【摘要】：蔬菜價(jià)格保險(xiǎn)作為一種政策性農(nóng)業(yè)保險(xiǎn),在穩(wěn)定蔬菜供給、保障農(nóng)戶收益等方面發(fā)揮著重要作用。分析了我國(guó)蔬菜價(jià)格保險(xiǎn)試點(diǎn)情況及特點(diǎn),指出保險(xiǎn)實(shí)施具有分散市場(chǎng)風(fēng)險(xiǎn)、降低農(nóng)戶損失及穩(wěn)定蔬菜市場(chǎng)供給等作用;系統(tǒng)總結(jié)了試點(diǎn)地區(qū)在實(shí)施過(guò)程中面臨的財(cái)政資金、區(qū)域聯(lián)動(dòng)、結(jié)構(gòu)與季節(jié)性協(xié)調(diào)及農(nóng)戶投保意識(shí)等方面的困難和挑戰(zhàn),并提出了健全蔬菜價(jià)格保險(xiǎn)長(zhǎng)效投入機(jī)制、建立區(qū)域聯(lián)動(dòng)機(jī)制、擴(kuò)大覆蓋范圍及提高農(nóng)戶認(rèn)識(shí)等政策建議,以期為相關(guān)政策制定提供參考。
[Abstract]:Vegetable price insurance, as a policy-oriented agricultural insurance, plays an important role in stabilizing vegetable supply and protecting farmers' income. This paper analyzes the pilot situation and characteristics of vegetable price insurance in China. It is pointed out that the implementation of insurance has the functions of dispersing market risks, reducing farmers' losses and stabilizing the supply of vegetable markets. This paper summarizes the difficulties and challenges in the process of implementation of the pilot area, such as financial funds, regional linkage, structural and seasonal coordination, and farmers' insurance awareness. The paper also puts forward some policy suggestions such as perfecting the long-term investment mechanism of vegetable price insurance, establishing regional linkage mechanism, expanding the coverage and raising the farmers' understanding, in order to provide reference for the relevant policy formulation.
