【摘要】：農(nóng)村人力資源是促進(jìn)農(nóng)村社會(huì)經(jīng)濟(jì)發(fā)展的力量源泉,也是現(xiàn)代化發(fā)展的必然趨勢(shì)。充分發(fā)揮政策對(duì)重慶農(nóng)村人力資源開(kāi)發(fā)的基礎(chǔ)性指導(dǎo)作用,是我國(guó)處于社會(huì)轉(zhuǎn)型時(shí)期的重要體現(xiàn)。重慶農(nóng)村人力資源開(kāi)發(fā)取得成效的關(guān)鍵在于政策的跟進(jìn),但是政策的滯后性及效應(yīng)釋放的不足是阻礙重慶農(nóng)村人力資源進(jìn)一步開(kāi)發(fā)的決定性因素,因此從長(zhǎng)遠(yuǎn)來(lái)看,重慶要提高城鎮(zhèn)化質(zhì)量、實(shí)現(xiàn)城鄉(xiāng)統(tǒng)籌發(fā)展和新農(nóng)村建設(shè),必須立足實(shí)際,以創(chuàng)新驅(qū)動(dòng)發(fā)展,實(shí)現(xiàn)重慶農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新。本論文結(jié)合重慶整體社會(huì)經(jīng)濟(jì)發(fā)展戰(zhàn)略與農(nóng)村人力資源開(kāi)發(fā)政策實(shí)施的客觀現(xiàn)實(shí),詳細(xì)梳理國(guó)內(nèi)外關(guān)于農(nóng)村人力資源開(kāi)發(fā)及其政策創(chuàng)新的相關(guān)文獻(xiàn),在借鑒人力資本理論、新經(jīng)濟(jì)增長(zhǎng)理論、地方政府創(chuàng)新理論及政策生態(tài)理論等理論研究成果的基礎(chǔ)上,形成對(duì)農(nóng)村人力資源開(kāi)發(fā)、農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的規(guī)范性認(rèn)識(shí)。本論文的基本思路是：運(yùn)用歷史分析方法,對(duì)既有政策進(jìn)行時(shí)序概覽,掌握重慶農(nóng)村人力資源開(kāi)發(fā)既有政策的框架和演變特征,以此為分析基點(diǎn),運(yùn)用實(shí)證分析方法,從政策釋放效應(yīng)和政策創(chuàng)新影響因子兩個(gè)維度,探尋重慶農(nóng)村人力資源開(kāi)發(fā)政策問(wèn)題和缺陷,并通過(guò)計(jì)量檢驗(yàn)方法,揭示重慶農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的影響因子,從而對(duì)重慶農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新提出相應(yīng)的對(duì)策建議。本論文的主要內(nèi)容可分為導(dǎo)論、理論研究、實(shí)證研究和對(duì)策研究四個(gè)部分共7章。第1章為導(dǎo)論部分：通過(guò)對(duì)研究背景、意義與國(guó)內(nèi)外研究現(xiàn)狀的詳細(xì)闡述,確立研究思路、方法和內(nèi)容,并提出研究的可能創(chuàng)新點(diǎn)。第2章為理論研究部分：通過(guò)相關(guān)概念界定和理論借鑒,闡釋農(nóng)村人力資源開(kāi)發(fā)政策效應(yīng)及其創(chuàng)新影響機(jī)理,為研究提供理論基礎(chǔ)和邏輯起點(diǎn)；第3-5章為實(shí)證研究部分：第3章,以時(shí)序概覽的方式梳理重慶重慶直轄以來(lái)的農(nóng)村人力資源開(kāi)發(fā)政策,透視既有政策框架及其演變特征;第4章通過(guò)對(duì)重慶農(nóng)村人力資源開(kāi)發(fā)的現(xiàn)狀問(wèn)題描述,實(shí)證分析既有政策效應(yīng),對(duì)當(dāng)前農(nóng)村人力資源開(kāi)發(fā)政策效應(yīng)釋放不足的原因進(jìn)行問(wèn)題分析；第5章根據(jù)重慶發(fā)展現(xiàn)狀,科學(xué)選取指標(biāo)體系,對(duì)重慶農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的影響因素進(jìn)行實(shí)證分析。第6章為對(duì)策研究部分：提出重慶農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的對(duì)策建議。本論文的研究結(jié)論包括以下幾點(diǎn)：1.農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新本質(zhì)上是在社會(huì)經(jīng)濟(jì)發(fā)展新形勢(shì)下,地方政府采取新的價(jià)值標(biāo)準(zhǔn)、重組政策參與主體、優(yōu)化政策資源、使用新的政策工具,對(duì)原有農(nóng)村人力資源開(kāi)發(fā)政策進(jìn)行揚(yáng)棄和超越的過(guò)程；2.農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的影響機(jī)理主要體現(xiàn)在農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新與農(nóng)民增收和經(jīng)濟(jì)增長(zhǎng)之間的相互聯(lián)系上,其結(jié)構(gòu)為“政策創(chuàng)新——制度形成——農(nóng)村人力資源開(kāi)發(fā)——農(nóng)民增收和經(jīng)濟(jì)增長(zhǎng)”的實(shí)現(xiàn)過(guò)程；3.重慶直轄以來(lái)的農(nóng)村人力資源開(kāi)發(fā)政策始終堅(jiān)持以人為本為主線,政策框架包括教育培訓(xùn)政策、社會(huì)保障政策、人才隊(duì)伍建設(shè)政策、新型農(nóng)民組織政策、就業(yè)創(chuàng)業(yè)政策、財(cái)稅金融政策和戶籍制度改革政策；4.由于主體機(jī)制不協(xié)調(diào)、制度體系不規(guī)范、農(nóng)民素質(zhì)不合理、經(jīng)濟(jì)發(fā)展不到位等原因的疊加影響,重慶農(nóng)村人力資源開(kāi)發(fā)政策效應(yīng)不能有效釋放；5.農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新是多維度因子相互制約、共同作用的結(jié)果,其指標(biāo)結(jié)構(gòu)具有多重性,因子鏈條紛繁復(fù)雜；6.實(shí)現(xiàn)農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的核心內(nèi)容是制度環(huán)境、農(nóng)村經(jīng)濟(jì)、農(nóng)民發(fā)展、政策系統(tǒng)及主體機(jī)制五項(xiàng)內(nèi)容的改革與創(chuàng)新。