【摘要】：研究目的:探尋基于目標(biāo)值的土地運(yùn)行關(guān)鍵指標(biāo)預(yù)警研究的方法,及時(shí)提出警戒信息與調(diào)控措施。研究方法:采用趨勢(shì)預(yù)測(cè)法對(duì)警素指標(biāo)的未來(lái)值進(jìn)行預(yù)測(cè),用年均增長(zhǎng)率函數(shù)倒推法確定目標(biāo)值倒推值,結(jié)合預(yù)測(cè)值與目標(biāo)值倒推值確定2015—2020年彈性警界線,采用統(tǒng)計(jì)誤差理論所得出3σ法則來(lái)確定警度界限的區(qū)間,采用景氣信號(hào)燈法判別警情,黃色信號(hào)燈表示輕警、紅色信號(hào)燈重警,采用情景分析法分析不同減量化目標(biāo)下警情的變化趨勢(shì)。研究結(jié)果:上海市建設(shè)用地總規(guī)模若按減量遞增10%,則2018年后需要保持零增長(zhǎng),若減量遞增30%,則增量還有一定上行空間;工業(yè)用地占比的預(yù)測(cè)值在未來(lái)5年內(nèi)都處于紅色預(yù)警,但警情有較為合理的自下降趨勢(shì)。研究結(jié)論:建設(shè)用地應(yīng)遵循"五量并舉"的調(diào)控思路,努力實(shí)現(xiàn)規(guī)劃建設(shè)用地"負(fù)增長(zhǎng)"目標(biāo);而工業(yè)用地則通過(guò)加強(qiáng)分類引導(dǎo),采取二次開(kāi)發(fā)、復(fù)合利用等措施,優(yōu)化用地結(jié)構(gòu),使工業(yè)用地占比回落到正常區(qū)間。單一警素指標(biāo)預(yù)警適用于時(shí)間序列較長(zhǎng)且有目標(biāo)值的指標(biāo),未來(lái)的研究重點(diǎn)應(yīng)在單項(xiàng)預(yù)警的基礎(chǔ)上,構(gòu)建以土地要素為核心的多要素安全綜合預(yù)警體系。
[Abstract]:Objective: to explore the method of early warning research on the key indicators of land operation based on target value, and to put forward the warning information and control measures in time. The target value is determined by the average annual growth rate function method, and the elastic warning line of 2015-2020 is determined by combining the predicted value with the target value. The interval of the limit of alarm degree is determined by using the 3 蟽 rule derived from the statistical error theory. Using the prosperity signal lamp method to judge the police situation, the yellow signal light alarm, the red signal light alarm, The change trend of warning situation under different reduction targets is analyzed by scenario analysis. The results are as follows: if the total scale of construction land in Shanghai is increased by 10 percent, then it needs to maintain zero growth after 2018, and if the reduction is increased by 30 percent, there is still some room for the increment to go up. The forecast value of industrial land proportion is in red early warning in the next five years, but the police situation has a reasonable downward trend. We should strive to achieve the goal of "negative growth" of the planned construction land, and optimize the structure of the land for industrial use by strengthening the guidance of classification, taking measures such as secondary development and compound utilization, etc. The single alarm index can be applied to the indicators with long time series and target value. The emphasis of future research should be on the basis of single warning. A comprehensive early warning system of multi-factor security with land element as the core is constructed.
