【摘要】：社會(huì)保障作為一個(gè)國(guó)家基本制度,涉及到社會(huì)政治、經(jīng)濟(jì)各方面,直接影響到社會(huì)穩(wěn)定和諧,從另一個(gè)角度反映了這個(gè)國(guó)家的文明進(jìn)步程度。作為社會(huì)保障體系的核心組成部分,社會(huì)養(yǎng)老保險(xiǎn)對(duì)社會(huì)的安定、社會(huì)公平,對(duì)推動(dòng)我國(guó)文明水平的提升具有積極作用。隨著深化改革的推進(jìn)和國(guó)家經(jīng)濟(jì)的持續(xù)發(fā)展,建立健全我國(guó)的社會(huì)保障體系條件逐漸成熟,也是社會(huì)經(jīng)濟(jì)發(fā)展的必然趨勢(shì),可以為我國(guó)經(jīng)濟(jì)社會(huì)持續(xù)發(fā)展提供穩(wěn)定的社會(huì)環(huán)境。當(dāng)前,城鎮(zhèn)職工養(yǎng)老保險(xiǎn)制度在我國(guó)實(shí)施已經(jīng)多年,制度建設(shè)已經(jīng)較為健全,各種配套措施較為完善。然而,新農(nóng)保制度在全國(guó)推行的時(shí)間短,范圍廣,問題多,無論理論還是實(shí)踐都還處于發(fā)展探索階段。2012年新農(nóng)保制度在全國(guó)進(jìn)行推廣,基本覆蓋全國(guó)所有縣(市區(qū))。經(jīng)過幾年的制度實(shí)施,新農(nóng)保目前發(fā)展的狀況如何,在實(shí)際中發(fā)揮的作用怎么樣,制度未來的可持續(xù)性如何,是否需要做出政策調(diào)整,這些都需要在現(xiàn)有制度實(shí)施基礎(chǔ)上進(jìn)行總結(jié)和完善,并接受實(shí)踐檢驗(yàn)。安徽省滁州市鳳陽(yáng)縣2010年開始新農(nóng)保試點(diǎn)縣,是全國(guó)第二批試點(diǎn)縣,2012年,該縣因新農(nóng)保試點(diǎn)工作成績(jī)突出榮獲國(guó)務(wù)院表彰,被授予“全國(guó)新型農(nóng)村和城鎮(zhèn)居民社會(huì)養(yǎng)老保險(xiǎn)工作先進(jìn)單位”稱號(hào),具有一定的典型性。通過對(duì)該縣新農(nóng)保現(xiàn)狀和制度實(shí)施中主要措施做法的調(diào)查研究,找出目前鳳陽(yáng)縣新農(nóng)保存在的問題,并分析成因,進(jìn)而找出相應(yīng)的對(duì)策,對(duì)推進(jìn)該縣,乃至全省和相近地區(qū)城鄉(xiāng)居保制度建設(shè)有著重要意義,是貫徹落實(shí)黨的十八大和十八屆三中、五中全會(huì)精神的重要方面。
[Abstract]:As a basic system of a country, social security involves social politics and economy, and directly affects social stability and harmony. It reflects the degree of civilization progress of this country from another angle. As the core part of the social security system, the social endowment insurance has great influence on the social stability and social equity. With the deepening of reform and the sustainable development of the national economy, the conditions for establishing and improving our social security system are gradually maturing. It is also an inevitable trend of social and economic development, which can provide a stable social environment for the sustained economic and social development of our country. At present, the old-age insurance system for urban workers has been implemented in China for many years. System construction has been relatively sound, various supporting measures are more perfect. However, the new rural insurance system in the national implementation of a short period of time, a wide range of problems. In 2012, the new rural insurance system was popularized throughout the country, basically covering all counties (urban areas). After several years of implementation of the system. What is the current situation of the development of the new rural insurance, how to play a role in practice, what is the sustainability of the system in the future, whether to make policy adjustments. All these need to be summed up and perfected on the basis of the implementation of the existing system, and tested by practice. Fengyang County, Chuzhou City, Anhui Province began the new rural insurance pilot county on 2010, which is the second batch of pilot counties in the country, 2012. The county was recognized by the State Council for its outstanding achievements in the pilot work of new rural insurance, and was awarded the title of "advanced unit of social old-age insurance for new rural and urban residents in the country". Through the investigation and research on the present situation of the new rural insurance and the main measures in the implementation of the system, the author finds out the problems existing in the preservation of the new farmers in Fengyang County, and analyzes the causes, and then finds out the corresponding countermeasures. It is of great significance to promote the construction of urban and rural housing and security system in the county, even in the whole province and in similar areas, and is an important aspect of implementing the spirit of the third Plenary session of the 18 CPC Congress and the third and Fifth Plenary session of the 18 CPC Central Committee.
