【摘要】：中低產田改造是農業(yè)綜合開發(fā)土地治理項目的關鍵內容,是農業(yè)綜合開發(fā)項目必不可缺的組成部分。經濟效益是中低產田改造項目績效評價的重要內容,同時經濟效益是中低產田改造項目是否取得成效的直接體現。中低產田改造項目的經濟效益實質上是指在項目改造中所需的投入如資金、技術及各種人工勞動力等與產出之間的比較,是項目經濟結果的直接反應。本文首先對赤峰市梧桐花鎮(zhèn)中低產田改造項目研究的背景與意義進行說明,以經濟效益評價、可持續(xù)發(fā)展理論為基礎,對項目區(qū)的自然和社會經濟情況進行了介紹。其次,建立起對中低產田改造項目經濟效益評價指標體系,運用對比分析,靜態(tài)財務分析、動態(tài)財務分析的方法對項目區(qū)的經濟指標進行計算分析,并進一步對影響該項目的不確定性因素做了盈虧平衡分析和敏感性分析。最后,通過計算分析得出梧桐花鎮(zhèn)中低產田改造項目在經濟上是可行的,項目的實施為增加了農牧民收入,改善了項目區(qū)基礎生產條件,并且得出該項目具有一定的盈利能力和抗風險能力。但是項目本身也存在一定的問題如：項目的資金投入不足,改造力度不夠；對項目區(qū)農業(yè)生產技術投入不夠重視；改造項目的監(jiān)督與管護工作艱難；項目改造缺乏長效機制。針對項目出現的問題提出了相關的建議：發(fā)揮地方政府與農牧民主動參與的積極性;加大中低產田改造項目在農業(yè)科學及技術方面的投入力度；加強該地區(qū)中低產田改造項目的監(jiān)督和管理；建立改造的長效機制,實現該地農業(yè)的可持續(xù)性發(fā)展。
[Abstract]:The transformation of middle and low yield farmland is the key content of the comprehensive agricultural development land management project, and it is an indispensable part of the comprehensive agricultural development project. The economic benefit is the important content of the performance evaluation of the low and middle yield field reconstruction project. At the same time, the economic benefit is the direct embodiment of whether the middle and low yield field reconstruction project has achieved the effect. In essence, the economic benefit of the low and medium yield field reconstruction project refers to the investment such as funds needed in the project transformation. The comparison between technology and labor force and output is a direct response to the economic results of the project. Firstly, this paper explains the background and significance of the research on the transformation project of middle and low yield fields in Wutonghua Town, Chifeng City. On the basis of economic benefit evaluation and sustainable development theory, this paper introduces the natural and social economic situation of the project area. Secondly, the index system of economic benefit evaluation for the middle and low yield field reconstruction project is established. Using the methods of comparative analysis, static financial analysis and dynamic financial analysis, the economic indicators of the project area are calculated and analyzed. Furthermore, the uncertain factors affecting the project are analyzed by break-even analysis and sensitivity analysis. Finally, through the calculation and analysis, it is concluded that the transformation project of middle and low yield field in Wutonghua Town is economically feasible. The implementation of the project has increased the income of farmers and herdsmen and improved the basic production conditions in the project area. And it is concluded that the project has certain profitability and anti-risk ability. However, the project itself also has some problems, such as: insufficient investment in the project funds, insufficient transformation efforts; Not enough attention should be paid to the technical input of agricultural production in the project area; The supervision and management of the transformation project is difficult; In view of the problems of the project, some suggestions are put forward: the initiative of local government and farmers and herdsmen to participate in the project; Increasing investment in agricultural science and technology; To strengthen the supervision and management of the transformation project of middle and low yield fields in this area; Establish the long-term mechanism of transformation to realize the sustainable development of the local agriculture.
