【摘要】：農(nóng)業(yè)是國民經(jīng)濟的基礎,是人類社會最基本的物質生產(chǎn)部門。20世紀中期,第二次世界大戰(zhàn)之后,隨著工業(yè)化的發(fā)展和科學技術日益被投入生產(chǎn)領域,世界各主要發(fā)達國家農(nóng)業(yè)生產(chǎn)首先實現(xiàn)了由傳統(tǒng)方式向現(xiàn)代模式的轉變�，F(xiàn)代農(nóng)業(yè)是依靠高科技投入、現(xiàn)代的經(jīng)營管理模式以及規(guī)模化生產(chǎn)運作的農(nóng)業(yè),為世界各國的農(nóng)業(yè)生產(chǎn)和第二、三產(chǎn)業(yè)的發(fā)展提供了先進的技術支持和物質保障。我國是一個農(nóng)業(yè)大國,“三農(nóng)”問題始終是我國的首要問題。改革開放以來,雖然我國的農(nóng)業(yè)生產(chǎn)總量基本保持穩(wěn)步提升的狀態(tài),現(xiàn)代農(nóng)業(yè)發(fā)展取得了巨大的成就,但仍有很多地區(qū)受到農(nóng)業(yè)生產(chǎn)化水平低、技術落后以及農(nóng)民科學文化水平低、觀念落后等問題的影響,嚴重阻礙了我國農(nóng)業(yè)的發(fā)展、農(nóng)村的建設以及農(nóng)民生活水平的提高。因此,在科教興農(nóng)戰(zhàn)略的指導下,我國大力推動發(fā)展現(xiàn)代農(nóng)業(yè),以繼續(xù)改變傳統(tǒng)農(nóng)業(yè)投入多、產(chǎn)出少,對資源環(huán)境損耗多的現(xiàn)實狀況。而煙草農(nóng)業(yè)作為農(nóng)業(yè)的一個重要的組成部分,不僅在煙葉的生產(chǎn)和烤煙過程中存在一系列如效率低下、能源消耗高以及破壞生態(tài)環(huán)境等問題,而且也不能很好地適應我國市場經(jīng)濟的飛速發(fā)展。煙草作為我國重要的經(jīng)濟作物之一,無論是在種植面積還是產(chǎn)量上都居于世界首位,為我國國民經(jīng)濟的發(fā)展做出了重要貢獻。延邊地區(qū)位于吉林省東南部,是吉林省煙草農(nóng)業(yè)的主要產(chǎn)區(qū),煙草農(nóng)業(yè)在本地區(qū)的經(jīng)濟發(fā)展中占有重要地位。為了更好地借助區(qū)位優(yōu)勢,提高煙葉產(chǎn)出和煙農(nóng)收入,擴大規(guī)模種植面積,解決當前基礎設施無法滿足生產(chǎn)需要的矛盾以及煙葉質量不高等問題,提高煙草農(nóng)業(yè)企業(yè)利潤,促進延邊地區(qū)整個煙草行業(yè)的發(fā)展,當務之急是推動煙草農(nóng)業(yè)的現(xiàn)代化。本文從現(xiàn)代農(nóng)業(yè)的視閾出發(fā),以具體的統(tǒng)計數(shù)據(jù)和真實材料為支撐,從延邊地區(qū)煙草農(nóng)業(yè)發(fā)展的現(xiàn)實狀況入手,結合當?shù)責煵菪袠I(yè)發(fā)展的歷程,把脈煙草農(nóng)業(yè)發(fā)展過程中所遇到的問題,并綜合分析了產(chǎn)生問題的原因,據(jù)此給出了發(fā)展延邊地區(qū)煙草農(nóng)業(yè)的對策建議。其目的在于促進延邊地區(qū)形成以優(yōu)質煙葉生產(chǎn)為主體,規(guī)�；a(chǎn)為支撐、基礎設施齊全、布局合理、具有核心競爭力的現(xiàn)代煙草農(nóng)業(yè),為推動延邊地區(qū)農(nóng)業(yè)發(fā)展和社會主義新農(nóng)村建設提供借鑒和力量。
[Abstract]:Agriculture is the foundation of the national economy and the most basic material production department of human society. After the second World War, with the development of industrialization and science and technology has been increasingly put into production. The agricultural production of the major developed countries in the world has first realized the transformation from the traditional way to the modern mode. The modern agriculture is the agriculture which depends on the high-tech input, the modern management mode and the large-scale production operation. It has provided advanced technical support and material guarantee for the agricultural production and the development of the second and third industries in the world. China is a big agricultural country, and the "three agricultural" issues have always been the primary problem in our country. Although the total amount of agricultural production in China has basically maintained a steady state of upgrading, modern agricultural development has made great achievements, but there are still many areas by the low level of agricultural production. The technical backwardness, the low level of science and culture of farmers, the backward concept and so on seriously hinder the development of agriculture, the construction of rural areas and the improvement of farmers' living standard. Under the guidance of the strategy of revitalizing agriculture through science and education, our country vigorously promotes the development of modern agriculture in order to continue to change the traditional agriculture with more input and less output. Tobacco agriculture as an important part of agriculture, not only in the production of tobacco leaves and flue-cured tobacco process, such as a series of low efficiency. High energy consumption and damage to the ecological environment, and also can not adapt to the rapid development of the market economy in China. Tobacco as one of the important cash crops in China. The Yanbian area is located in the southeast of Jilin Province, which is the main producing area of tobacco agriculture in Jilin Province, which occupies the first place in the world in both planting area and output, and has made an important contribution to the development of the national economy of our country. Tobacco agriculture plays an important role in the economic development of the region. In order to improve the output of tobacco leaf and the income of tobacco farmers and expand the scale of planting area in order to better use geographical advantages. To solve the problems that the current infrastructure can not meet the production needs and the quality of tobacco leaves is not high, improve the profits of tobacco agricultural enterprises, and promote the development of the whole tobacco industry in Yanbian area. The urgent task is to promote the modernization of tobacco agriculture. This paper starts from the perspective of modern agriculture, with specific statistical data and real materials as the support, starting with the reality of the development of tobacco agriculture in Yanbian area. Combined with the development of the local tobacco industry, this paper analyzes the problems encountered in the development of tobacco agriculture, and comprehensively analyzes the causes of the problems. The aim of this paper is to promote the formation of Yanbian area with high-quality tobacco leaf production as the main body, large-scale production as the support, complete infrastructure and reasonable layout. Modern tobacco agriculture, which has the core competence, provides reference and strength for the agricultural development of Yanbian area and the construction of new socialist countryside.
