【摘要】:在建設(shè)社會(huì)主義新農(nóng)村以及構(gòu)建和諧社會(huì)的宏觀政策背景下,中央政府增加了對(duì)農(nóng)村的財(cái)政轉(zhuǎn)移支付,加大了對(duì)農(nóng)村公共物品的建設(shè)力度:如,農(nóng)村“免費(fèi)”義務(wù)教育政策得到全面貫徹落實(shí)、農(nóng)村五保供養(yǎng)經(jīng)費(fèi)來源主要由政府財(cái)政承擔(dān)、在廣大農(nóng)村地區(qū)試點(diǎn)并推行最低生活保障政策等等。但從總體上講,在城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展二元結(jié)構(gòu)背景下,農(nóng)村居民人均收入相對(duì)低下和政府公共物品供給的缺乏造成了農(nóng)村社區(qū)公共物品建設(shè)不足,導(dǎo)致農(nóng)村社區(qū)公共物品建設(shè)量少、水平低下且發(fā)展不平衡,嚴(yán)重困擾著廣大農(nóng)村社區(qū)居民生產(chǎn)、生活的基本公共需求,制約著農(nóng)村社區(qū)經(jīng)濟(jì)的發(fā)展。2010年12月,冷水江市按照中央“三化同步”和省委“四化兩型”的要求,啟動(dòng)了城鄉(xiāng)統(tǒng)籌發(fā)展整體推進(jìn)新農(nóng)村建設(shè)工作,為農(nóng)村社區(qū)公共物品建設(shè)提供了良好的發(fā)展時(shí)機(jī);論文以冷水江市農(nóng)村社區(qū)公共物品建設(shè)研究為研究對(duì)象,希望通過對(duì)冷水江市農(nóng)村社區(qū)公共物品建設(shè)的發(fā)展現(xiàn)狀進(jìn)行調(diào)查研究,分析冷水江市農(nóng)村社區(qū)公共物品建設(shè)的基礎(chǔ)條件,試圖尋找到制約冷水江市農(nóng)村社區(qū)公共物品建設(shè)的障礙,提出完善冷水江市農(nóng)村社區(qū)公共物品建設(shè)的建議。首先,論文通過學(xué)習(xí)、整理國內(nèi)外學(xué)者關(guān)于社區(qū)管理和農(nóng)村社區(qū)公共物品建設(shè)的相關(guān)文獻(xiàn)資料,確定論文主要的研究方法和研究內(nèi)容;其次,系統(tǒng)的學(xué)習(xí)了農(nóng)村社區(qū)公共物品建設(shè)的概念和基礎(chǔ)理論,認(rèn)真學(xué)習(xí)了社區(qū)、社區(qū)公共物品建設(shè)的概念以及公共性理論、社區(qū)福利理論、城鄉(xiāng)統(tǒng)籌發(fā)展理論和消費(fèi)者效用理論;第三,著重分析了冷水江市農(nóng)村社區(qū)公共物品建設(shè)的基礎(chǔ)條件,包括冷水江市農(nóng)村經(jīng)濟(jì)社會(huì)發(fā)展概況、冷水江市農(nóng)村社區(qū)公共物品建設(shè)的宏微觀基本條件以及建設(shè)中的主要政策機(jī)遇;第四,通過走訪調(diào)查和結(jié)合冷水江市農(nóng)村社區(qū)公共物品建設(shè)的基礎(chǔ)性條件,發(fā)現(xiàn)冷水江市農(nóng)村社區(qū)公共物品建設(shè)還存在認(rèn)知度、資金投入、項(xiàng)目安排和組織監(jiān)督等方面的問題;最后,通過學(xué)習(xí)國外社區(qū)公共物品建設(shè)的經(jīng)驗(yàn),結(jié)合冷水江市新農(nóng)村建設(shè)的實(shí)際發(fā)展情況,從實(shí)行農(nóng)村社區(qū)共物品建設(shè)多元參與、多元服務(wù)和建設(shè)資金多渠道整合三個(gè)方面提出冷水江市農(nóng)村社區(qū)公共物品建設(shè)的對(duì)策建議。
[Abstract]:In the context of the macro policy of building a new socialist countryside and building a harmonious society, the central government has increased the financial transfer payment to the rural areas and intensified the construction of rural public goods: for example, The policy of "free" compulsory education in rural areas has been fully implemented. The sources of funding for rural five-guarantee support are mainly borne by the government, pilot projects in the vast rural areas and implementation of the minimum living security policy, and so on. But generally speaking, Under the background of dual structure of economic and social development in urban and rural areas, the relatively low per capita income of rural residents and the lack of government public goods supply have resulted in insufficient construction of public goods in rural communities, resulting in a small amount of construction of public goods in rural communities. The low level and unbalanced development seriously perplexed the basic public needs of the vast rural community residents in production and living, and restricted the development of the rural community economy. In December 2010, In accordance with the requirements of the Central Committee and the provincial party committee, Lengshuijiang has started the overall development of urban and rural areas to promote the construction of new rural areas, which provides a good opportunity for the construction of public goods in rural communities. This paper takes the construction of public goods in the rural communities of Lengshuijiang as the research object, hoping to investigate and study the present situation of the construction of public goods in the rural communities in Lengshuijiang. This paper analyzes the basic conditions of the construction of public goods in the rural communities of Lengshuijiang, tries to find the obstacles restricting the construction of the public goods in the rural communities in Lengshuijiang, and puts forward some suggestions to perfect the construction of the public goods in the rural communities in Lengshuijiang. Through the study, this paper collates the relevant literature about community management and the construction of public goods in rural communities, and determines the main research methods and contents. Secondly, Systematically studied the concept and basic theory of rural community public goods construction, seriously studied the concept of community, community public goods construction and public theory, community welfare theory, urban and rural overall development theory and consumer utility theory; Thirdly, it analyzes the basic conditions of the construction of public goods in the rural communities in Lengshuijiang, including the general situation of the economic and social development in the rural areas of Lengshuijiang. The macro and micro basic conditions and the main policy opportunities in the construction of public goods in the rural communities of Lengshuijiang City; 4th, the basic conditions for the construction of public goods in the rural communities of Lengshuijiang City by visiting and combining with the basic conditions of the construction of public goods in the rural communities, It is found that there are still some problems in the construction of public goods in the rural communities of Lengshuijiang, such as the degree of recognition, the investment of funds, the arrangement of projects and the supervision of organization, etc. Finally, by studying the experience of the construction of public goods in the foreign communities, Combined with the actual development of the new rural construction in Lengshuijiang City, this paper puts forward the countermeasures and suggestions on the construction of public goods in the rural community in Lengshuijiang City from three aspects: pluralistic participation in the construction of common goods in rural communities, multi-service and multi-channel integration of construction funds.
