【摘要】：運用文獻分析法對土地產權制度改革及社會空間正義進行了綜述性研究,分析了留用地制度創(chuàng)新的實踐意義。通過對典型地區(qū)留用地政策的原因、形式、機制等進行分析與比較,揭示了留用地政策對社會經濟空間的影響,以及留用地制度的歷史遺留問題。認為應通過制度創(chuàng)新實現留用地的存量盤活、提質增效及空間規(guī)劃與治理;應著重從改革征地制度、明晰土地產權、完善土地市場、規(guī)范土地管理等四個方面創(chuàng)新城市留用地制度。
[Abstract]:This paper makes a summary study on the reform of land property right system and social spatial justice by means of literature analysis, analyzes the practical significance of the innovation of land retention system, and analyzes the reasons and forms of the policy of retaining land in typical areas. Through the analysis and comparison of the mechanism and so on, this paper reveals the influence of the land retention policy on the social and economic space, as well as the problems left over from the history of the land retention system, and holds that the stock of the reserved land should be revitalized through institutional innovation. It should focus on four aspects: reforming the land expropriation system, clarifying the land property right, perfecting the land market, standardizing the land management, and innovating the urban land retention system.
