【摘要】：旅游扶貧是通過開發(fā)貧困地區(qū)相對豐富的旅游資源,興辦旅游經(jīng)濟(jì)實體,使旅游業(yè)成為地區(qū)支柱性產(chǎn)業(yè),實現(xiàn)貧困地區(qū)居民和地方財政雙脫貧致富。目前,國家級旅游扶貧試驗區(qū)包括寧夏六盤山、江西省贛州市、吉安市、河北省阜平市以及內(nèi)蒙古阿爾山市,五個試驗區(qū)已成為開發(fā)中國旅游扶貧項目的關(guān)鍵基地,也為全國旅游扶貧項目開發(fā)提供了基礎(chǔ)。然而,五個國家級扶貧試驗區(qū)由于所處的區(qū)域、所擁有的資源及試驗區(qū)批準(zhǔn)時間等不同,使得每個試驗區(qū)都有自己的發(fā)展規(guī)劃與策略,試驗區(qū)的發(fā)展有無相互借鑒之處;開發(fā)批準(zhǔn)新的國家級扶貧試驗區(qū),新的國家級扶貧試驗區(qū)如何又快又好的發(fā)展,此五個試驗區(qū)可否為其提供參考等等,都是必須解決的科學(xué)問題。本文采用文獻(xiàn)研究法、數(shù)據(jù)統(tǒng)計法及邏輯分析等方法,在前人相關(guān)研究的基礎(chǔ)上,闡述分析了上述問題。文章根據(jù)研究框架共分為六個部分,第一部分主要闡述了研究的背景、意義及研究思路;第二部分主要對旅游扶貧概念及其相關(guān)理論做了界定,并分析了目前的旅游扶貧國內(nèi)外研究現(xiàn)狀;第三部分國家級旅游扶貧試驗區(qū)的發(fā)展歷程;第四部分是研究的主體,對比分析五個國家扶貧試驗區(qū)成立之前的基礎(chǔ)條件以及成立之后的發(fā)展模式及效果的情況,指出了五個國家級旅游扶貧試驗區(qū)存在的共性與區(qū)別,旨在為試驗區(qū)間的相互借鑒提供依據(jù);第五部分依據(jù)上述分析,闡述了目前國家級旅游扶貧試驗區(qū)發(fā)展存在的問題,針對問題給出了具體策略;最后總結(jié)了研究的主要結(jié)論并提出文章的不足,期待下一步能夠更加深入的研究。
[Abstract]:Tourism poverty alleviation is through the development of relatively rich tourism resources in poor areas, the establishment of tourism economic entities, so that tourism becomes a pillar industry in the region, so that residents in poor areas and local finance can both lift themselves out of poverty and become rich. At present, The national tourism poverty alleviation pilot areas include Liupanshan in Ningxia, Ganzhou in Jiangxi Province, Ji'an in Jiangxi, Fuping in Hebei Province and Alshan in Inner Mongolia. The five pilot areas have become the key bases for developing China's tourism poverty alleviation projects. It also provides a basis for the development of national tourism poverty alleviation projects. However, due to the differences in the regions in which the five national poverty alleviation pilot areas are located, the resources they possess and the approval time of the pilot areas, each pilot area has its own development plan and strategy. Whether or not the development of the experimental areas can draw lessons from each other; whether the development and approval of the new national poverty alleviation pilot areas, how fast and good the new national poverty alleviation pilot areas can develop, and whether these five pilot areas can provide reference for them, and so on. This paper uses the methods of literature research, data statistics and logic analysis, and expounds and analyzes the above problems on the basis of previous relevant research. The paper is divided into six parts according to the research framework. The first part mainly describes the background, significance and research ideas of the research, the second part mainly defines the concept of tourism poverty alleviation and related theories, and analyzes the current research situation of tourism poverty alleviation at home and abroad. The third part is the development course of the national tourism poverty alleviation experimental area, the 4th part is the main body of the research, and compares and analyzes the basic conditions before the establishment of the five national poverty alleviation experimental areas and the development model and effect after the establishment. This paper points out the commonness and difference of the five state-level tourism poverty alleviation test areas in order to provide the basis for the mutual reference among the test areas, and in 5th, based on the above analysis, expounds the problems existing in the development of the state-level tourism poverty alleviation test areas. Finally, this paper summarizes the main conclusions of the research and puts forward the shortcomings of the paper, and expects to further study further.
