【摘要】：伴隨著農(nóng)村經(jīng)濟(jì)的發(fā)展和農(nóng)村居民生活水平的提高,廣大農(nóng)民群眾對(duì)公共服務(wù)的需求也逐步增多,并且日益多樣化。但是眾所周知,當(dāng)前我國(guó)的農(nóng)村公共服務(wù)供給水平處于較低層次,遠(yuǎn)遠(yuǎn)不能滿足廣大農(nóng)民群眾的公共服務(wù)需求,其重要原因就是地方政府在農(nóng)村公共服務(wù)的供給中面臨著嚴(yán)重的財(cái)政困境。那么財(cái)政困境有哪些?其成因是什么?應(yīng)該如何化解這些財(cái)政困境呢?這些都成為了改善地方政府農(nóng)村公共服務(wù)供給現(xiàn)狀,提高農(nóng)村公共服務(wù)供給水平的重要議題。本文以財(cái)政分權(quán)理論、公共產(chǎn)品理論等相關(guān)理論為理論工具,并結(jié)合個(gè)案分析,從財(cái)政視角對(duì)廣西農(nóng)村公共服務(wù)的財(cái)政供給狀況及其困境進(jìn)行了研究,并從實(shí)際出發(fā),提出化解地方政府農(nóng)村公共服務(wù)供給中財(cái)政困境的對(duì)策和建議。全文共五章。第一章為緒論,介紹了國(guó)內(nèi)外關(guān)于地方政府提供農(nóng)村公共服務(wù)的研究現(xiàn)狀,本文的研究方法及研究思路。第二章主要是對(duì)農(nóng)村公共服務(wù)的相關(guān)概念進(jìn)行界定,并對(duì)相關(guān)理論進(jìn)行了闡述。以上兩章作為研究的基礎(chǔ)部分,為后續(xù)研究做出鋪墊。第三章在了解廣西提供農(nóng)村公共服務(wù)現(xiàn)狀的基礎(chǔ)上,對(duì)X鎮(zhèn)進(jìn)行個(gè)案分析,最終得出所面臨的財(cái)政困境主要有財(cái)政資金不足、支出結(jié)構(gòu)不合理以及財(cái)政管理體制不健全等。第四章深入分析了廣西在農(nóng)村公共服務(wù)供給中財(cái)政困境的成因所在。第五章提出了化解廣西農(nóng)村公共產(chǎn)品供給中財(cái)政困境的相關(guān)對(duì)策和建議,主要有以下幾方面:優(yōu)化分稅制;優(yōu)化財(cái)政轉(zhuǎn)移支付制度;加強(qiáng)財(cái)政資金的監(jiān)督管理;優(yōu)化農(nóng)村公共服務(wù)供給的財(cái)政支出結(jié)構(gòu);提高農(nóng)村公共服務(wù)的自我財(cái)政供給能力;推動(dòng)農(nóng)村公共產(chǎn)品供給主體的多元化等。
[Abstract]:With the development of rural economy and the improvement of living standards of rural residents, the demand for public services of the broad masses of farmers is also gradually increasing, and increasingly diversified, but as we all know. At present, the level of rural public service supply in China is at a lower level, far from meeting the public service needs of the broad masses of farmers. The important reason is that local governments are facing serious financial difficulties in the supply of rural public services. What is the cause? How can we resolve these financial difficulties? These have become an important topic to improve the local government rural public service supply and improve the level of rural public service supply. This paper takes fiscal decentralization theory public product theory and other related theories as theoretical tools. And combined with the case study, from the financial perspective of Guangxi rural public service financial supply situation and its plight were studied, and from the reality. Put forward the solution of the local government in the supply of rural public service financial difficulties and suggestions. There are five chapters. The first chapter is the introduction, introduced the domestic and foreign research on the local government to provide rural public services. The second chapter is to define the related concepts of rural public services, and to elaborate the relevant theories. The above two chapters as the basic part of the study. The third chapter on the basis of understanding the current situation of Guangxi to provide rural public services, X Town case analysis, finally concluded that the main financial difficulties faced by the lack of financial funds. Chapter 4th deeply analyzes the causes of the financial predicament in the supply of rural public services in Guangxi. Chapter 5th proposes to resolve the financial difficulties in the supply of rural public goods in Guangxi. The main aspects are as follows: optimizing the tax distribution system; Optimizing the financial transfer payment system; Strengthening the supervision and management of financial funds; Optimizing the financial expenditure structure of rural public service supply; Improving the self-finance supply capacity of rural public service; To promote the supply of rural public goods to diversify the main body.
