【摘要】：文章從可持續(xù)生計視角,利用自然資本、物質(zhì)資本、金融資本、人力資本、社會資本五大生計資本維度,構(gòu)建縣域多維貧困測度指標體系,并對青海藏區(qū)不同縣域的多維貧困狀況展開跨時區(qū)測度與比較。研究發(fā)現(xiàn):進入21世紀以來,隨著國家大力推進扶貧開發(fā)工作,青海藏區(qū)農(nóng)牧業(yè)、教育事業(yè)、社會事業(yè)得到較大發(fā)展,群眾收入得到較大提高,藏區(qū)扶貧開發(fā)取得了較大成效。隨著時間推移,青海藏區(qū)各縣域多維貧困程度在波動中不斷減輕,多維貧困狀況得到了不同程度改善。但從空間演變來看,青海藏區(qū)各縣域多維貧困的差異性正逐漸擴大,出現(xiàn)了多維貧困減緩過程中的"馬太效應"。目前青海藏區(qū)各縣域多維貧困以中度和重度為主,脫貧任務依然艱巨。就多維貧困的貢獻度而言,金融資本、自然資本和社會資本對青海藏區(qū)各縣域多維貧困的貢獻度較大,尤其是自然資本的貢獻度呈上升趨勢。
[Abstract]:In this paper, from the perspective of sustainable livelihood, using five dimensions of livelihood capital, natural capital, material capital, financial capital, human capital and social capital, the paper constructs the index system of multi-dimensional poverty measurement in county area. The multi-dimensional poverty situation of different counties in Qinghai Tibetan region is measured and compared in different time zones. The study finds that since 21th century, with the country vigorously promoting poverty alleviation and development, the Qinghai Tibetan region has been engaged in agriculture, animal husbandry and education. Social undertakings have been greatly developed, people's incomes have been greatly increased, and greater achievements have been made in poverty alleviation and development in Tibet. With the passage of time, the degree of multidimensional poverty in various counties in Qinghai Tibet has been continuously reduced amid fluctuations. The situation of multidimensional poverty has been improved to varying degrees. But from the perspective of spatial evolution, the differences of multidimensional poverty in various counties in Qinghai Tibetan region are gradually expanding. There is a "Matthew effect" in the process of multi-dimensional poverty alleviation. At present, the multi-dimensional poverty in various counties of Qinghai Tibetan region is mainly moderate and severe, and the task of eradicating poverty is still arduous. As far as the contribution of multidimensional poverty is concerned, financial capital, The contribution of natural capital and social capital to multi-dimensional poverty in various counties of Qinghai Tibetan region is great, especially the contribution of natural capital is on the rise.
