poverty reduction in economic growth has become the focus of current research. Industrial poverty reduction and poverty alleviation need to be subdivided into industries. According to the latest division of the poverty-stricken areas of the State Council's Poverty Alleviation Office, Based on the industrial data from 1995 to 2014, the poverty reduction effects of the three major industries in the western Yunnan border region are studied. The results show that the second and third industries in the western Yunnan border region have a positive effect on poverty reduction. And the tertiary industry is higher than the secondary industry. After further decomposing the poverty reduction effect into structural effect and growth effect, it is found that the growth effect of the three industries is higher than that of the structural effect, and the gap between the second and the third industry growth effect is gradually narrowing. The structure effect fluctuates alternately. The enlightenment from the conclusion is reflected in the mode of economic development, the function of government finance, the employment and labor force transfer and so on.
