【摘要】：在中國經(jīng)濟(jì)持續(xù)發(fā)展的形勢下,依然有相當(dāng)多的農(nóng)村人口處于貧困邊緣。"十三五"時(shí)期是全面建成小康社會(huì)的決定性階段,扶貧開發(fā)工作在"十三五"規(guī)劃中的更為突出。本文先介紹了精準(zhǔn)扶貧的內(nèi)涵和意義,接著指出"十三五"時(shí)期農(nóng)村精準(zhǔn)扶貧中存在著扶貧識別不精準(zhǔn)、扶貧方式不精準(zhǔn)、扶貧管理不精準(zhǔn)等困境,最后從建立扶貧工作責(zé)任制、運(yùn)用大數(shù)據(jù)對扶貧對象進(jìn)行識別和動(dòng)態(tài)管理、拓寬扶貧資金的來源渠道、提高貧困人員的積極性和脫貧能力等方面提出解決困境的建議。
[Abstract]:Under the situation of sustained economic development in China, quite a large number of rural people are still on the verge of poverty. The 13th Five-Year Plan period is the decisive stage for building a well-off society in an all-round way. The work of poverty alleviation and development is more prominent in the 13th Five-Year Plan. This paper first introduces the connotation and significance of precision poverty alleviation, and then points out that in the 13th Five-Year Plan period, the identification of poverty alleviation is not accurate, and the way of poverty alleviation is not accurate. Poverty alleviation management is not accurate and so on. Finally, from the establishment of the poverty alleviation work responsibility system, the use of big data to identify and dynamically manage poverty relief objects, and to broaden the source channels of poverty alleviation funds, To improve the enthusiasm of the poor and the ability to overcome poverty and other aspects of the proposal to solve the plight.
