【摘要】：我國在經(jīng)濟持續(xù)高速發(fā)展和社會不斷進步的同時,還存在區(qū)域發(fā)展不平衡、經(jīng)濟結構不合理和收入分配制度不完善等諸多問題,其中由這些因素導致的貧困問題成為全面建成小康社會的重要障礙。截至2015年年底,全國還有665個貧困縣、貧困人口達5575萬人。消除貧困任務依然艱巨,部分貧困群體的生活難以保證,在脫貧攻堅過程中需要發(fā)揮社會救助制度的托底功能。但發(fā)揮好這一功能,社會救助要精準到位,扶貧脫貧必須因人因地施策,要通過精準扶貧實現(xiàn)精準脫貧,完成脫貧攻堅的任務。本文在精準扶貧背景下探索忻州市社會救助在扶貧領域的積極作用,忻州市貧困形勢需要社會救助,從收入、住房、教育、醫(yī)療等方面為貧困群體提供救助幫扶,解決其基本生活需求,幫助貧困群體脫貧的同時預防原脫貧人口重新返貧。主要在社會成員個人收入水平低或者無收入來源時發(fā)揮作用,收入低的原因從多方面考慮,可以是社會因素也可以是個人因素,因此忻州市在扶貧攻堅上要發(fā)揮好社會救助的功能,實現(xiàn)社會救助與扶貧脫貧相互銜接,在理清扶貧思路后,將思路體現(xiàn)在扶貧救助措施上,采取更有針對性和效果的手段措施,對貧困群體精準到位幫扶,實現(xiàn)忻州市2020年精準脫貧的目標,這也對全面建成小康社會,實現(xiàn)社會的和諧有序發(fā)展具有重要意義。為了更好地實施精準扶貧,實現(xiàn)脫貧目標,本文通過忻州市經(jīng)濟發(fā)展和貧困現(xiàn)狀的分析,明確精準扶貧背景下社會救助的運行思路。文章運用文獻分析、定性分析與定量分析等分析方法,系統(tǒng)收集整理相關數(shù)據(jù)資料。從忻州市的貧困人口生存發(fā)展狀況出發(fā),結合所屬各縣(市、區(qū))的具體情況,梳理當前社會救助在扶貧過程中存在的問題并深入分析其原因,提出完善措施。研究結果表明,包括救助對象、救助方式、資金管理、人員配備等方面的缺陷是當前社會救助中存在的主要問題。只有采取精準救助、動態(tài)管理,培養(yǎng)專業(yè)人員等針對性措施,提高救助體制的管理效率,才能有效解決貧困問題并防范返貧風險,實現(xiàn)脫貧致富的目標。
[Abstract]:At the same time of sustained rapid economic development and social progress, there are still many problems, such as unbalanced regional development, unreasonable economic structure and imperfect income distribution system. Among them, poverty caused by these factors has become an important obstacle to building a well-off society in an all-round way. By the end of 2015, there were 665 poor counties in the country. The task of eliminating poverty is still arduous, and the life of some poor groups is difficult to guarantee. It is necessary to give play to the supporting function of the social assistance system in the process of getting rid of poverty, but it is necessary to give full play to this function. Social assistance should be accurate, poverty alleviation and poverty alleviation must be done because of human factors, and precision poverty relief must be achieved through precision poverty alleviation. This paper explores the positive role of social assistance in the field of poverty alleviation in Xinzhou under the background of precision poverty alleviation. The poverty situation in Xinzhou needs social assistance from income housing and education. Medical care and other aspects of the poor groups to provide assistance to meet their basic living needs. To help the poor groups out of poverty at the same time to prevent the original poverty relief population to return to poverty. It mainly plays a role in the low income level of social members or when there is no income source. The reasons for low income are considered from many aspects. It can be a social factor or a personal factor, so Xinzhou City should play a good role in helping the poor, realize the link between social assistance and poverty alleviation, and clarify the idea of poverty alleviation. The train of thought will be reflected in poverty relief measures to take more targeted and effective measures to help the poor groups in place precisely to achieve the Xinzhou City in 2020 the goal of precision poverty relief. This is also of great significance for building a well-off society in an all-round way and realizing the harmonious and orderly development of the society. In order to better carry out the accurate poverty alleviation and achieve the goal of poverty alleviation, this paper analyzes the economic development and poverty status of Xinzhou City. The article uses the methods of literature analysis, qualitative analysis and quantitative analysis. Systematic collection and collation of relevant data. From the survival and development of the poor population in Xinzhou, combined with the specific situation of each county (city, district). Combing the current social assistance in the process of poverty alleviation problems and in-depth analysis of its causes, put forward the improvement measures. The research results show that, including the object of assistance, relief methods, capital management. The defects in staffing are the main problems existing in the current social assistance. Only by taking precise assistance, dynamic management, training professionals and other targeted measures to improve the management efficiency of the relief system. Only then can we effectively solve the problem of poverty, prevent the risk of returning to poverty, and realize the goal of getting rid of poverty and becoming rich.
