【摘要】：貧困治理本質(zhì)上是一種資源的再分配過(guò)程,社會(huì)組織是這個(gè)再分配過(guò)程的重要組成部分。與市場(chǎng)和政府在扶貧資源配置領(lǐng)域存在內(nèi)在局限性相比,社會(huì)組織參與扶貧不僅可以克服市場(chǎng)的選擇偏好,而且在一定程度上能夠彌補(bǔ)政府配置扶貧資源過(guò)于強(qiáng)調(diào)宏觀手段導(dǎo)致的效率不高問(wèn)題。新形勢(shì)下我國(guó)扶貧開(kāi)發(fā)進(jìn)入了精準(zhǔn)扶貧的新階段,社會(huì)組織參與精準(zhǔn)扶貧迎來(lái)了一系列難得的機(jī)遇,同時(shí)也面臨一些不可避免的挑戰(zhàn)。精準(zhǔn)扶貧戰(zhàn)略下讓社會(huì)組織發(fā)揮更大的作用,真正成為貧困多元化治理架構(gòu)中的重要一極,必須揚(yáng)長(zhǎng)避短,突破困境,從多個(gè)路徑提升其參與精準(zhǔn)扶貧的效率和水平。
[Abstract]:The governance of poverty is essentially a process of redistribution of resources, and social organization is an important part of the redistribution process. Compared with the inherent limitations of the market and the government in the field of resource allocation for poverty alleviation, Participation of social organizations in poverty alleviation not only overcomes market preferences, And to a certain extent, it can make up for the inefficient problems caused by the government's excessive emphasis on macro-means in allocating resources for poverty alleviation. Under the new situation, poverty alleviation and development in China has entered a new stage of precision poverty alleviation. The participation of social organizations in precision poverty alleviation has ushered in a series of rare opportunities as well as some unavoidable challenges. Under the strategy of precision poverty alleviation, social organizations can play a greater role and become an important pole in the governance structure of poverty diversification. It is necessary to improve the efficiency and level of its participation in accurate poverty alleviation by taking advantage of its strengths and circumventing its weaknesses and breaking through difficulties.
