【摘要】：統(tǒng)籌城鄉(xiāng)發(fā)展是城鎮(zhèn)化發(fā)展的必然規(guī)律,是解決"三農(nóng)"問題、促進經(jīng)濟社會轉(zhuǎn)型升級的重要內(nèi)容和著力點。本文基于要素流動視角,構(gòu)建土地產(chǎn)權(quán)制度、戶籍制度與城鄉(xiāng)統(tǒng)籌發(fā)展的分析框架,厘清二元經(jīng)濟社會結(jié)構(gòu)轉(zhuǎn)化的邏輯關(guān)系。在此基礎(chǔ)上,從土地資源配置與勞動力轉(zhuǎn)移兩方面反思我國城鄉(xiāng)統(tǒng)籌發(fā)展的誤區(qū),剖析土地產(chǎn)權(quán)制度與戶籍制度對城鄉(xiāng)要素平等、自由流動的阻礙。最后以"人""地"為中心環(huán)節(jié),土地產(chǎn)權(quán)與戶籍聯(lián)動改革為突破點,從推進農(nóng)地市場化改革、供地主體多元化、戶籍與社會福利脫鉤等方面構(gòu)建推動城鄉(xiāng)統(tǒng)籌發(fā)展的制度框架,實現(xiàn)城鄉(xiāng)要素由"單向流動"向"雙向流動"轉(zhuǎn)變。
[Abstract]:Urban and rural development as a whole is the inevitable law of urbanization, is to solve the "three rural" problem, promote the economic and social transformation and upgrading of the important content and focus. This paper based on the perspective of factor flow, the construction of land property rights system. The household registration system and the overall development of urban and rural analysis framework to clarify the transformation of dual economic and social structure of the logical relationship. On this basis. This paper reflects on the misunderstandings of urban and rural development from the two aspects of land resource allocation and labor force transfer, and analyzes the equality of land property right system and household registration system to urban and rural elements. Finally, with "people" and "land" as the central link, the reform of land property right and household registration as the breakthrough point, from the promotion of market-oriented reform of agricultural land, the main body of land supply diversification. The decoupling of household registration and social welfare, the establishment of institutional framework to promote the overall development of urban and rural areas, and the transformation of urban and rural elements from "one-way flow" to "two-way flow".
