【摘要】：在充分分析國外、國內(nèi)農(nóng)業(yè)技術(shù)推廣模式基礎(chǔ)上,結(jié)合武漢市農(nóng)業(yè)特色功能區(qū)具體農(nóng)業(yè)技術(shù)推廣,本文給出了武漢市農(nóng)業(yè)技術(shù)推廣模式重建的原則和方向,指出了建立政府為主導(dǎo)的多元化農(nóng)業(yè)技術(shù)推廣模式,農(nóng)業(yè)技術(shù)推廣需要根據(jù)農(nóng)業(yè)技術(shù)推廣性質(zhì)和公益程度不同,確定各自的推廣范圍和任務(wù),集中優(yōu)勢(shì)資源參與縣級(jí)農(nóng)業(yè)技術(shù)推廣機(jī)制建設(shè),此外農(nóng)業(yè)技術(shù)科研、推廣和教育要緊密結(jié)合,相互促進(jìn),最大程度上促進(jìn)農(nóng)業(yè)技術(shù)的轉(zhuǎn)化和發(fā)展;在推行農(nóng)業(yè)技術(shù)重建中要加強(qiáng)經(jīng)費(fèi)管理,由中央農(nóng)業(yè)管理部門統(tǒng)一劃撥經(jīng)費(fèi),加大農(nóng)業(yè)技術(shù)推廣費(fèi)用支持力度,促進(jìn)農(nóng)業(yè)技術(shù)發(fā)展。在新型的農(nóng)業(yè)技術(shù)推廣模式下,還加強(qiáng)農(nóng)業(yè)科技推廣人才隊(duì)伍建設(shè),通過多種層次培養(yǎng)高層次人才,此外實(shí)行嚴(yán)格的從業(yè)資格制度,進(jìn)行定期培訓(xùn)保證技術(shù)人員的技術(shù)水平;新型的推廣模式還需要豐富農(nóng)業(yè)技術(shù)推廣和宣傳的手段,充分利用現(xiàn)代化信息比如網(wǎng)絡(luò)技術(shù),建立衛(wèi)星、廣播電視、網(wǎng)站、網(wǎng)頁、遠(yuǎn)程教學(xué)系統(tǒng),制作并分發(fā)宣傳冊(cè)、宣傳頁,此外要開展宣講會(huì)、展銷會(huì)、博覽會(huì),還要發(fā)揮農(nóng)業(yè)技術(shù)特派員的作用,特派員深入到田園、企業(yè)一線,促進(jìn)農(nóng)業(yè)技術(shù)的推廣。政府為主導(dǎo)的多元化農(nóng)業(yè)技術(shù)推廣模式鼓勵(lì)構(gòu)建自下而上的農(nóng)業(yè)技術(shù)推廣模式,以充分調(diào)動(dòng)各方面的積極性,特別是技術(shù)推廣員的積極性,激勵(lì)農(nóng)業(yè)技術(shù)推廣人員,將參與農(nóng)業(yè)技術(shù)推廣作為評(píng)選職稱、晉升的重要依據(jù);發(fā)揮農(nóng)民經(jīng)濟(jì)合作組織和農(nóng)民協(xié)會(huì)的作用,根據(jù)農(nóng)民的需求,提供技術(shù)、材料和設(shè)備;推廣人員與技術(shù)人員聯(lián)系需要進(jìn)一步加強(qiáng)。
[Abstract]:On the basis of fully analyzing the agricultural technology extension models of foreign and domestic countries and combining with the specific agricultural technology extension in Wuhan agricultural characteristic function area, this paper gives the principle and direction of the reconstruction of agricultural technology extension mode in Wuhan. It is pointed out that the establishment of a multiplex agricultural technology extension mode led by the government needs to determine the scope and task of agricultural technology extension according to the nature of agricultural technology extension and the degree of public interest. Concentrate advantage resources to participate in the construction of county level agricultural technology extension mechanism, in addition, agricultural technology scientific research, extension and education should be closely combined, promote each other, and promote the transformation and development of agricultural technology to the greatest extent; In carrying out the reconstruction of agricultural technology, we should strengthen the management of funds, allocate funds uniformly by the central agricultural administrative department, increase the support for the cost of agricultural technology extension, and promote the development of agricultural technology. We should also strengthen the construction of the contingent of agricultural science and technology extension personnel, train high-level talents through various levels, and implement a strict system of qualification for the employment of technicians, and carry out regular training to ensure the technical level of technical personnel; The new extension model also needs to enrich the means of agricultural technology extension and publicity, make full use of modern information such as network technology, establish satellites, radio and television, websites, web pages, distance learning systems, produce and distribute brochures, promotional pages, In addition, it is necessary to carry out propaganda seminars, trade fairs, expositions, and to give full play to the role of special agri-technical commissioners, who go deep into pastoral and enterprise lines. Promoting the extension of agricultural technology. The government-led diversified agricultural technology extension model encourages the construction of bottom-up agricultural technology extension models in order to fully mobilize the enthusiasm of all sides, especially the enthusiasm of technical extension workers. To encourage agricultural technology extension personnel to participate in agricultural technology extension as an important basis for their professional titles and promotion; to give play to the role of farmers' economic cooperation organizations and farmers' associations and to provide technology, materials and equipment according to farmers' needs; The communication between extension workers and technicians needs to be further strengthened.
