【摘要】：隨著中國在國際援助格局中地位的提升和中央有關(guān)"一帶一路""走出去"以及經(jīng)略周邊等戰(zhàn)略方針政策的提出,對外援助尤其是農(nóng)業(yè)對外援助的有效實施變得尤為重要。從新中國成立之初,對外援助就在中國的外交活動中扮演著十分重要的角色,援外培訓(xùn)本著"授人以漁"的原則,是對外人力資源援助層面的重要部分。本文首先對農(nóng)業(yè)對外培訓(xùn)在國際援助中進(jìn)行定位;其次以農(nóng)業(yè)部系統(tǒng)7家農(nóng)業(yè)對外培訓(xùn)單位實踐經(jīng)驗與案例進(jìn)行分析,總結(jié)成效亮點,對如何統(tǒng)籌利用國際國內(nèi)兩個市場、兩種資源,提升中國農(nóng)業(yè)競爭力,贏得參與國際市場競爭的主動權(quán)進(jìn)行探討。
[Abstract]:With the promotion of China's position in the international aid pattern and the central authorities' proposal of "Belt and Road" and "going out", as well as economic and strategic policies and other strategic principles and policies, The effective implementation of foreign aid, especially foreign agricultural assistance, has become particularly important. From the beginning of the founding of New China, foreign aid has played a very important role in China's diplomatic activities, and foreign aid training has been guided by the principle of "teaching people to fish". It is an important part of the level of foreign human resources assistance. Firstly, this paper focuses on the orientation of agricultural external training in international aid; secondly, it analyzes the practical experience and cases of 7 agricultural external training units in the Ministry of Agriculture system, and summarizes the results. This paper probes into how to make overall use of two international and domestic markets and two kinds of resources to enhance China's agricultural competitiveness and win the initiative to participate in the international market competition.
