【摘要】：土地問題是城鎮(zhèn)化進程中不容忽視、不可回避的問題�！吨泄仓醒雵鴦�(wù)院關(guān)于加快發(fā)展現(xiàn)代農(nóng)業(yè),進一步增強農(nóng)村發(fā)展活力的若干意見》中指出新型農(nóng)業(yè)經(jīng)營體系的建立、培育和壯大。本文在土地流轉(zhuǎn)視域下對家庭農(nóng)場這一新型農(nóng)業(yè)經(jīng)營模式進行研究,有利于將農(nóng)業(yè)經(jīng)營體系進一步豐富,使農(nóng)業(yè)發(fā)展中的現(xiàn)實問題得到解決。實踐中家庭農(nóng)場對緩解“三農(nóng)”問題所起的積極意義逐漸凸顯,家庭農(nóng)場受到我國各級職能部門的高度重視,基于萊蕪市農(nóng)業(yè)發(fā)展的資源稟賦及土地利用現(xiàn)狀,嘗試從土地流轉(zhuǎn)的視角探索萊蕪市家庭農(nóng)場的培育條件,通過科學(xué)合理的土地流轉(zhuǎn)機制服務(wù)家庭農(nóng)場的建立及成長。全文共分四個章節(jié):第一部分從選題的背景、意義,研究的思路和方法方面介紹家庭農(nóng)場的興起,之后概述國內(nèi)外關(guān)于土地流轉(zhuǎn)和家庭農(nóng)場兩個方面的研究成果,分析優(yōu)勢與不足,將本文的研究目的加以表述。第二部分現(xiàn)介紹我國土地流轉(zhuǎn)背景下家庭農(nóng)場的形成,分析了土地流轉(zhuǎn)和家庭農(nóng)場相輔相成的密切聯(lián)系,在此基礎(chǔ)上研究了我國家庭農(nóng)場的發(fā)展現(xiàn)狀及特點,分析了當(dāng)前我國家庭農(nóng)場的實施障礙。第三部分采用實證方法對萊蕪市土地流轉(zhuǎn)及家庭農(nóng)場的發(fā)展現(xiàn)狀及存在問題進行分析,揭示家庭農(nóng)場這一新型農(nóng)業(yè)經(jīng)營模式的優(yōu)勢對土地流轉(zhuǎn)的促進作用,從中探索適合萊蕪市家庭農(nóng)場發(fā)展的經(jīng)驗方法。第四部分根據(jù)理論研究和實證研究所得啟示,提出適合萊蕪市土地流轉(zhuǎn)背景下家庭農(nóng)場培育和經(jīng)營的對策和建議。
[Abstract]:The land problem is a problem that cannot be ignored and can not be avoided in the course of urbanization. The views of the CPC Central Committee and the State Council on speeding up the development of modern agriculture and further enhancing the vitality of rural development point out the establishment of a new agricultural management system. This paper studies the family farm, a new agricultural management model, which is beneficial to enrich the agricultural management system. In practice, the positive significance of family farms in alleviating the problem of agriculture, rural areas and farmers has gradually become prominent, and family farms have been highly valued by the functional departments at all levels in our country. Based on the resource endowment and land use status of agricultural development in Laiwu City, this paper attempts to explore the cultivation conditions of family farms in Laiwu City from the perspective of land circulation. The paper is divided into four chapters: the first part introduces the rise of family farms from the background, significance, research ideas and methods. Then it summarizes the research results of land circulation and family farm at home and abroad, analyzes the advantages and disadvantages, and describes the purpose of this paper. The second part introduces the formation of family farm under the background of land circulation in China. Based on the analysis of the close relationship between land circulation and family farms, the present situation and characteristics of family farms in China are studied. The third part analyzes the current situation and existing problems of land circulation and family farm development in Laiwu City by using empirical method. This paper reveals the advantages of family farm, a new mode of agricultural management, in promoting land circulation, and explores the empirical methods suitable for the development of family farm in Laiwu City. 4th, based on theoretical research and empirical research, some revelations are obtained. The countermeasures and suggestions for the cultivation and management of family farms under the background of land circulation in Laiwu City are put forward.