本論文的可能創(chuàng)新之處有兩點(diǎn)：一是以政策創(chuàng)新視角研究農(nóng)村人力資源開(kāi)發(fā)問(wèn)題。從重慶農(nóng)村人力資源開(kāi)發(fā)現(xiàn)狀來(lái)看,既有政策體系難以成為農(nóng)村人力資源高效開(kāi)發(fā)的助推力量,并且政策的滯后性是發(fā)展農(nóng)業(yè)現(xiàn)代化、促進(jìn)城鄉(xiāng)統(tǒng)籌發(fā)展以及實(shí)現(xiàn)社會(huì)主義新農(nóng)村建設(shè)的梗阻,因此,創(chuàng)新現(xiàn)有政策成為必要;二是,形成農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的基本認(rèn)識(shí)和探索趨勢(shì)。重慶市具有大農(nóng)村和大城市并存的典型特征,折射出全國(guó)農(nóng)村人力資源開(kāi)發(fā)的整體意蘊(yùn),因而有可能形成對(duì)當(dāng)前農(nóng)村人力資源開(kāi)發(fā)政策創(chuàng)新的基本認(rèn)識(shí)和探索趨勢(shì),為政府實(shí)行科學(xué)的農(nóng)村人力資源開(kāi)發(fā)政策提供了理論依據(jù)。同時(shí),本論文研究的不足主要體現(xiàn)在：一是由于作者公共政策學(xué)和管理學(xué)理論基礎(chǔ)的不夠深入,存在研究視野上的局限,在分析重慶現(xiàn)狀的基礎(chǔ)上給出的政策創(chuàng)新建議缺乏更深層次的分析和整體性構(gòu)建；二是客觀性受限。由于相關(guān)部門(mén)權(quán)威性政策的獲取相當(dāng)不易,因此可能存在重慶農(nóng)村人力資源開(kāi)發(fā)政策搜集的不全面。
[Abstract]:Rural human resource is the source of power to promote the development of rural social economy, but also the inevitable trend of modern development. Give full play to the role of policy on Chongqing rural human resources development the basic guidance, our country is in the important embodiment of the social transition period. Chongqing rural human resources development is the key to the success of the policy to follow up, but the lack of release lag and effect of the policy is a decisive factor that hinders the further development of human resources in rural areas of Chongqing, so in the long run, Chongqing should improve the quality of urbanization, urban and rural development and new rural construction must be based on the actual, innovation driven development, the realization of Chongqing rural human resources development policy innovation. This paper combines the objective reality of Chongqing the overall social and economic development strategy of rural human resources development policy implementation, detailed analysis of domestic and foreign literature about rural human Literature resource development and policy innovation, in reference to the theory of human capital, the new economic growth theory, the foundation of local government innovation theory and policy of ecological theory and research results, the formation of the rural human resources development, standardization of rural policy innovation of human resources knowledge. The basic idea of this thesis is: the use of historical analysis methods on the existing policy timing overview, master of human resource development in rural Chongqing has both framework and evolution of policy, on this basis, using the empirical analysis method, from the policy releasing effect and policy innovation influence factors of two dimensions, explore Chongqing rural human resources development policy problems and defects, and through empirical method and reveal the impact factor of Chongqing rural human resources development policy innovation, and to Chongqing rural human resource development innovation and put forward the corresponding policy The countermeasures and suggestions.
